As per the guidelines of the Reserve Bank of India (RBI), the Potential Linked Credit Plans (PLPs) prepared by National Bank for Agriculture and Rural Development (NABARD) through consultative approach forms the base for preparation of Annual Credit Plans (ACP) for the banks in a district. This document has been prepared accordingly by taking into account the current developments, especially revision in priority sector guidelines and policy initiatives of Government. NABARD has redesigned the Potential Linked Credit Plans for all the districts in the country to make it more meaningful link between development planning and credit planning.The theme for the PLP 2015-16 shall be “Accelerating the pace of capital formation in agriculture and allied sector” The exploitable potential that could be tapped with institutional credit during the reference year i.e. 2016-17 is mapped in the PLP document. Adilabad district is located in the northern end of the state bordering the state of Maharashtra. The total geographical area of the district is 16105 sq.kms.     Changing Pattern of Tribal Livelihoods: A Study of Adilabad District A study of Narnoor and Jainoor Mandals 1 Chapter 1 Introduction The Constitution of India provided a number of safeguards for promoting and safeguarding the interest of the Scheduled Tribes. These safeguards have been provided with a view to facilitate the implementation of the Directive Principles contained in Article 46 of the Constitution, which states that: “The State shall promote with special care the education and economic interests of the weaker sections of the people and in particular of the Scheduled Tribes and shall protect them from social injustice and all forms of exploitation”. Article 341 of the Constitution provides that the President may, with respect to any State or Union Territory after consultation with the Governor, specify the castes, races or tribes or part of or groups within castes, races or tribes which shall for the purposes of the Constitution be deemed to be in relation to that States or Union Territory. Article 342 makes similar provision for the Scheduled Tribes. In pursuance of the above provisions, the President for the first time after the promulgation of the Constitution, made two orders in 1950 in relation to the then Part ‘A’ and Part ‘B’ States called (i) the Constitution (SCs) Orders 1950 and (ii) the Constitution (STs) Order 1950. These orders interalia specified various castes and tribes as SCs and STs in relation to respective States and Union Territories. In 1951, the President made similar orders for Part’C’ States. After the creation of the State of Andhra Pradesh under the Andhra State Act, 1953, orders were again revised by a law of Parliament.

CSA in partnership with various institutions, civil society organizations and volunteers was trying to bring to the cracks in the system and how small and marginal farmers, tenant farmers, women farmers, tribal farmers etc slip off and fall a prey to the distress. To address this crisis, Centre for Sustainable Agriculture and Rytu Swarajya Vedhika (RSV) in partnership district administrations of Adilabad, Mancherial and Vikarabad have started an initiative to improve the governance of agriculture support systems and enhance the access to entitlements by removing the stumbling blocks at the departmental level. This report covers two years of the journey ‘Kisan Mitra’ team in extending a helping hand for the distress rural households. We tried to pickup some case studies to present the nature of the problems we came across. We are thankful for the district administrations of Vikarabad,Adilabad and Mancherial for the partnership and their financial support. We are specially thankful to Divya Devarajan, who was Collector of Vikarabad and later Adilabad for being the guiding soul.
