Chinley, Buxworth and Brownside Parish Council Minutes of the Parish Council Meeting held on Thursday 2 August 2018, 7.30pm at the Parish Room, 3 Lower Lane, Chinley Present: Councillors G Hewitt (Chairman), M Walton (Vice Chairman), P Wilson, A Knox, Mrs A Bramah and W Smith (from 8:05pm). In Attendance: Clerk Mrs G Cooper, High Peak Borough Councillors C Howe and J Kappes and one Chinley resident. 18/08/77 Apologies for Absence Apologies were received and noted from Councillors R Drabble, M Travis, Mrs C Rofer, Mrs J Pettitt and W Smith (late arrival). Also noted were apologies from Derbyshire County Councillor A Fox. 18/08/78 Declaration of Members Interests The following declarations of interest were made: Member Agenda Item Interest Councillor Graham 8(a) Accounts for Wife cleans Parish Hewitt payment Room. 18/08/79 Community Police PCSO K Green was not present. No update had been provided. 18/08/80 Borough Councillors High Peak Borough Councillor Caroline Howe provided an update on a joint meeting with Mexichem (Stephanie Works) and Derbyshire County Councillor Alison Fox regarding health and safety issues and transport issues. 18/08/81 County Councillor Derbyshire County Councillor Alison Fox was not present. No update had been provided. 18/08/82 Open Forum A resident of Alder Brook in Chinley was present to express her concerns about the access to Alders Lane due to on-street parking so close to the junction of Alders Lane with Buxton Road, Chinley on both sides. A near-miss had recently taken place. The resident further raised the issue of a possible polluted culvert running behind Alder Brook. Grey slime and a smell was present. The resident wondered whether this may be sewage from the housing estate. 2 August 2018 (Unapproved) 1062 RESOLVED: It was agreed to write to Derbyshire County Council to advise them of the parking complaint at the junction of Alders Lane and Buxton Road in Chinley and ask them to investigate further. RESOLVED: It was agreed to write to the relevant Housing Association and/or United Utilities to ask them to investigate the possibility of a polluted culvert at the rear of Alder Brook in Chinley. 18/08/83 Minutes of the Parish Council Meeting held on 28 June 2018 RESOLVED: That the minutes of the Parish Council Meeting held on 28 June 2018 be approved for signature by the Chairman as a true and correct record. 18/08/84 Chair’s Update The Chairman reported that he had recently attended a meeting of the Association of Buxworth and Clayton. Two visitors from Clayton would be visiting later this year. 18/08/85 Clerk’s Report The Clerk’s report was received and noted. 18/08/86 Chinley Community Centre Project Councillor Walton provided an update. The project team were now more optimistic that the lottery funding may be available if the refurbishment was part of a wider project. Work was continuing to investigate this further. 18/08/87 Playground Inspection Reports The playground inspection reports were received. It was noted that in Chinley one of the recently repaired fence panels had been broken. This would be repaired by the General Purposes Working Group. In Buxworth the “No Horse Riding” sign had been damaged within a day of being erected. Also a replacement “No dogs” sign was required. A couple of instances of full bins had been reported in both playgrounds. RESOLVED: To put up two “No Horse Riding” signs at the entrance to Buxworth Recreation Ground but to site them higher up. RESOLVED: To increase litter bin collections in both the Chinley and Buxworth playgrounds to twice per week during the summer holidays if ths was possible for our litter collection contractor High Peak Borough Council. 18/08/88 Chinley Playground Project It was noted that the playground installation is still on track for w.c. 3 September and the pre-start meeting with the project manager is scheduled for 9 August. A number of quotes were presented for additional requirements associated with this project for consideration. 2 August 2018 (Unapproved) 1063 RESOLVED: To approve the quote from Hockerley Hall Farm for £860 as presented to replace the fencing and entrance gate between the car park and the playground in Chinley in the new position, approximately 2 metres into the current playground’s footprint. RESOLVED: To approve the quote from Glasdon for £156.91 plus VAT as presented for one new litter bin to match the existing parish council owned bins. To approve expenditure of up to £50 for High Peak Borough Council to fit the new bin. RESOLVED: To approve the quote from TDF for £631.60 plus VAT for two new benches made from recycled materials as presented. It was suggested that these benches be colourful if this is an option. RESOLVED: To provisionally approve the quote from Hockerley Hall Farm for £150 as presented to tidy the fence line bordering the playground of grass and weeds subject to HAGS requirements prior to the playground installation. RESOLVED: Councillors Knox and Smith to investigate whether the overgrown area in the far corner of the playground can be cleared without assistance. If this is not possible then approve the quote from Hockerley Hall Farm to clear this area for £170 as presented. Once this has been done further consideration can be given into how we might utilise this space. RESOLVED: To allocate a provisional budget of £150 for an event to mark the opening of the new playground. To investigate whether the Community Association would like to be involved. 18/08/89 First World War Centenary It was noted that confirmation had been received that we were successful in our bid to the Councillor’s Initiative Fund from our High Peak Borough Councillors and we will be receiving £360 to pay for the gas-fuelled beacon for our beacon event. Further, we were successful in our bid to High Peak Borough Council’s Beacon Grand Fund and we will receive £550 to be used towards our beacon event and other commemoration activities. Consideration was then given to expenditure required for the Chinley Beacon Event and Historical Display and other commemoration activities. RESOLVED: To purchase a ‘Battle’s Over Beacon’ from Bullfinch (Gas Equipment) Ltd for £360 plus VAT. RESOLVED: To purchase a commemorative tree with plaque for Chinley Park, specification to be advised by Friends of Chinley Park, up to £120. RESOLVED: To purchase a plaque for the entrance to Chinley Park, recognising it as a memorial park with specification to be advised by Friends of Chinley Park, up to £200. RESOLVED: To approve expenditure up to £50 for refreshment costs for the event in Chinley. 2 August 2018 (Unapproved) 1064 RESOLVED: To purchase 2 ‘Silent Soldiers’ from the Royal British Legion for £300, one to be sited in Chinley and the other to be sited along the road into Buxworth. RESOLVED: To approve expenditure of up to £400 for a plaque for Buxworth War Memorial Club to be organised by the community in Buxworth. 18/08/90 Planning Applications RESOLVED: The following applications were received and comments approved: (a) HPK/2018/0295 – Proposed variation of conditions 2 and 3 relating to HPK/2015/0520. Meadows Barn, Gow Hole, Furness Vale, Derbyshire, SK23 7QE. Mr James Males. Chinley, Buxworth and Brownside Parish Council have no objections to this application. (b) NP/HPK/0718/0591 – Proposed change of use of existing barn to residential and associated external alterations. Axe Head Barn, Upper Fold, The Wash, Chapel-en-le-Frith. Adrian Hill. Chinley, Buxworth and Brownside Parish Council support this application. It makes good use of a prominent, traditional building of architectural merit, which would most likely otherwise remain redundant. It also enhances its appearance and has regard to the historic layout and setting of the building. In addition the proposal would provide good accommodation for a local, growing family. (c) HPK/2018/0344 – Proposed single storey porch/glazed link extension to existing dwelling. The Cottage, Unnamed Road From Hayfield Road To The Cottage, Chapel Milton, Chapel-En-Le-Frith, SK23 0QQ. Mr Charles Cox. Chinley, Buxworth and Brownside Parish Council have no objections to this application. (d) NP/HPK/0718/0604 – Proposed detached garage.
