REPORT of the ARBITERS' COMMISSION (ARB) for the 3 Quarter FIDE PB 2019 REPORT OF THE ARBITERS’ COMMISSION (ARB) For the 3rd quarter FIDE PB 2019 (Budapest, HUNGARY, September 7-8, 2019) The present report covers the commission’s activity in the period between June and August 2019. It was prepared in collaboration with Nebojsa Baralic, Secretary of the Commission. The main focus during the summer period was on ensuring daily activities and preparation of the commission’s councilors meeting planned in August in Minsk. 1. MEETINGS AND REPRESENTATION a) EUROPEAN YOUTH CHAMPIONSHIP IN BRATISLAVA Following the invitation by the FIDE Women commission’s (WOM) Chairman, Eva Repkova, to attend their meeting in Bratislava, the ARB Chairman, Laurent Freyd, attended the session dedicated to arbiters on August 5th 2019 in Bratislava. The ECU Arbiters Council (AC) was represented as well by their Chairman, Tomasz Delega. Discussions mainly covered the positioning of Women Arbiters and the support that both commissions can jointly bring to help developing the sector. A first action was launched to support women attending FIDE Arbiter Seminars around the world, under the leadership of the WOM. Followed an exchange of ideas with the ECU AC’s Chairman, which covered subjects such as the synergy between both commissions, especially in the area of arbiters evaluation and assignment in top level events. Another meeting was held with the Chairman of the FIDE Events Commission (EVE), Ozgur Solakoglu, with a main focus on appointment processes, quotas (25% women, local arbiters vs FIDE nominated arbiters, etc.) in a view of managed human resources for the overall arbiter sector. On August 6th, one of the few FIDE Arbiter Seminars animated by 2 women, lecturer Jirina Prokopova, and assistant lecturer Ilaha Kadimova, was launched in presence of our chairman. This trip was also an opportunity to discuss with the arbiters of the championship, following the invitation by the Chief Arbiter Ivan Syrovy, and share warm encouragements to them for their assignment in the championship which grouped more than 1300 players. b) ARBITERS COMMISSION MEETING IN MINSK The new FIDE Arbiters Commission held their first Councillors Meeting at the Belarus Hotel in Minsk, August 14th to 17th, during the World Cadet Rapid and Blitz Championship 2019. The ARB members present were Laurent Freyd (Chairman), Nebojsa Baralic (Secretary), Panagiotis Nikolopoulos (Honorary Chairman), Shohreh Bayat (Councillor), Irina Gevorgyan (Councillor), Jirina Prokopova (Member) and Natalija Popova (Member). While several members of the commission were on duty at the championship, the meeting was structured to foster ideation phases with the whole team, alternating with structuring phases in a smaller group. The team started by reviewing the activities covered in the first 7 months of the year, foundational actions on the way to a next level of maturity: arbiters and seminars database, upcoming KPI's, licensing and title application processes, assessment of FIDE arbiter exams, update of the FIDE Arbiter Manual ... They also discussed proposals and requests, with a key focus on the appointment of arbiters in FIDE events and arbiters curriculum and classification. 1 To emphasise the synergy with other commissions and the FIDE management, which is a key factor of success, the 3rd day's session was dedicated to exchanges with other commissions, with special guests and open to visitors. As an introduction, the chairman summarised the previous 2 days and shared his view about future developments for the commission to the audience. We had the honour to welcome a few distinguished guests: Anastasia Sorokina (FIDE Vice President) expressed her satisfaction in front of the dynamic shared and to see her family of arbiters working in the beautiful Minsk. Lukasz Turlej (FIDE Vice President) showed interest in the quality of the topics covered and shared encouragements to provide some visibility to the Presidential Board about the commission's achievements. Ozgur Solakoglu (EVE Chairman) congratulated for the great collaboration so far between both commissions. Geert Bailleul (ECU Arbiters Council Secretary) shared about evaluation of arbiters to be implemented in Europe. Marco Biagioli (FIDE GDPR) was consulted about data protection matters. Maciej Cybulski (SPP Chairman) and Aleksandra Dimitrijevic (OLC Secretary) also took part in the discussions. Other key commissions for ARB couldn't be represented this time, GSC, PDC, WOM, FPL and RC, however collaboration on a regular basis is effective with them. Priorities for the short term are: - Finalising the appointment and evaluation process for FIDE events - Reinforcing the training structure (including refreshment seminars) - Clarifying regulations - Connecting with federations and national arbiters councils Also attended the open session : IA Olexandr Prohorov (SPP Councilor), IA Rafal Faron, IA Artur Vashurin, IA Igor Vereshchagin The complete minutes of the meeting still need to be finalized as this report is being written. A presentation is planned during the PB in Budapest to cover key elements. 2. ADMINISTRATION a) DATABASE REVIEW, LICENSING & SEMINARS PROCESS Day-to-day activities like licensing of arbiters or seminar registration and reporting processes were covered and improved as needs for data were raised. The commission collaborated with the newly appointed GDPR team to identify needs and ensure that we are aligned with the law. Licensing process is quite demanding, with more than 830 requests for new National Arbiters since the beginning of the year (see graph below),while upgrades related to backlog activity or PB title activity represented approximately 500 cases so far. 2 Table 1: Number of new National Arbiter Licenses (February – August 2019) FIDE IT provided some statistics about tournaments and rated players, to help us better understand the context and start projects (our own, with PDC or WOM) knowing some key data. Below is an illustration, at the continental level to keep readability, of indicators which can be interesting to follow. So far, this requests a lot of manual processing, but as soon as we have better tool, we expect to industrialize the production of KPIs. REGULATIONS AND PUBLICATIONS a) ARBITERS` MANUAL The Arbiters Manual 2019 Preparation Team formed by Arbiters` Commission has completed a new digital edition and it has been posted on website arbiter.fide.com. The new version uses texts that came into force on July 1, 2019. Collaboration with another commission and FIDE office has been helpful in advancing this task. Thank them! In the next period, a printed edition should also be done. It was decided to contact the FIDE Office for a printing procedure. This project is led by Shohreh Bayat, with collaboration of several commission members. b) REGULATIONS FOR ARBITERS An initial work was started during the commission meeting in Minsk to list gaps, inconsistencies in the writing of our regulations, so that new proposals can be proposed to the FIDE Congress. TRAINING OF ARBITERS a) FIDE ARBITERS SEMINARS In the period from the April 23rd, 2019 till the August 22nd, 2019 twenty (20) FIDE ARBITERS’ SEMINARS were organized in the following places and dates, under the auspices of FIDE. The following FIDE Arbiters’ Seminars have been approved to be organized in the next period and published on the FIDE website by August 18th: 1. ORGANIZER NR klub delegated by the Slovak Chess Federation will organize the World Youth U16 Chess Olympiad 2016 in Poprad, Slovakia from July 21st to July 30. The event will be conducted under the auspices of Federation Internationale des Echecs (FIDE). 2. PARTICIPANTS NR klub has the pleasure of inviting your Chess Federation to participate in the World Youth U16 Chess Olympiad 2016. All the players who shall not have reached the age of 16 by January 1st 2016 (born 1998 or later) are entitled to participate. Each FIDE member has the right to send one team having free board and lodging from July 21st to July 30. Each team shall comprise 4 players and 1 reserve (one of whom must be a girl playing at least 3 rounds) and 1 captain (manager, trainer). FIDE member federations have the right to send additional teams fully at their own costs. Each player, official and accompanying person shall pay 100 EUR registration fee for the event to the bank account listed below. This includes free transportation from and to Kosice airport. FIDE entry fee is 100 EUR for each team and FIDE will charge the participating federations with it in their regular invoice. The deadline for entry is Jun 10th 2016. We kindly ask all federations to keep this deadline. The organizers may accept late entries only in exceptional cases with 100 EUR extra fee per team to be paid. Valentina Gunina (RUS, 2507) convincingly won the European Women Individual Chess Championship 2018, which took place from 7th-20th April, in Vysoke Tatry, Slovakia. 1 NL APRIL 2018 EUROPEAN CHESS UNION Valentina Gunina reached an impressive result of 9 points out of 11 games, without a lost game, to be the whole point ahead of the first runner-ups and to achieve the title of European Women Chess Champion for the third time in her career (2012, 2014, 2018). Seven players tied for the second place, each with 8 points. According to the tie-break criteria, silver medal went to Dzagnidze Nana (GEO, 2507), the Winner of the Championship in 2017, while Ushenina Anna (UKR, 2422) took the bronze medal and the third place. Final ranking list The Closing Ceremony of the Championship took place on 19th of April, with attendance of the President of the Slovak Chess Federation- Ing. Frantisek Jablonicky, Chief Arbiter Dr. Ivan Syrovy, Tournament Director Mrs. Eva Repkova and other distinguished chess figures.The European Chess Union was represented by Mr. Martin Huba, ECU Treasurer. 19 players achieved the international FIDE title norms, while the best ranked 14 players qualified for the next cycle of the World Women's Chess Championship. The event participated 143 players from 30 different European federations, among whom 13 Grandmasters, 29 International masters, 35 Women Grandmasters, 22 Women International masters and in total 128 titled players, which made the event very strong.
