In North America, where the majority of mainlines are single track, the potential operational and economic advantages of long trains are limited by the inadequate length of many existing passing sidings (passing loops). To alleviate the challenge of operating trains that exceed the length of passing sidings, railways preserve the mainline capacity by extending passing sidings. However, industry practitioners rarely optimize the extent of infrastructure investment for the volume of over-length train traffic on a particular route. This paper investigates how different combinations of normal and over-length trains, and their relative lengths, relate to the number of siding extensions necessary to mitigate the delay performance of over-length train operation on a single-track rail corridor. The experiments used Rail Traffic Controller simulation software to determine train delay for various combinations of short and long train lengths under different directional distributions of a given daily railcar throughput volume. Simulation results suggest a relationship between the ratio of train lengths and the infrastructure expansion required to eliminate the delay introduced by operating over- length trains on the initial route.

Executive Summary and Outline 1.1 Executive summary The purpose of the review is to assess how effectively the Code meets the objectives of the CPA. The objective of access regulation is to promote efficiency and the CPA seeks to do this, relevantly in the case of rail, by ensuring: • the efficient use of natural monopoly infrastructure; • the efficient investment in natural monopoly infrastructure; and • promoting competition in activities that rely on the use of infrastructure services where it is uneconomic to develop alternative facilities. Pacific National's experience as an access seeker or access provider in virtually all jurisdictions in Australia means it is well placed to provide information about whether the Code meets the objectives of the CPA. Pacific National believes there are several key areas where the Code does not meet the objectives of the CPA as effectively as it could:- (a) Level and structure of access charges Inducing competition in dependent markets is one of the fundamental aims of the CPA. However, the approach taken to the calculation of ceiling prices in Western Australia permits very high access charges to be set by WNR. This ability presents the possible risk of an access provider setting access charges high enough to deter competitive entry in the haulage of freight on the intrastate network. No above rail competitor has been able to enter the Western Australian intrastate network where competing haulage services have been sought by customers for minerals haulage.

  • Union Depot Tower Interlocking Plant
    Union Depot Tower Union Depot Tower (U.D. Tower) was completed in 1914 as part of a municipal project to improve rail transportation through Joliet, which included track elevation of all four railroad lines that went through downtown Joliet and the construction of a new passenger station to consolidate the four existing passenger stations into one. A result of this overall project was the above-grade intersection of 4 north-south lines with 4 east-west lines. The crossing of these rail lines required sixteen track diamonds. A diamond is a fixed intersection between two tracks. The purpose of UD Tower was to ensure and coordinate the safe and timely movement of trains through this critical intersection of east-west and north-south rail travel. UD Tower housed the mechanisms for controlling the various rail switches at the intersection, also known as an interlocking plant. Interlocking Plant Interlocking plants consisted of the signaling appliances and tracks at the intersections of major rail lines that required a method of control to prevent collisions and provide for the efficient movement of trains. Most interlocking plants had elevated structures that housed mechanisms for controlling the various rail switches at the intersection. Union Depot Tower is such an elevated structure. DEPARTMENT OF ACCOUNTING, FINANCE & ECONOMICS GRIFFITH BUSINESS SCHOOL GRIFFITH UNIVERSITY Submitted in fulfilment of the requirements of the degree of Doctor of Philosophy July 2006 ii ABSTRACT This thesis describes the rail gauge decision-making processes of the Australian colonies in the period 1850 – 1901. Federation in 1901 delivered a national system of railways to Australia but not a national railway system. Thus the so-called “standard” gauge of 4ft. 8½in. had not become the standard in Australia at Federation in 1901, and has still not. It was found that previous studies did not examine cause and effect in the making of rail gauge choices. This study has done so, and found that rail gauge choice decisions in the period 1850 to 1901 were not merely one-off events. Rather, those choices were part of a search over fifty years by government representatives seeking colonial identity/autonomy and/or platforms for election/re-election. Consistent with this interpretation of the history of rail gauge choice in the Australian colonies, no case was found where rail gauge choice was a function of the disciplined search for the best value-for-money option.
