Madam Speaker, In fulfillment of the Constitutional requirement under Article 101 (1) of the Constitution of the Republic of Uganda, I am here to deliver the State of the Nation Address, 2020. 2 While still fighting, precisely at Kanyaara camp in Ngoma, the combined meeting of the High Command and NRC, adopted the 10 points of NRM political programme. These 10 points were: POINT N0. 1 Restoration of Democracy POINT N0. 2 Restoration of Security POINT N0. 3 Consolidation of national unity and elimination of all forms of sectarianism POINT N0.4 Defending and consolidating national independence POINT N0. 5 Building an independent, integrated and self-sustaining national economy POINT N0.6 Restoration and improvement of social services and rehabilitation of war–ravaged areas POINT N0. 7 Elimination of corruption and the misuse of power 3 POINT N0. 8 Redressing errors that have resulted in the dislocation of some sections of the population POINT N0. 9 Co-operation with other African countries POINT N0. 10 Following an economic strategy of a mixed economy As far as the economy is concerned, of these 10 points, the crucial ones are nos: 5, 9 and 10. -

The Ethics of Artistic Appropriation
Taking Charging Bull by the Horns: The Ethics of Artistic Appropriation In the wake of the global stock market crash of 1987, the Sicilian immigrant Arturo Di Modica created the guerilla artwork known as Charging Bull. Without permission, and after spending $350,000 of his own funds, Di Modica had the bull installed in 1989 near Wall Street in New York City during the height of Christmas season to symbolize the strength and power of the American people. Many tourists and locals alike loved the Charging Bull and identified it as “the only significant work of guerrilla capitalist art in existence.” The New York Stock Exchange quickly removed the 3.5-ton statue the day it was installed, but the resulting public outcry led to its “temporary installation” in a nearby location; thirty years later, Charging Bull is still standing strong as one of the most iconic symbols of New York City. Photo: Anthony Quintano/CC BY 2.0 During the night before International Women’s Day in March 2017, a small sculpture of a young girl was quietly placed in front of Charging Bull. Known as Fearless Girl, the unscheduled installation stands defiantly with her hands on her hips and faces the bull with an unwavering confidence. At the feet of the statue was a bronze plaque that reads “Know the power of women in leadership. SHE makes a difference.” The initial reaction from many people was that this was another act of guerrilla art, one particularly needed now given Wall Street’s challenges with gender equity and diversity. -

La Biennale de Venise / 76e Festival international du film de Venise / 28 août - 7 septembre 2019 Le réalisateur grec Costa-Gavras remporte le prix Jaeger-LeCoultre Glory to the Filmmaker 2019 Son nouveau film, Adults in the Room, sera présenté hors compétition La Biennale de Venise et Jaeger-LeCoultre ont le plaisir d’annoncer que le grand réalisateur grec Costa-Gavras (Z, Missing, Music Box) recevra le prix Jaeger-LeCoultre Glory to the Filmmaker 2019 lors du 76e Festival international du film de Venise (28 août - 7 septembre 2019), qui récompense une personnalité ayant particulièrement marqué le cinéma contemporain. La cérémonie de remise du prix se déroulera le 31 août 2019 à 22 h au cœur de la Sala Grande du Palazzo del Cinema, juste avant la projection en avant-première mondiale du nouveau film hors compétition qu’il a écrit et réalisé – Adults in the Room (une production franco-grecque de 124 minutes), avec Christos Loulis, Alexandros Bourdoumis et Ulrich Tukur. Le directeur du festival de Venise, Alberto Barbera, a justifié le choix du jury : « Costa- Gavras mérite de compter parmi les grands réalisateurs contemporains pour de nombreuses raisons, la principale étant qu’il est capable de faire de la politique un sujet fascinant, un thème comme un autre, non seulement pour les quelques initiés et critiques avertis mais aussi pour le grand public, utilisant toutes les ressources cinématographiques pour toucher un maximum de spectateurs. Réservé mais déterminé, il a toujours considéré que les films sont à caractère politique. Cette perspective lui permet ainsi d’échapper à l’étiquette de réalisateur politique – qu’on lui attribue sans cesse, de manière souvent polémique et réductrice – et d’affirmer sa foi pacifique et sincèrement démocratique dans un type de cinéma populaire qui invite le spectateur à réfléchir et s’interroger tout en suscitant des émotions intenses. -

PERSUADE OR PERISH Addressing Gaps in the U.S. Posture to Confront Propaganda and Disinformation Threats Dr. Haroro J. Ingram Program on Extremism Policy Paper February 2020 PERSUADE OR PERISH 1 INGRAM | PROGRAM ON EXTREMISM Abstract: The purpose of this policy paper is to assess the U.S. government’s posture to deal with malicious ‘influence activities’ (i.e. propaganda and disinformation) by state and nonstate actors. It argues that while the U.S. government has provided inconsistent support for its foreign policy and national security information sector for decades, since 2017 an effort has been made to lay the foundations for a rejuvenated U.S. posture to address propaganda and disinformation threats. However, significant gaps remain that will weaken those foundation building efforts if left unaddressed. This paper concludes with four recommendations focusing on (i.) the need to learn lessons from the institutions’ history, (ii.) the value of an overarching paradigm through which to understand a spectrum of threats, (iii.) the important role of overt attributed U.S government messaging, and (iv.) initiatives to strategically cohere interagency activities. The United States and its allies are facing a complex spectrum of propaganda and disinformation threats that are rapidly evolving strategically, operationally, and technologically. 1 The U.S. government’s ability to address these malicious ‘influence activities’ will depend on its adoption of an appropriately balanced, resourced, and legislatively empowered posture that will be as much a product of institutional history as contemporary strategic-policy decisions. This policy paper assesses the U.S. government’s posture to deal with these threats and outlines ways in which strategic-policy gaps, drawn from this analysis, can be tackled. -
