1. WELCOME AND INTRODUCTION

Welcome

For the first time in history, we are happy to welcome WRC, its’ competitors and true rally fans to the biggest motor sport event in Flanders. Ypres Rally has created a reputation throughout Europe because of its tricky stages and great atmosphere. The popular service park and the great ambiance in the city centre adds adrenaline to the event. In recent years, Ypres Rally has proven to be also one of the safest events in Europe.

Thanks to more than a thousand volunteers and the discipline of spectators, we are able to run a compact and well-timed rally. We are very proud to deliver this event on time and give all rally fans an opportunity to enjoy a fantastic weekend.

Ypres, where it all began on January 18 in 1964. That night the Ypres Market Square hosted a time control as part of the liaison of the Rallye Monte-Carlo. 56 years later, we are glad to welcome WRC in Ypres.

2020 Edition

Rally HQ and Race Control will be located in the City Centre, just a few steps from the main square. Novotel will once again be hosting the Media Centre. The Service Park will be located, as always, on the Town Square of Ypres and its surroundings. It will be the only Service Park used during the rally.

The route consists mostly of twisty tarmac farming lanes, challenging to both cars and crews. The total distance of the rally is about 915 km. In total, 23 special stages will cover about 289 km.

Time slot for Ypres Rally has always been June. This year however, due to unforeseen circumstances, the competitors will have a chance to enjoy Ypres stages in late autumn time. The official start of the rally will take place at Ypres Town Square on Friday, November 20. The rally runs from Friday through Saturday within a 30 kilometre radius of Ypres before moving to the area of Spa in Wallonia early Sunday morning. Power Stage and finish podium will be taking place in the legendary Circuit of Spa- Francorchamps.

There will be 9 special stages on Friday including 5 unique stages, 4 that will be driven twice and 1 that will be driven once. Saturday will have 10 special stages including 5 unique stages that will be driven twice. Sunday will finish the rally with another 4 stages – 1 stage that will be driven twice and 2 stages that will be driven once. The Podium Ceremony will be held around noon on Sunday at the WRX podium in the Circuit de Francorchamps.

1.1. Environmental sustainability As part of the FIA Environmental Sustainability Program, Ypres Rally’s goal is to continue to make the event more sustainable. While working both internally and externally, we aim to ensure that our events’ impact on the environment is as small as possible. This is an ongoing process and includes provisions on special stages, in the service park and through our general administration tasks. Specific goals for this year are as follows; • Reduce the number of printed documents. • Minimise the number of printed tickets and other rally documents. • Replace cans with bottles. • Minimise the amount of fuel used by officials working on the event. • Neutralise our carbon footprint by planting a tree for every participant. • Significantly reduce traffic in the city centre during the rally weekend by introducing a hop-on-hop-off train.

1.2. Project “Planet 22” by the Organiser Having been launched a couple years ago, the label “Planet 22” has been gaining popularity among rally fans in Belgium. “Planet 22” is an innovative global plan which main goal is to prove that sustainable development and mobility can be perfectly implemented in the rally world on an international level.

First measures were implemented by the Organiser in 2019, with the ban of beverage cans on the special stages in order to avoid unnecessary pollution. Instead, re-usable bottles were used with a deposit for bringing them back to catering suppliers.

Superstage, the Organiser of Renties Ypres Rally Belgium was the first organisation to distribute a biodegradable garbage bag to every spectator. The distribution was organised at the ticket pick-up location in order to make sure everyone would receive the bag. The entire campaign is targeting continuous awareness among all rally fans, out of a need to respect the cleanliness of the venues and to protect the environment – around the Service Park as well as on the stages. The number of drop-off points for cups and bottles was significantly increased, but also the number of garbage bags along the stages, and not only at spectator points.

Next to sustainability, mobility is an important subject to tackle as an organisation. In order to reduce the number of cars in the city centre, a hop-on hop-off train will be used, connecting the various parking spots on the outskirts of Ypres and the rally centre on the Market Place.

Superstage also has a responsibility to raise awareness of its spectators and volunteers to drive “smart”. In order to do so, a road book was set up over a route of almost 200 kilometres along the historic spots of the Ypres Rally that began in 1965. This has been made into a competition – the FIA Smart Driving Challenge. Thanks to a tracker installed in the car, a score is given based on the driving style while tips and tricks are given at the end of each ride. In order to promote smart, safe & environmentally friendly driving, the road book is only available with the FIA Smart Driving Challenge Smartbox and its activation code.

Ultimately, Superstage has decided to neutralise the CO2-emissions of its events. In consultation with the town councils, the Organiser is planting one tree per participant.

In summary “Planet 22” is an innovative and ambitious sustainable development and mobility plan presented by the Organiser of Renties Ypres Rally Belgium. With the entire project financed by the organisation itself, it reinforces the uniqueness of the project.

1.3. COVID-19 requirements At the start of 2020, the world went on lockdown due to the COVID-19 pandemic. All events were either cancelled or postponed while the Renties Ypres Rally Belgium was rescheduled for the middle of November.

The Organisers of Renties Ypres Rally Belgium have one clear objective – to raise awareness of spectators, competitors and co-workers of the event. In order to avoid any further circulation of the COVID- 19 virus, several measures have been implemented by the government and by the Organiser. Several subjects have been tackled, while some were already implemented in the past. Those include not only online ticket sales, the use of face masks and hydro-alcoholic gels but also constant communication of safety measures.

Next to the current Rally Guide, additional regulations related to meeting COVID-19 requirements will be sent by e-mail to all related parties by 19 October the latest. This will contain information concerning the changes and requirements involved in the safety measures, but also additional measures that will be implemented by the Organiser, for example the guidelines in the Service Park. The aim of these changes is to adapt the approach of rally fans and competitors in the past while remaining supportive in order to avoid any further circulation of the virus.

5. SERVICE PARK

5.1. General information Location Service park is situated in the town centre of Ypres, the surface is predominantly asphalt. GPS coordinates: N 50 51.052 E 2 53.146

Manufacturers and other championship entrants will be allocated a designated space in accordance with 2020 FIA WRC Sporting Regulations. Private and Junior entries will be allocated 60 m2 and 50 m2 accordingly.

Service Park will open: • Saturday 14 November from 14:00 for Manufacturer Teams. • Wednesday 18 November from 08:00 for All other entrants.

General security service will be provided on site from Monday 16 November until Sunday 22 November.

5.2. Parking During the rally only vehicles with Service and Auxiliary passes will be permitted to access the service park. Auxiliary vehicles may only enter the service park to bring or collect personnel and/ or equipment and only while no competition cars in the service park. Private teams will not be given any auxiliary plates. All trailers and tractor units must be removed to the dedicated truck parking area outside the Service Park. There will be dedicated car parks for Auxiliary, Tabard Media, Media and Officials.

5.3. Facilities Following facilities will be provided at various points around the service park: • Toilets • Waste Removal / Hazardous Waste Collection • Water • Lighting • Wi-Fi - Access details will be provided on site • Car Wash (Located outside the Service Park) • Security

All WRC priority teams (except Manufacturers) will be allocated a service area space of 10m x 10m. Space within the Service Park is extremely limited, and the maximum 10 metres depth cannot be extended.

Power generators Generators are permitted in the Service Park however these must be super silent diesel or LPG. Generators must be fenced off to restrict access to competent personnel only. No petrol generators are permitted on the site at any time!

5.4. Traffic movements The traffic flow direction shown on the Service Park layout must be respected at all times by competitors and their service / auxiliary vehicles. Teams may bring their service/auxiliary and recce car vehicles into the service park, as long as they can park them within their designated area. Otherwise these vehicles must be taken to the auxiliary parking located close to the service park. Any parking of team vehicles outside their designated area in the Service Park is strictly prohibited.

5.5. Environmental requirements A car wash facility will be available near the Service Park. Washing cars within the Service Park is prohibited at any time. Wheels and other parts may be washed in the designated wash bays set up within the Service Park. All competitors must put in place a suitable size plastic ground sheet to cover the whole area where service work is being carried out. This ground sheet must be impervious to all fluids. Cleaning of the ground sheets must be done so that no materials are allowed to come into contact with the ground surface. All waste material must be disposed of in the facilities provided at the service park.

5.6. Covid-19 health requirements Additional regulations in relation with the Covid-19 requirements will be sent by e-mail latest by Monday 19 October to all the entrants. This will contain information concerning all the changes involved in the

safety measures, but also additional measures that will be implemented by the organisation, as for example the guidelines in the service area.

6. TWO-WAY RADIO COMMUNICATION The approved GSM (mobile) telephones are exempted from licensing. License for another radio transmitter must be applied for at the Belgian authority in charge:

Any infringement of the law will render the broachers liable for legal procedures and if their frequencies interfere with the Organisation network, immediate sanctions will be requested.

7. IMPORT OF VEHICLES AND SPARE PARTS

7.1. From EU Competitors coming from the European Union do not need to make any special custom clearance for temporary import of cars and equipment with the purpose to participate in Renties Ypres Rally Belgium 2020.

7.2. From outside the EU If you are importing the rally car, service vans and/or spare parts/equipment from outside the European Union you must report to customs at arrival in Belgium. Please contact the Custom authority in Belgium in advance.

8. HELICOPTERS Only helicopters from the organization are allowed to overfly the area of the event in order to guarantee the safety of the spectators and competitors and live TV coverage. Commercial helicopter flights are not authorized within the rally area during Renties Ypres Rally Belgium and landing in the neighbourhood of the special stages will be sanctioned by the authorities

8.1. Drones No drones are permitted to fly anywhere on the event, except those authorised by the WRC Promoter.

10. ACCOMMODATION Organiser has pre booked list of hotels and other accommodation facilities in Ypres town and its surroundings for teams, competitors, media and sponsors. 11. SHAKEDOWN

11.1. Priority competitors Shakedown for P1, P2 and P3 drivers will take place on Friday 20 November according to following schedule: P1 & P2 drivers 09:01 - 10:30 All Priority drivers 10:31 - 11.30

P1 drivers are allowed to have one team member to collect data and connect a laptop to the car close to the Shakedown stage. Only one car per team is allowed (Auxiliary or Service plate). No other work on the car is permitted.

14. LIST OF USEFUL FACTS AND SERVICES

14.1. General information Climate Belgium has a temperate maritime climate influenced by the North Sea and Atlantic Ocean, with cool summers and moderate winters. Since the country is small there is little variation in climate from region to region, although the marine influences are less inland. Rainfall is distributed throughout the year with a dryer period from April to September. Sometimes easterly winds can cause a more continental type of weather, warm and dry in the summer, but cold and clear in the winter with temperatures sometimes far below zero. Belgium is a flat country and has often breezy conditions, although more in the winter than in the summer, and more among the coastal areas than inland. In the eastern regions hills cause a cooler and wetter climate with more rainfall and sometimes snowfall in the winter. The climate of Belgium can be classified as Cfb Climate; a warm temperate humid climate with the warmest month lower than 22°C above average and four or more months above 10°C above average.

Currency Euro – EUR, divided into 100 cents.

14.2. Facilities The tap water is safe to drink. The electric supply is 240 volts. Plugs and sockets are of a two pin design.

Smoking Smoking is not permitted by law in enclosed public places and workplaces in Belgium.

14.3. Driving in Belgium

Motorway tolls There are no motorway tolls in Belgium.

Seat belts The driver and all passengers are required to use front and rear seat belts at all times.

Speed limits Belgium operates its speed limits in kilometres per hour.

There are other limits indicated by traffic signs.

Traffic rules Drive on the right and overtake on the left hand side of the road. It is illegal to use a hand-held mobile phone whilst driving. The blood/alcohol limit in Belgium is 0.5 milligrams of alcohol per litre of blood. The police have the power to carry out random alcohol tests on drivers at any time and a blood sample will be taken if a driver refuses a breathalyser test. Drivers can request to wait 30 minutes before taking a breath test. A driver found to have more than the legal limit of alcohol is fined an amount that depends on the blood alcohol level and in some cases the driver’s license may be confiscated immediately or for a period of a few hours.
