EASTERN RAILWAY KOLKATA No. GE/CC/EOI/CASH PICK-UP/10-11 Dated EASTERN RAILWAY KOLKATA No. GE/CC/EOI/CASH PICK-UP/10-11 Dated- 20.6.2011 Sub: Notice for calling of Expression Of Interest from Public Sector Banks on cash pick-up service from stations of Eastern Railway, as per list enclosed. On behalf of the President of India, FA & CAO/E.Railway/ Kolkata invites EOI from PSB’s on cash pick-up service at the Eastern Railway Booking offices (list is enclosed) as detailed below: 1. The Bank has to arrange for pickup of cash earnings from all the nominated stations/booking office of the Eastern railway including Divisional Cash & Pay offices at Howrah, Sealdah, Asansol & Malda as per the list enclosed, which also indicates daily average cash earnings. Addition, deletion and alteration to the list of station will be done mutually in agreement with the bank and railways. 2. The Bank shall collect cash of all denominations including coins. 3. The Bank staff will scrutinize/count the cash for its quantity/quality either with the help of machine or manually and after satisfying themselves take possession of cash and give the acknowledgement on the challan on the spot to the concerned Railway officials at the concerned station. 4. The Cash has to be picked up by Bank on all working days including Saturday. 5. The total security and transportation between the pick up location and the Bank shall be the responsibility of the Bank. Any insurance cover for this arrangement shall also be the responsibility of the Bank. NO COST whatsoever will be borne by this Railway on this account. 6. The bank shall be responsible for any theft or shortage, which may occur after the handing over of the cash by the Railway staff to the Bank staff and the receipt of bank acknowledged challan by Railway Staff. 7. Detailed and comprehensive reports containing daily transactions location wise shall be furnished to Sr.DCMs and Chief Cashier, Eastern Railway on a day-to-day basis. The Bank shall furnish monthly reports, as per formats decided, to the Railways. 8. The Bank will account for the cash on the same day and complete the daily reporting of government transactions to the RBI/Government/Focal point Branch etc. 9. The entire process of cash pick up and affording of credit to Eastern Railways account with RBI/CAS/Nagpur will be as per RBI’s guidelines and as per “Memorandum of revised procedure for reporting, settlement and reconciliation of expenditure and departmental receipt accounts of Ministry of Railways on Bank/Branch concept with effect from 1 st October 1993”. 10. All requisite statements, DMS, scrolls, third foil of the Bank acknowledged chalan etc. requiring to be submitted under the Focal Point concept scheme by the Focal Point Bank/Branch to FA & CAO(Books) Eastern Railway has to be followed as per RBI guidelines. Further requisite statements like GAD statement requiring to be submitted by Bank to FA & CAO(Books) Eastern Railway also needs to be followed. Contd…P/2 - 2 - 11. Affording of credit to Eastern Railway’s account with RBI/CAS Nagpur in respect of Cash pick up should be within the time frame prescribed by RBI. Any delay shall attract penal interest to be paid by the Bank to Railways at the RBI prescribed rate in this regard. 12. Non-collection of cash by bank within its schedule, if results in loss of cash by theft or dacoity, bank shall be liable to compensate Rly’s money. 13. Any deviation to the above conditions may be clearly spelt out against each item. Railway reserves the right to either cancel or reject any or all of the “Expression Of Interest” without assigning any reason there of. The above specifications broadly cover the requirements of Eastern Railway for Cash pick up arrangements. Banks are requested to submit their EOI along with terms and conditions under which Bank will be able to execute the arrangement. Further the modalities of the proposed pick up and the security cover to be provided for the safe movement and custody of the cash in transit may also be indicated along with the offer. The offer may be submitted on or before 20-07-2011 addressed and delivered to the office of the Chief Cashier (JA), Eastern Railway, 17, NS Road, Kolkata - 700001.
