1.0 Background / The Shire

Inverell Shire is located in northern NSW on the western edge of the New England Tablelands. The Shire covers an area of 8,606 square kilometres and is bounded by Glen Innes – to the east, to the north-east, the - border to the north, to the west, and Armidale Regional and Uralla Shires to the south.

With the recent boundary adjustment, ’s population exceeds 17,000, with around 12,000 people residing in the township of Inverell. The population of the Shire has increased by 6.6% since 2001, with the growth concentrated in the town of Inverell.

Inverell Shire is a rich agricultural area with grain cropping, wool and fat lamb production and cattle being the primary agricultural activities. The Shire also produces a range of legume and forage crops, wine, olives and honey. The shire offers boutique shopping, cultural endeavours, outdoor adventures, a distinct four seasons, abundant fishing and more.

2.0 Purpose

The call for Expressions of Interest is open to who are interested/experienced in delivering a wall type of public artwork for Inverell Shire Council.

3.0 Project summary & aims

Inverell Shire Council recognises the important role that cultural and arts play in shaping and defining communities: influencing our sense of self and our individual and collective identities; diversifying our local economies; attracting visitors to share our stories, cultural practices and talents and providing opportunities for our established and emerging creative to pursue their practice and business locally.

Council recently invested in the development of a Cultural & Arts Strategic Plan that responded to the unique needs and aspirations of the Inverell Shire community. The brief outlines the decision making framework to implement projects and ideas that will achieve the community and Council’s aspiration for arts and culture in Inverell Shire. An important part of this plan is that the public art assists to create a shared identity and sense of belonging and grows Inverell Shire’s cultural economy.

4.0 Scope of Works

Council is seeking the services of suitably interested/experienced artist to design a wall mural artwork on a 5m (height) x 7.240 m (width) wall located next to the Inverell Art Gallery in Evans Street, Inverell.

The works will include the design, all materials (including but not limited to scaffolding, paint brushes, paint etc), labour, travel and accommodation (if required) for the duration of the project.

5.0 Project Site

Location

The mural will be located at 5 Evans Street, Inverell – a large blank canvas between the Inverell Town Hall and the Inverell Art Gallery.

The Inverell Town Hall is a historical building which was opened in 1905. The Inverell Town Hall is Inverell’s Premier Cultural and Performance Theatre/Venue.

The Inverell Art Gallery is a community gallery, operated by the Inverell Art Society. The building was constructed in 1906 and neighbours The Inverell Club. It holds regular throughout the year featuring both local & visiting artists.

The mural will face the footpath mosaic. This mosaic is 90cm across and 94m long, representing the flow of the Macintyre River. There are 15 large native Australian wildflowers that feature within the design with 88 discs depicting local wildlife.

6.0 The Artwork Materials Materials will need to be suitable for the public art project; being durable, suitable for the climate, low maintenance and vandal resistant.

Audience The wall is located next to the Inverell Art Gallery and will be accessible to local resident, tourists and other visitors to the Inverell shire.

Project Theme No particular themes are highlighted as needing to be reflected in the EOI. This approach has been taken in order to give the maximum amount of freedom for artistic expression. Design must not include company logos, product brands, brand names, characters or profanity.

7.0 Technical Specifications Surface The wall is brick with concrete mortar render and is currently covered in a cream coloured paint.

Working Area

The proposed mural wall site is located along a footpath. Compliance with the Roads Act 1993 New South Wales and Roads Regulation 2018 New South Wales is required.

Exclusivity If an artist is bound by an exclusive contract to a commercial gallery, it is the responsibility of the artist to notify the gallery and negotiate a release for the EOI to be submitted. Materials The artwork should be a painted piece that covers the surface of the site with longevity of at least 5 years. The artwork will be exposed to weather. The site is subject to maximum temperate of 42 degrees Celsius (summer) and -5 degrees Celsius (winter). The artwork must be constructed from durable materials to withstand these temperature ranges.

Working at Heights

The subject wall is 5m high and 7.24m wide. Compliance with Workplace Health & Safety Regulation 2017 is required.

8.0 Selection of Process

The selection panel will consist of: • Members of Inverell Shire Council’s Public Art Sunset Committee • The General Manager • The Project Manager

All panel members understand they need to be aware of potential conflicts of interest and confidentiality issues that may arise from being part of the panel.

Successful shortlisted artists may be required to talk to a panel and present their concept that meets the requirements of the brief.

9.0 Expression of Interest Submission Interested / experienced artists are invited to submit an Expression of Interest (EOI) by close of business (4.30pm AEDT) on Friday, 27 November 2020. Your submission should provide the following:

• Experience – The artist must have experience and expertise in this type of project. Please provide details of what projects of a similar nature have been completed, together with a CV.

• Sample work - The artist will have to submit their past work which will be a benchmark for quality. Please submit a minimum of ten images of previous public art and relevant projects completed.

• Contractor/employee – If a contract or employee is to be engaged, separate CVs for each artist should be provided.

• References – a minimum of two referees should be nominated as well as any testimonials from previous clients.

• Price – provide a nominated fixed total cost (GST inclusive) to complete the project as well as a payment schedule.

The Project budget should include: a) artist fee b) design submission with provision of PDF for Council records c) site visits as needed d) site preparation e) installation on site f) risk assessment and management of site during the project, including provision of site safety plan for works and provision of public liability insurance information for the artist or sub-contractors g) artist statement for signage and marketing material h) asset management plan i) details provided regarding decommissioning process for artwork.

• Equipment - The artist shall have their own equipment for including but not limited to scaffolding, paint brushes, paint etc.

• Commencement and time frame – please nominate an available commencement date (Overview meeting with a Council representative and location tour (if required) and confirm availability of resources to complete the project within the nominated time frame).

• Input from Council – Council is committed to work closely with the selected artist throughout all phases of the project. Council’s Manager Tourism & Marketing will be available to provide any advice/feedback required throughout the project.

• Design - An outline of the concept and artistic vision for the work is required. An A4 sketch of the proposed design is required together with a written description (maximum of 250 words)

• Insurance - All artists are required to submit a copy of the following documents with an EOI: o Public Liability Insurance – minimum of $10 million coverage

10.0 Deliverables

Deliverables of the project include:

• concept plan and final design. • installed mural • details on decommissioning process • asset management plan detailing: o materials used o surface finishes and their expected life span, o cleaning requirements o procedures and treatments for both cyclical maintenance as well as events such as vandalism or unintentional damage.

11.0 Acceptance

The lowest or any quote will not necessarily be accepted and no quote will be deemed to have been accepted unless and until the fact of such acceptance has been notified to the artist in writing for and on behalf of the Client, or an authorised officer of the Client and contractual documents have been signed. Council reserves the right to negotiate acceptance of the quote.

12.0 Late Submissions

Late submission will not be accepted. All submissions must be received on or before close of business (4.30pm AEDT) on Friday, 27 November 2020.

13.0 Constraints

The project must be finalised by 28 February 2021.

14.0 Success Criteria against which the project will be measured

Delivery of the project’s objective will:

• Contribute to the Inverell Shire Cultural & Arts Strategic Plan’s five focus areas: o Create a shared identity and strong sense of belonging; o Providing places to participate, experience and share art, creativity and culture; o Build an inclusive, rich cultural and creative life; o Grow our creative and cultural economy; and o Strengthen our governance and advocacy. 15.0 Copyright

Copyright in material produced or developed for Council resides with both Council and the artist.

Wherever Council reproduces images of the artwork in electronic, print, or digital media it undertakes to acknowledge the project artist.

The project artist will not produce another work, which is identical or substantially similar in design with out the prior consent from Council.

Once engaged a production schedule will be set up with the artist.

17.0 Lodgement of Submission

Submissions should be on letterhead with full identifying business information, including ABN and relevant contact details.

The artist shall submit proposal documentation in PDF format. Please note that attachments of greater than 5mb cannot be accepted by email.
