    A Technical Response to the Report “The Future of Island Line – Options Report” By Mark Brinton MIET March 2016 Page 1 1. Executive Summary This Report should be read in conjunction with Chris Garnett’s Report “The Future of Island Line – Options Report”. I have set out to discuss the issues raised in the Garnett Report mainly from an engineering and technical point of view. My reports contains a detailed analysis of the various technical claims made the supporters of conversion of Island Line to a tramway and casts significant doubts as to the cost benefits claimed for the conversion of the existing railway into a tramway and the use of tram vehicles. I have also questioned the safety and legal aspects of the proposed method of operation of this tramway. I have also sought to address a number of myths and rumours surrounding some of the technical issues relating to Island Line. Unfortunately some of these have found their way into Christopher Garnett’s report and could be considered to be affecting its conclusions. The last part of my report describes a possible alternative to a tramway which should cost less to implement and reduce day-to-day operational costs whilst securing the operation of Island Line within the National Rail Network. 2. Introduction This document has been produced as a considered technical response to the statements and proposals put forward in the report “The Future of Island Line – Options Report” prepared by Christopher Garnett for the Isle of Wight Council in January 2016 [the Garnett Report]. As the author of this Report, I am a practicing railway engineer, with over forty years of experience mainly in traction and rolling stock engineering.

Whilst it is noted in that policy that the Allotments are a "valued Association Policy CS-5 and well used resource" it may be of help to state the current position regarding their use to reinforce that statement. 1. There are 267 plots of which five are currently vacant. The allotments are in Devonshire Road, Burnham on Crouch. 2..Plot holders 188, (some plot holders have more than one plot) 3.The Association bulk buy materials for the benefit of plot holders. 2 Anglian Water 5.8 It is suggested that the heading is amended to the following: Water recycling centres and underground sewerage/surface water infrastructure. This suggested amendment reflects Anglian Water terminology. Policy PI.19 In regards to funding sources, developers fund some of the improvements; however, it is important to remember that developers cannot be expected to help resolve current issues and existing problems. They can only fund what is needed in relation to the development proposal. It is suggested that the text be amended to reflect Anglian Water concerns. Ensure that developers demonstrate that there is or will be sufficient infrastructure capacity at Burnham On Crouch Water Recycling works Centre and within the underground sewage/surface water infrastructure in the town to meets all current and projected future necessary requirements. Reference is made to CIL in regards to funding; this should be removed as provision is made in line with the Water Industry Act.

    2019/1013 Applicant: National Grid Description: Planning application for National Grid's Visual Impact Provision (VIP) project involving the following works:1) Construction of a new sealing end compound, including permanent access; 2) Construction of a temporary haul road from Brook Hill Lane including widened bellmouth; 3) Construction of a temporary Trans Pennine Trail Diversion to be used for approximately 12 - 18 months; following construction approximately 410m of said diversion surface would be retained permanently; and 4) Erection of two bridges (one temporary and one permanent) along the Trans Pennine Trail diversion Site Address: Land off Brook Hill Lane, Dunford Bridge, Barnsley, Sheffield Site Description The site stretches from Dunford Bridge in the Peak District National Park to Wogden Foot LWS approximately 1.8km to the east. With the exception of the sealing end compounds at either end, the site is linear and broadly follows the route of the Trans Pennine Trail (TPT). At Dunford Bridge the site extends to the former rail tunnel entrance and includes the existing sealing end compound located behind properties on Don View. Beyond this is the TPT car park and the TPT itself which is a former rail line running from Dunford Bridge to Penistone; now utilised as a bridleway. The site takes in land adjacent the TPT along which a temporary diverted bridleway route is proposed. In addition, Wogden Foot, a Local Wildlife Site (LWS) located 1.8km to the east is included (in part) as the proposed location of a new sealing end compound; construction access to this from Windle Edge also forms part for the application.

Introduction This report examines air-to-surface access integrated ticketing in support of one of the Department for Transport’s (DfT) six policy objectives in the proposed new avia- tion strategy – “Helping the aviation industry work for its customers”. Integrated Ticketing is defined as the incorporation of one ticket that includes sur- face access to/from an airport and the airplane ticket itself using one transaction. Integrated ticketing may consider surface access journeys both to the origin airport and from the destination airport. We recognise that some of the methods of inte- grated ticketing might not be truly integrated (such as selling rail or coach tickets on board the flight), but such examples were included in the report to reflect that these exist and that the customer experience in purchasing is relatively seamless.

    Essex Rail Strategy 2006-2011 and Beyond now we’removing informing, engaging and inspiring Foreword Essex Rail Strategy – 2006-2011 and Beyond ‘I cannot think of a higher priority for the County Council than for it to strive to achieve a first class highways and transportation system for all who live in, work in or visit the county of Essex. The challenges in front of us are enormous. Over 130,000 new homes are being proposed for Essex and its borders with surrounding authorities, the travel needs of which will have a direct impact on the transport network in Essex. All aspects of passenger transport will play a key role in delivering this vision. The County Council has therefore produced three daughter strategies to support the Local Transport Plan, focusing on how passenger transport will contribute towards a fully integrated transport network. The Road Passenger Transport, Bus Information and Rail Strategies outline the ways in which we intend to improve the lives of Essex people by addressing traffic growth, road congestion and improving public transport. They contain measures aimed at improving options for travel and access to services to develop a more effective transport network. To produce the strategies the County Council has consulted widely at regional, district and parish level, with key service providers, a wide range of user groups and the general public so that collectively they represent a tangible commitment by Essex County Council to make our County a better place to live and work and to support a decent public transport network.
