Solingen (unregular) International tournaments 1968 (100th anniversary tournament of the Solingen Chess Club) Lengyel clear first, ahead of 2. Parma, 3.-7. Pachman, Szabo, Damjanovic, Janosevic (16 players, including O’Kelly, Donner, Medina, Tatai, Lehmann, and Wade who wrote a tournament book; IM Gerusel shared 8th place). This was maybe Levente Lengyel’s (GM in 1964) finest tournament win, he also won at Rome 1964 (joint with Lehmann), Bari 1972 outright, and Reggio Emilia 1972/73 (joint with Popov and Torre). MATHIAS GERUSEL (born Feb-05-1938) Germany Mathias Gerusel is a (West) German IM who finished second to William James Lombardy at the World Junior Championship (1967). He went on to study mathematics. His best tournament results have been 3rd at Büsum 1969 after Bent Larsen and Lev Polugaevsky, and 5th= at Solingen 1974. 1974 Polugaevsky, Kavalek, ahead of 3.-4. Spassky, Kurajica, (15 players, Pachman boycotted), IM Gerusel shared 5th place together with Szabo, Liberzon, and Westerinen, above 9. Arbiters' Commission
ARBITERS’ COMMISSION (ARB) Report for the 2nd quarter FIDE COUNCIL 2020 (Online, June 15th, 2020) The present report covers the commission’s activity in the period between February 1st, 2020 and May 26th, 2020. It was prepared in collaboration with Nebojsa BARALIC, Secretary of the Commission. While arbiters’ activity in tournaments was directly impacted by the Covid19 pandemic, the work of the commission continued and we could deliver key projects such as the Arbiters’ Manual 2020, finalize the work on the selection of arbiters for the coming Olympiad and continue improving our internal organization. We wish to thank all members, arbiters and people from other commissions who contributed! 1) MEETINGS AND REPRESENTATION a) ARB MONTHLY ONLINE MEETINGS From February 2020, the commission started a new working habit, to improve our work and achieve better results. Monthly online meetings are scheduled, and they increase connexions between members in a new way of communication. On the agenda: status and discussions on activities of the commission, brainstorming on projects and current issues, plans for the future, review of disciplinary cases, etc. This method of work has proven to be highly successful. Until now, we organized three Monthly Online Meetings: 1st Meeting - February 18th, 2020 2nd Meeting - April 11th, 2020 3rd Meeting - May 23rd, 2020 The 4th Monthly Online Meeting will be held on Saturday, June 13th, 2020. An online conference platform (GoToMeeting) is used to host those meetings. 1 b) 90TH FIDE CONGRESS The ARB Chairman Laurent FREYD attended the 90th FIDE Congress in Abu Dhabi and reported the commission’s activity for 2019 to the Executive Board. -

REPORT of the ARBITERS' COMMISSION (ARB) for the 3 Quarter FIDE PB 2019
REPORT OF THE ARBITERS’ COMMISSION (ARB) For the 3rd quarter FIDE PB 2019 (Budapest, HUNGARY, September 7-8, 2019) The present report covers the commission’s activity in the period between June and August 2019. It was prepared in collaboration with Nebojsa Baralic, Secretary of the Commission. The main focus during the summer period was on ensuring daily activities and preparation of the commission’s councilors meeting planned in August in Minsk. 1. MEETINGS AND REPRESENTATION a) EUROPEAN YOUTH CHAMPIONSHIP IN BRATISLAVA Following the invitation by the FIDE Women commission’s (WOM) Chairman, Eva Repkova, to attend their meeting in Bratislava, the ARB Chairman, Laurent Freyd, attended the session dedicated to arbiters on August 5th 2019 in Bratislava. The ECU Arbiters Council (AC) was represented as well by their Chairman, Tomasz Delega. Discussions mainly covered the positioning of Women Arbiters and the support that both commissions can jointly bring to help developing the sector. A first action was launched to support women attending FIDE Arbiter Seminars around the world, under the leadership of the WOM. Followed an exchange of ideas with the ECU AC’s Chairman, which covered subjects such as the synergy between both commissions, especially in the area of arbiters evaluation and assignment in top level events. Another meeting was held with the Chairman of the FIDE Events Commission (EVE), Ozgur Solakoglu, with a main focus on appointment processes, quotas (25% women, local arbiters vs FIDE nominated arbiters, etc.) in a view of managed human resources for the overall arbiter sector. On August 6th, one of the few FIDE Arbiter Seminars animated by 2 women, lecturer Jirina Prokopova, and assistant lecturer Ilaha Kadimova, was launched in presence of our chairman.
