Prijedlog Masterplana Prometnog Razvoja Grada Osijeka I Osječko- Baranjske Županije REPUBLIKA HRVATSKA OSJEČKO-BARANJSKA ŽUPANIJA SKUPŠTINA Materijal za sjednicu PRIJEDLOG MASTERPLANA PROMETNOG RAZVOJA GRADA OSIJEKA I OSJEČKO- BARANJSKE ŽUPANIJE Materijal pripremljen u Upravnom odjelu za gospodarstvo Osijek, lipnja 2018. Osječko-baranjske županije PRIJEDLOG MASTERPLANA PROMETNOG RAZVOJA GRADA OSIJEKA I OSJEČKO- BARANJSKE ŽUPANIJE Izrada Masterplana prometnog razvoja Grada Osijeka i Osječko-baranjske županije (u daljnjem tekstu: Masterplan) proizašla je iz potrebe povezivanja Strategije prometnog razvoja Republike Hrvatske s prometnim rješenjima niže razine u smislu davanja osnovnih smjernica i određivanja ciljeva prometnog sustava koji će se temeljiti na ishodima analize i biti u skladu s politikama Europske unije (npr. održivi razvoj prometa, okoliša). Nepostojanje krovnog dokumenta koji objedinjava potrebe svih gradova u Osječko-baranjskoj županiji predstavlja prepreku održivom razvoju i povećanju mobilnosti. Masterplanom se postavljaju temelji prometnog razvoja svih gradova na području Osječko- baranjske županije, analiziraju mogućnosti poboljšanja prometne povezanosti te predlažu rješenja za poboljšanje, modernizaciju i rekonstrukciju postojeće prometne infrastrukture gradskog prijevoza grada Osijeka i njegovo usklađivanje s međugradskim prometnim linijama (autobusne linije, željezničke linije, promet osobnih i teretnih vozila). Izradom Masterplana daju se rješenja za podizanje kvalitete usluge i povećanje masovnosti korištenja javnog putničkog prijevoza na području Osječko-baranjske župaanije. Brži, čistiji i efikasniji javni prijevoz je nužan za razvoj Osječko- baranjske županije, a njegovom modernizacijom će se neposredno omogućiti daljnji razvoj svih sektora gospodarstva. Ministarstvo pomorstva, prometa i infrastrukture (sada: Ministarstvo mora, prometa i infrastrukture, u daljnjem tekstu: Ministarstvo) objavilo je Poziv za iskazivanje interesa za sufinanciranje pripreme projekata održive gradske i prigradske mobilnosti prema Operativnom programu Promet 2007. - 2013., a s ciljem poticanja pripreme projekata koji doprinose strateškim prometnim ciljevma Republike Hrvatske te teže ostvarenju bolje kvalitete života njezinih građana. Sukladno pozivu prihvatljivi podnositelji zahtjeva bile su regionalne i lokalne samouprave s imenovanim jednim nositeljem (promotorom) projekta koji je u ime dionika mogao podnijeti zahtjev za sufinanciranjem. Sukladno navedenom Regionalna razvojna agencija Slavonije i Baranje d.o.o. određena je kao jedini mogući prijavitelj. Uz koordinaciju Osječko-baranjske županije i Grada Osijeka kao osnivača te sudjelovanje predstvanika gradova Belog Manastira, Belišća, Donjeg Miholjca, Đakova, Našica i Valpova, Regionalna razvojna agencija Slavonije i Baranje d.o.o. preuzela je obvezu prijave projekta na navedeni poziv. Projekt pod nazivom "Izrada Master plana modernizacije javnog gradskog prometa putnika na području Grada Osijeka i integracije s prigradskim i međugradskim prometom u gradovima na području Osječko-baranjske županije" prijavljen je na natječaj Ministarstva. Ministarstvo je donijelo odluku o prihvaćanju projekta i njegovom sufinanciranju te je izrađen nacrt ugovora o dodjeli bespovratnih sredstava od strane Ministarstva. U dogovoru s Ministarstvom utvrđena je promjena naziva projekta u "Masterplan prometnog razvoja Grada Osijeka i Osječko- baranjske županije" te je Regionalna razvojna agencija Slavonije i Baranje d.o.o. potpisala s Ministarstvom Ugovor o dodjeli bespovratnih sredstava za projekt "Masterplan prometnog razvoja Grada Osijeka i Osječko-baranjske županije", čija vrijednost iznosi 4.731.830,00 kuna. Osječko-baranjska županija, gradovi Beli Manastir, Belišće, Donji Miholjac, Đakovo, Našice, Osijek i Valpovo te Regionalna razvojna agencija Slavonije i Baranje d.o.o. zaključili su 14. svibnja 2015. godine Sporazum o sufinanciranju projekta "Masterplan prometnog razvoja grada Osijeka i Osječko-baranjske županije" kojim se obvezuju sufinancirati izradu Projekta u iznosu od 65.164,00 kune kako slijedi: - Osječko-baranjska županija 8,28% - Grad Beli Manastir 5,30% - Grad Belišće 5,30% 1 - Grad Donji Miholjac 5,30% - Grad Đakovo 12,27% - Grad Našice 8,28 % - Grad Osijek 49,99% - Grad Valpovo 5,30%. Temeljem provedenog otvorenog postupka javne nabave za uslugu izrade Masterplana zaključen je Ugovor o nabavi usluge izrade Masterplana prometnog razvoja Grada Osijeka i Osječko- baranjske županije između Regionalne razvojne agencije Slavonije i Baranje d.o.o. i zajednice ponuditelja (vodeći član OIKON d.o.o. - Institut za primijenjenu ekologiju Zagreb, članovi: Institut IGH d.d. Zagreb i Željezničko projektno društvo d.d. Zagreb). Člankom 63. Zakona o zaštiti okoliša ("Narodne novine" broj 80/13. i 78/15.) propisano je da se za strategije, planove i programe koji se donose na područnoj (regionalnoj) razini obavezno provodi strateška procjena utjecaja strategije, plana ili programa na okoliš. Župan Osječko-baranjske županije 26. siječnja 2016. godine donio je Zaključak o započinjanju postupka strateške procjene utjecaja na okoliš Masterplana prometnog razvoja Grada Osijeka i Osječko-baranjske županije (KLASA: 351-01/16-01/2, URBROJ: 2158/1-01-02-16-2), koji je objavljen na internetskim stranicama Osječko-baranjske županije. Uprava za zaštitu prirode Ministarstva zaštite okoliša i energetike slijedom provedenog postupka Prethodne ocjene prihvatljivosti za ekološku mrežu donijela je 27. listopada 2015. Rješenje o prihvatljivosti Masterplana prometnog razvoja Grada Osijeka i Osječko-baranjske županije za ekološku mrežu (KLASA: UP/I612-07/15-60/95, URBROJ: 517-07-2-1-05-5). Postupak određivanja sadržaja strateške studije utjecaja na okoliš proveden je sukladno članku 7. Uredbe o strateškoj procjeni utjecaja plana i programa na okoliš ("Narodne novine" broj 64/08.). Javnost je informirana o ovom postupku i pozvana na sudjelovanje objavom informacije 3. veljače 2016. godine na internetskim stranicama Osječko-baranjske županije. Pribavljena su mišljenja tijela i/ili osoba određenih posebnim propisima i mišljenja tijela jedinica lokalne samouprave i drugih tijela o sadržaju strateške studije i razini obuhvata podataka koji se moraju obraditi u strateškoj studiji, vezano uz područje iz njihova djelokruga. Tijekom postupka određivanja sadržaja strateške studije utjecaja na okoliš Masterplana 2. ožujka 2016. godine održana je rasprava u svrhu usuglašavanja mišljenja i utvrđivanja konačnog sadržaja strateške studije utjecaja na okoliš Masterplana. Odluka o sadržaju strateške studije utjecaja na okoliš Masterplana donesena 21. ožujka 2016. godine (KLASA: 340-01/06-01/1; URBROJ: 2158/1-01-11-16-29) objavljena je na internetskim stranicama Osječko-baranjske županije. Temeljem provedenog postupka nabave izabran je ovlaštenik za izradu strateške studije tvrtka OIKON d.o.o. - Institut za primjenjenu ekologiju Zagreb koji je započeo s izradom strateške studije. Rješenjem o imenovanju članova i tajnika Povjerenstva za stratešku procjenu utjecaja na okoliš Masterplana prometnog razvoja Grada Osijeka i Osječko-baranjske županije od 29. ožujka 2016. godine (KLASA: 340-01/16-01/1; URBROJ: 2158/1-01-11-16-37) imenovano je savjetodavno stručno povjerenstvo za stratešku procjenu utjecaja na okoliš masterplana (u daljnjem tekstu: Povjerenstvo). Povjerenstvo je na sjednici održanoj 22. rujna 2016. godine ocijenilo stratešku studiju u odnosu na nacrt prijedloga Masterplana te donijelo mišljenje da je strateška studija cjelovita i stručno utemeljena. Javna rasprava o strateškoj studiji i nacrtu prijedloga Masterplana provedena je u razdoblju od 17. listopada do 17. studenog 2016. godine, pri čemu je uvid u dokumentaciju omogućen u prostorijama Osječko-baranjske županije, a javno izlaganje održano 7. studenoga 2016. godine. Obavijest o provedbi javne rasprave o strateškoj studiji i nacrtu prijedloga Masterplana objavljena je u Glasu Slavonije i na internetskim stranicama Osječko-baranjske županije, kao i cjelovita dokumentacija (strateška studija, ne-tehnički sažetak strateške studije te nacrt prijedloga 2 Masterplana) objavljena je na internetskim stranicama Osječko-baranjske županije. Nakon provedene javne rasprave sve primjedbe, mišljenja i prijdlozi na nacrt prijedloga Masterplana i strateška studija razmotreni su od strane izrađivača strateške studije i nadležnog tijela te je strateška studija dorađena sukladno prihvaćenim primjedbama. Zahtjev za davanje mišljenja o provedenoj Strateškoj studiji utjecaja na okoliš Masterplana prometnog razvoja Grada Osijeka i Osječko-baranjske županije upućen je 16. prosinca 2016. godine Ministarstvu zaštite okoliša i energetike. Dana 2. veljače 2017. godine zaprimljen je dopis Ministarstva zaštite okoliša i energetike u kojem je dano mišljenje u postupku javne rasprave na Stratešku studiju o utjecaju na okoliš Masterplana prometnog razvoja Grada Osijeka i Osječko-baranjske županije i Nacrt prijedloga Masterplana prometnog razvoja Grada Osijeka i Osječko-baranjske županije (izvan roka). Cijeneći stručnost Ministarstva zaštite okoliša i energetike sve primjedbe uzete su u obzir. Izvješće o provedenoj javnoj raspravi je u tom smislu dopunjeno, a Strateška studija o utjecaju na okoliš Masterplana prometnog razvoja Grada Osijeka i Osječko-baranjske županije izmijenjena je prema naputcima navedenima u Mišljenju. Ministarstvu zaštite okoliša i energetike 15. veljače 2017. godine dostavljena je izmijenjena Strateška studija o utjecaju na okoliš i Nacrt prijedloga Masterplana prometnog razvoja Grada Osijeka i Osječko-baranjske županije i ponovo je zatraženo mišljenje
