The Annual Report has been prepared in accordance with the provisions of the Financial Management Act 2006. At the date of signing we are not aware of any circumstances which would render the particulars included in the Report misleading or inaccurate. Richard Offen Gerry Lyng Chair Manager 15 September 2020 15 September 2020 2 Annual Report 2019-2020 OVERVIEW EXECUTIVE SUMMARY I took over as Chairman of the Swan Bells Foundation in November, 2019 and would like to pay tribute to my predecessor, Dr Ian MacLeod, who had led the Board with distinction for a number of years and remains on the Board for the time being. We also had to say farewell at the end of 2019 to founder board member Laith Reynolds, as he had reached the number of permissible years’ service according the Board’s constitution. The Bell Tower would not exist had it not been for Laith’s perspicacity, determination and personal generosity in driving the project forward over a long period of time to the wonderful Perth attraction the Tower now is. Thankfully, Laith remains Patron of the Tower and has been joined in that role by the Honourable Kim Beazley AC, Governor of Western Australia, who accepted the Foundation’s invitation to become a Patron in February, 2020. The 2019/2020 year started as one of great promise, with the Bell Tower showing real signs of recovery from having been in the centre of a giant building site for a number of years during the construction of Elizabeth Quay and, in particular, the erection of the three buildings now flanking Barrack Square. However, this was a short-lived recovery, which was stopped dead in its tracks by the onset of the COVID-19 pandemic. The temporary closure of the venue and the ongoing closure of the State’s borders make it very difficult to predict any significant growth in the Tower’s activities for the foreseeable future. On the positive side however, the continuing role the Bell Tower plays as an integral part of the Perth cultural scene was recognised with the Silver medal for the Tourist Attractions and a Silver medal in the Cultural Tourism category at the 2019 WA Tourism Awards. The latter category recognises tourism operations that foster a greater understanding and appreciation of authentic culture, history, heritage and the arts. I congratulate the Tower staff for their hard work to enable us to achieve these awards. A new addition to the range of experiences visitors to the tower can take part in is the ANZAC Bell Tour. Launched in November 2019, this new tour is designed as a small group, premium tour of the Bell Tower, which offers partakers the opportunity to go behind the scenes and learn about the legend of ANZAC and the story of the creation of the 6.5 tonne ANZAC Bell, the heaviest bell in Australia and heaviest swinging bell in the Southern Hemisphere. Before the pandemic lockdown, the Bell Tower was delighted to support a wide range of community and fundraising activities including gold coin entry for senior citizens during Senior’s Week and a free entry day for Perth Open House weekend. The Bell Tower also supported nine charitable and community organisations by changing the colour of the lighting in the spire for various occasions such as Harmony Week, World Alzheimer’s Day and World Red Cross Day. In addition, we have provided prizes in the form of entry tickets and special offers throughout the financial year, assisting numerous schools and community groups in fundraising activities. 3 Annual Report 2019-2020 The constant support of the St Martin’s Society of Change Ringers enables the bells to be rung to the great delight of visitors and to create that special magic when they ring for a wedding being held on the observation deck. Thanks too for the commitment of the Bell Tower staff that now run the highly popular Experience Tours which provide visitors with a unique bell chiming engagement with the bells. Sincerely, Richard Offen Chair, Swan Bells Foundation 4 Annual Report 2019-2020 OPERATIONAL STRUCTURE In May 1999, Cabinet approved the implementation of Stage One of the Barrack Square Redevelopment Project, which included the construction of The Bell Tower to house the culturally significant bells of the St Martin-in-the-Fields. The bells of St-Martin-in-the- Fields were given to Western Australia in commemoration of Australia’s Bicentennial in 1988. The ring of 12 bells was cast in 1725-26 and are the only ‘Royal’ bells known to have left England. The State Government commissioned the casting of the Millennium Bell which, with five other bells cast in 1988-89, complete the ring of 18 bells.
