This Order gives effect to proposals submitted to them on 26th May 2016 by the Boundary Commission under section 17(1) of that Act regarding electoral arrangements for the area of Perth and Kinross Council. Citation, commencement and application 1. —(1) This Order may be cited as the Perth and Kinross (Electoral Arrangements) Order 2016 and comes into force on 30th September 2016. (2) This Order applies only for the purposes of an election to be held on or after 4th May 2017. Interpretation 2. In this Order— (a) a reference to an electoral ward is a reference to that electoral ward as constituted in this Order; and (b) “the deposited data” means the data recorded on the DVD-ROM— (i) entitled “Perth and Kinross (Electoral Arrangements) 2016”; and (ii) deposited with the Scottish Ministers at their offices at Victoria Quay, Leith, Edinburgh EH6 6QQ. Significant progress has been made since the initial concept was approved. Service leads have provided a vision of how each clinic within the service will be delivered. This has allowed us to develop a standard operating procedure for each service and a provisional clinic schedule. It is anticipated that this will be implemented in a phased way, and it is most likely that the first phase will open near the end of October 2019 with the delivery of many of these clinics. Utilising integrated care teams in this way should enhance the quality of the service provided, providing co-ordinated and appropriate care in a more timely fashion, closer to home. During discussions at the short life working group, an overview was provided of NHS Near Me and examples were given of its use. NHS Near Me is a new video consulting service which aims to provide outpatient consultations as close as possible to home.

    PERTH AND KINROSS COUNCL 3 OCTOBER 2018 INITIAL FINDINGS OF THE REVIEW OF THE SCHEME OF ESTABLISHMENT FOR COMMUNITY COUNCILS IN PERTH AND KINROSS Report by Head of Democratic Services (Report No. 18/324) PURPOSE OF REPORT This report seeks to update members on the initial findings from consultation with community councils on the review of the Scheme of Establishment of Community Councils (the Scheme) in Perth and Kinross. The report also outlines suggested amendments to the current Scheme. 1. BACKGROUND / MAIN ISSUES 1.1 The current Scheme of Establishment for Community Councils was adopted by the Council on 23 February 2011 (Report 11/72 and Article 110 refer) following public consultation. The Council also approved a model constitution for a community council and model standing orders for community council meetings. 1.2 The Council also agreed in February 2011 that community council elections should be held on a common day across Perth and Kinross and these have been held in November 2011 and November 2015. 1.3 It is now seven years since the Scheme and the model documents were adopted, and in addition to several issues which have been raised in relation to the language in the model documents (e.g. provisions re the co-option of members; the code of conduct for community councillors; procedures for handling complaints; funding arrangements), it is important to ensure that the arrangements for supporting the community councils meet their needs and those of the Council. 1.4 As community empowerment continues to develop, the representative role of community councils will continue in that context and it is important that the Scheme of Establishment for Community Councils and associated documents recognise and facilitate that role.

    5 16/110 PERTH AND KINROSS COUNCIL Lifelong Learning Committee 9 March 2016 Perth and Kinross Community Learning and Development Plan 2015-2018 Report by Director (Education and Children’s Services) PURPOSE OF REPORT This report sets out Perth and Kinross’s response to The Requirements for Community Learning and Development (Scotland) Regulations 2013 and the development of Community Learning and Development Plan 2015-2018. 1. BACKGROUND/MAINISSUES 1.1 In June 2012 the Scottish Government issued the Strategic Guidance for Community Planning Partnerships: Community Learning and Development (CLD). Although directed at Community Planning Partners and recognising the crucial role played by a wide range of services and organisations, the Strategic Guidance for CLD clearly identifies the role for local authorities, stating that the Scottish Government expects local authorities “to provide clear leadership and direction, and to drive the action needed to ensure we maximise the contribution of CLD partners in the reform of public services.” 1.2 The Requirements for Community Learning and Development (Scotland) Regulations 2013 state that every local authority must produce a CLD three year plan. This must specify: how the authority’s provision of CLD is co-ordinated over three years any action other persons may take in providing CLD any needs for CLD that may not be met over the three year period. 1.3 The purpose of CLD is to empower people, individually and collectively, to make positive changes in their lives, and in their communities, through learning. To achieve this, CLD focuses on: Improved life chances for people of all ages, through learning, personal development and active citizenship Stronger, more resilient, supportive, influential and inclusive communities.

Sign up Here Highland Update Dementia-Friendly Aberfeldy Dementia-Friendly communities are not new, they exist in a number of countries. The main aim of a dementia-friendly community is to make sure people with dementia and their carers are empowered and enabled to remain part of their community, to maintain their identity and be treated with dignity and respect. Aberfeldy is a small town where a culture of kindness already exists so with a little effort, becoming a recognised dementia-friendly community and town is a possibility. The process involves learning a little about dementia and doing very simple and practical things that can make a massive difference to people living with dementia. An event was held in Aberfeldy on Tuesday 28th August. The purpose of this event was to establish if there was appetite within the community for Aberfeldy to work towards Dementia-Friendly status. The event was well attended with 72 people taking part. There were essentially two parts to the event. The first part explored already established dementia–friendly communities nationally and internationally. The second, a market stall section illustrated examples of support already available and 16 organisations were able to present their work in this area. During the event there was clear support for taking the concept of Dementia-Friendly Aberfeldy forward and over the next few weeks an action plan will be developed outlining the next steps.
