I am honoured by your invitation and would have liked to attend. Regretfully, due to prior commitments during this time, I will not be able to participate. I note, however that the Secretary-General has received a similar invitation and has offered to provide a video message to the event.

th It is an honour to invite you to participate as a keynote speaker at the 4 Annual Freedom Online / Coalition conference "Free and Secure Internetfor All" to be held on 28-29 April 2014 here in Tallinn, Estonia.

The development of information technology has contributed greatly to social, economic, as well as political changes worldwide. As global use of the Internet and e-governance increases, a free and secure internet has become a priority for people everywhere, as foreseen by the Information Society Goals for the post-2015 sustainable development era and the Istanbul Program of Action for LDCs, that everyone should have access to the Internet by 2020.

The Freedom Online Coalition was established in December 2011 by the Netherlands. Twenty­ one governments from Asia, Africa, Europe, the Americas, and the Middle East that are dedicated to co-operating for the advancement of internet freedom and the protection of human rights and fundamental freedoms online belong to the Coalition today. Estonia, a founding member, is the current chairman.

At the Tallinn conference, we aim to offer you an engaging and thought-provoking agenda with interactive panels and constructive discussions on all emerging internet freedom issues including the multi-stakeholder process, the digital divide and how to foster internet freedom globally. All interested stakeholders including UN agencies are invited to participate in formulating principles for internet freedom ahead of the conference.
