However, at the age of 41, the Israeli player has reached a new peak and is experiencing a a third wind. He is back in the world Top-10, officially as number 9 (in fact, a virtual number 5, if one takes into account his latest results that have not yet been recorded). He had not been ranked so high since 2006. Age does not seem to matter for this player who is unanimously appreciated in the field, both for his technical prowess and his personality. In Biel, he will not only be the senior player of the Grandmaster tournament, but also the top ranked and the Festival’s most loyal participant. Since his first appearance in 1993, he has come seven times to Biel; it is precisely at this Festival that he earned one of his greatest victories: in 1993, he finished first in the Interzonal Tournament (which, by then, was the only qualifying competition for the world championship), out of 73 participating grandmasters (including Anand and Kramnik). His victory in Biel against Anand is mentioned in his book, My Most Memorable Games.

ARBITERS’ COMMISSION (ARB) Report for the 2nd quarter FIDE COUNCIL 2020 (Online, June 15th, 2020) The present report covers the commission’s activity in the period between February 1st, 2020 and May 26th, 2020. It was prepared in collaboration with Nebojsa BARALIC, Secretary of the Commission. While arbiters’ activity in tournaments was directly impacted by the Covid19 pandemic, the work of the commission continued and we could deliver key projects such as the Arbiters’ Manual 2020, finalize the work on the selection of arbiters for the coming Olympiad and continue improving our internal organization. We wish to thank all members, arbiters and people from other commissions who contributed! 1) MEETINGS AND REPRESENTATION a) ARB MONTHLY ONLINE MEETINGS From February 2020, the commission started a new working habit, to improve our work and achieve better results. However, this poses a challenge for learners to balance such extensive learning times with the demands of everyday life. In our study we focused on activities in the domain of chess. We hypothesized that chess-related activities could be better integrated in an individual's life if exogenous resources - specified in the educational capital approach (Ziegler & Baker, 2013) - are sufficiently available. In order to test this hypothesis we introduced the concept of the Domain Impact Level of Activities (DILA), that is, the degree to which a learner's activities are influenced by a certain domain.
