MINUTES OF THE PARISH COUNCIL MEETING MONDAY 14TH JANUARY 2019 Present: Cllrs: J Clark (Chairman), D Morrison (Vice Chairman), G J Jenkins, S Turner, M Ibbotson, B Alsop In attendance: Parish Clerk, Lt Col JB Balls, MBE (Garrison Commander), Lt Col NH Turner, TD MERCIAN (Garrison Engagement Officer) Apologies: Councillor J Smale

COUNCIL IN INFORMAL SESSION

1. Lt Col Jamie Balls reported on the following:

a. Lt Col Nicholas Turner Garrison Engagement Officer, Tidworth, Netheravon and Bulford Garrison was introduced to members of the Parish Council. b. The first allocation of quarters, within the Garrison area, will be in February 2019. c. An incident of fly tipping at Double Hedges has been dealt with. The MOD will continue to monitor the area. Signs have been introduced at Double Hedges in the hope of deterring members of the public from littering and fly tipping. d. Replacement road signs are now in place on the bend where Bulford Droveway meets Sheepbridge Road. e. Cllr Morrison reported an increase in off road 4x4 users and trial bikes on . This users then spread the mud through the Village when travelling home or to the local garage wash-down facility.

COUNCIL IN FORMAL SESSION 2. APPROVAL OF THE MINUTES OF THE BULFORD PARISH COUNCIL MEETING HELD ON MONDAY 10TH DECEMBER 2018 It was Resolved to approve the Minutes as a true record. 3. MATTERS ARISING FROM THE MINUTES OF THE BULFORD PARISH COUNCIL MEETING HELD ON MONDAY 10TH DECEMBER 2018 a. The Clerk confirmed that a reply has been received from Cllr Baroness Scott in response to Council’s letter expressing the Parish concerns on the lack of formal consultation for the installation of two roundabouts in the village. A meeting with ’s MCI

Programme Manage and Defence Infrastructure Organisation (DIO) will be held sometime in

February 2019.

CHAIRMAN’S REPORT – The Chairman reported on the following: a. The second phase of improvement works to the Recreation Ground will start in February

2019. b. Wessex Water started major works on the 7th January 2019 at the junction between High

Street and Salisbury Road in Bulford. The Parish Council received a letter from Wessex Water th dated 10 January 2019 advising of the works. The delay in notice from Wessex Water gave Parish Clerk no opportunity to make local people aware of the pending disruption. The Parish Clerk was actioned to write to Wessex Water about the delay of notice of works. 7. CLERK’S REPORT ON FINANCE AND CORRESPONDENCE a. The Clerk reported a bank reconciliation figure of £47,471.23 and confirmed that Council is operating within budget. b. The Clerk reported that she has made routine or otherwise approved payments as published in the Appendix to the agenda for the meeting and as detailed below. Gavin Jones Ltd Maintenance - £807.71 2

STANDING AGENDA ITEMS a. Planning applications called in by a Member of Council – None. b. Village Hall Procedures and Administration – The Clerk reported the following: 1. A request for a reduction of the fee for the hire of the Village Hall was received from Mrs Janet Tidd of Farley’s Malone Community. Farley’s Malone Community is a non for profit charity for the elderly, and vulnerable adults in the community. Mrs Tidd would like to arrange a monthly lunch event at the Village Hall. The fee reduction request was approved. 9. OTHER AGENDA ITEMS a. Use of the Cemetery Tap – Discussion took place on the ongoing problem with the leaking tap at the cemetery and the probability of it freezing during the winter months. It was agreed that a full pipe replacement, from below ground level, is needed. Cllr Clark agreed to arrange the repair. Cllr J Clark 10. Reports by Councillors having Special Responsibilities including Representation on other bodies a. Parks, Cemetery and Allotments – Cllr Morrison reported on the following: 1. The Annual Allotment Meeting took place on Monday 14th January 2019. b. Highways – Cllr Jenkins reported the following: 1. The SID has been fitted at the top of Churchill Avenue. 2. A Project Business Case has been presented for the replacement litter bin programme. c. Parish Steward Liaison - Cllr Turner reported that, weather permitting, the Parish Steward will visit on 28th January 2019. d. Town & County Planning – Nothing to report e. Rights of Way – Nothing to report f. Village Maintenance Contract – Nothing to report g. Bulford Events Committee – Nothing to report h. Area Boards (representation on “Other Body”) – Nothing to report i. Young People’s Recreational Facilities (The Caretaker to report through the Clerk) – Nothing to report J. Police Liaison – Nothing to report K. Supervision of Parish Accounts – Cllr Clark confirmed that the accounts have been inspected and that they are in order. 11.
