West End-Collegiate Historic District Extension Designation Report Addendum to the West End-Collegiate Historic District Extension Designation Report On October 30, 2013, the City Council of the City of New York modified the designation of the West End-Collegiate Historic District Extension, Designation List No. 465, LP-2462 (L.U. No. 918), City Council Resolution No. 1998, by deleting the following properties: 214 West 72nd Street Borough of Manhattan Tax Map Block 1163, Lot 42 232 West 73rd Street [Display Address: 236 West 73rd Street] Borough of Manhattan Tax Map Block 1164, Lot 42 In addition, the areas of the street beds of West 72nd Street and West 73rd Street that are directly in front of these buildings are also deleted from the district.     INDIVIDUAL INTERVIEW The Reminiscences of Seymour Boyers © 2006 New York Preservation Archive Project PREFACE The following oral history is the result of a recorded interview with Seymour Boyers conducted by Interviewers Anthony C. Wood and Dorothy Miner on Oct. 17, 2006. This interview is part of the New York Preservation Archive’s Project’s collection of individual oral history interviews. The reader is asked to bear in mind that s/he is reading a verbatim transcript of the spoken word, rather than written prose. The views expressed in this oral history interview do not necessarily reflect the views of the New York Preservation Archive Project. A prominent attorney, politician, and judge, former City Council member Seymour Boyers was one of three sponsors of the Landmarks Law passed by the council in 1965. In this 2006 interview conducted by NYPAP president Anthony Wood, former Landmarks Commission counsel Dorothy Miner, and preservationist Liz McEneny, Boyers draws on his personal records to recount the dynamics of the bill’s drafting, the perspectives of organizations and individuals who were consulted during the drafting process, and the political strategies that helped ensure the bill’s passage. The interview also touches on the legal landscape for landmarks in the first few years after the law was enacted. Seymour Boyers is a former City Council member, representing the Fifth District in Queens, and served as a Councilman at Large in the 1960s. He also served on the State Assembly, as Justice of the Civil Court and Supreme Court in Queens County, and in the Appellate Division, Second Department.

Built 1925-27; Emery Roth, architect, with Thomas Hastings. Landmark Site: Borough of Manhattan Tax Map Block 1312, Lot 70. On July 16, 2002 the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Ritz Tower, and the proposed designation of the related Landmark Site (Item No.2). The hearing had been advertised in accordance with provisions of law. Ross Moscowitz, representing the owners of the cooperative spoke in opposition to designation. At the time of designation, he took no position. Mark Levine, from the Jamestown Group, representing the owners of the commercial space, took no position on designation at the public hearing. Bill Higgins represented these owners at the time of designation and spoke in favor. Three witnesses testified in favor of designation, including representatives of State Senator Liz Kruger, the Landmarks Conservancy and the Historic Districts Council. In addition, the Commission has received letters in support of designation from Congresswoman Carolyn Maloney, from Community Board Five, and from architectural hi storian, John Kriskiewicz. There was also one letter from a building resident opposed to designation. Summary The Ritz Tower Apartment Hotel was constructed in 1925 at the premier crossroads of New York's Upper East Side, the comer of 57t11 Street and Park A venue, where the exclusive shops and artistic enterprises of 57t11 Street met apartment buildings of ever-increasing height and luxury on Park Avenue.

Landmark Site: Borough of The Bronx Tax Map Block 5914, Lot 315. On June 2, 1992, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Anthony Campagna Estate and the proposed designation of the related Landmark Site (Item No. 3). At the request of the owner, the hearing was continued to December 8, 1992 (Item No. 2). Both hearings were duly advertised in accordance with the provisions of law. At the two hearings, there were eight speakers in favor of the designation and none in opposition; the then owners took no position. The current owners have not taken a position on designation. DESCRIPTION AND ANALYSIS Summary The Anthony Campagna Estate was built in 1929-30 in the Riverdale section of the Bronx as the home of this prominent Italian-born New York City builder and philanthropist. The work of Dwight James Baum, a leading New York City architect praised for his carefully conceived and executed suburban and country residences, the house is modeled after Italian villas, an unusual prototype for New York City. The elements of the landscape design, by Ferruccio Vitale, an Italian-born landscape architect, and his partner Alfred Geiffert, Jr., were also based on Italian prototypes, in keeping with the design of the house, and won the 1934 gold medal in landscape architecture from the Architectural League of New York. The design of the house and grounds, on a site overlooking the Hudson River to the Palisades, is one of Baum's most impressive and is a major example of 1920s architectural eclecticism by a recognized master of the genre.

Montrose Park Historic District Association is a non-profit, tax exempt organization under the IRS Code 501(c)(3) MONTROSE PARK HISTORIC DISTRICT ASSOCIATION This walking tour celebrates the rich architectural heritage concentrated in South Orange and particularly in the Montrose Park neighborhood, which has been listed on the National Register of Historic Places since 1997. This tour doesn’t cover every house but highlights some of the more interesting homes in a structured leisurely walk that you can complete in about an hour. BEGIN THE TOUR IN GROVE PARK, NEAR THE INTERSECTION OF GROVE ROAD AND RALSTON AVENUE A LITTLE BACKGROUND ON THE ORIGINS OF MONTROSE PARK In the mid-19th century, the Oranges were both traditional farming communities and emerging “resort” areas. “Mountain Station” was established by the 1840s along the Morris & Essex Railroad to serve the Mountain House, a fashionable hotel and spa located on the hill behind the Mountain Station. It advertised that South Orange and the hill to its west made it the “Switzerland of America”. Clearly, most people visiting had not been to Switzerland, or had even seen the Rockies.

On July 12, 1988, the landmarks Preservation Connnission held a public hearing on the proposed designation as a landmark of the 316 West 85th street House and the proposed designation of the related landmark Site (Item No. 15) • The hearing had been duly advertised in accordance with the provisions of law. Ten witnesses spoke in favor of designation. There were no speakers in opposition to designation. Four letters have been received in favor of designation. DESCRIPI'ION AND ANALYSIS Sununary Situated on the south side of West 85th Street between West End Avenue and Riverside Drive, the distinctive three-story 316 West 85th Street House -- one house in a row of six houses -- was planned by the noted architect Clarence True and was constructed for speculator-builder Charles G. Judson in 1892, at a time when the blocks in the West Eighties between West End Avenue and Riverside Drive were first developed. The overall design corrposition of this house is part of the A-B-A-A-B-A facade pattern of the rCM, and the 316 West 85th Street House represents a refined example of the Italian Renaissance style adapted to the requirements of the American basement plan, popularized on the Upper West Side by its architect Clarence True. This facade is a well-conceived and finely executed design. Its spare and well-cut ornament demonstrate great respect for the inherent quality of its exterior fabric -- Maynard red sandstone, light orange Roman brick, and red pantiles.
