This approval will expire on June 14, 2017. The proposed work, as approved, consisted of the installation of a concrete barrier-free access ramp, finished with limestone cladding and decorative cast-iron railings; and modifications to the concrete stairs and landing; as shown in photographs and drawings A-100 through A-300, dated received April 7, 2011, prepared by Meltzer/Costa/Paknia Architecture & Engineering, submitted as components of the application and presented at the Public Hearing and Public Meeting. In reviewing this proposal, the Commission noted that the Upper West Side/Central Park West Historic District designation report describes 2-6 West 86th Street, aka 255-259 Central Park West as a Beaux-Arts style apartment building designed by Mulliken & Moeller and built in 1905-06; and that the building's style, scale, materials and details are among the features that contribute to the special architectural and historic character of the Upper East Side Historic District. With regard to this proposal, the Commission found that the demolition of the existing ramp and railings and installation of the proposed ramp will not result in the removal of any significant historic fabric; that the proposed ramp will allow for accessibility into the building without damaging or destroying any significant architectural features of the building; that the presence of a barrier-free access ramp at the ground floor of the West 86th Street façade will not detract from the overall appearance of this large apartment building; that the materials of the proposed ramp, including a concrete ramp, limestone coping and face stones, and cast iron railings will be harmonious with the materials of the building; that the design and details of the railing will match existing ornamental ironwork on the building; and that the proposed work will not diminish the special architectural and historic character of the building or the district. Based on these findings, the Commission determined the proposed work to be appropriate to the building and the Upper West Side/Central Park West Historic District, and voted to approve this application. However, in voting to grant this approval, the Commission stipulated that the railing be modified to include only one handrail instead of two and two final signed and sealed Department of Buildings filing drawings showing the approved proposal be submitted to the Landmarks Preservation Commission for review and approval. Subsequently, on June 20, 2011, the Landmarks Preservation Commission received final drawings G-100.00 and A100.00 through A-103.00, dated June 17, 2011 and prepared by Angelo R. Costa, R.A. Accordingly, the staff of the Commission reviewed the drawings and found that the proposal approved by the Commission has been maintained, and that the drawings additionally show the installation of one (1) brass handrail. Based on these and the above findings, the drawings have been marked approved with a perforated seal, and Certificate of Appropriateness 12-2074 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
