Date: Q..,3 /05/2020) Indicative guideline for utilization of funds for Comprehensive Primary Health Care Services under NUHM Infrastructure Strengthening of UPHC to H&WC (Tally Code P.04.03.02.B)- Fund earmarked under this budget / activity head will be utilized for the following purpose- • Minor renovation work if necessary • Ramp for the severe patients, pregnant women physically challenged and elderly person • Decoration for patients waiting lounge with still or iron chair and other amenities like supply of drinking water • Rack and Almirah for the storage of medicines, registers and other essential consumables of the U-PHC • Foot steps • Screen for privacy of the patients and pregnant mothers • Child friendly immunization room • Setting up of NCDcorner where NCDcases address separately • Wheel Chair • Office Chair • Doctors chairs • Mattress for bed • Bins for biomedical waste • Notice board • Etc.

While annual floods have the potential to wreak havoc on unprepared communities, spoil crops and endanger food security, they also play a vital role in agriculture. Flood Management and Mitigation is designed to minimize negative flood-related impacts while preserv- ing the benefits. Flood mitigation involves the managing and control of flood water movement, such as redirecting flood run-off through the use of floodwalls and flood gates, rather than trying to prevent floods altogether. It also involves the management of people, through measures such as evacuation and dry/wet proofing properties for example. The pre- vention and mitigation of flooding can be studied on a number of levels: individual properties, small communities and whole area or towns or cities. The costs of protection rise as more people and property are protected. The most effective way of reducing the risk to people and property is through the production of flood risk maps.

Ghatal subdivision in Paschim Medinipur district under West Bengal is considered to be the most vulnerable place to a climatic disaster that is flood. The frequency and magnitude of floods in Ghatal subdivision has increased considerably with the changing time. The study area (Ghatal block) under Ghatal subdivision is one of the most effective areas. Ghatal block is a closed area by the river Silabati, old Kangsabati and Dwarakeswar including Jhumi a distributary of Dwarakeswar River those are non perennial in character. Critical physiographic location of Ghatal block makes severity of floods and its effects. Climatic variability in terms of rainfall distribu- tion considerably increased flood effects. Primary data from field survey and the secondary data source including maps and satellite images could help to properly interpret the objectives. By the qualitative and quantitative analysis, the paper explores the effects of on natural and human resource in Ghatal block. The paper concludes the devastating effects of floods on natural, human and also man- made resources in form of destruction of human settlements, agricultural products, transport communication and also commercial activities which ultimately effects on peoples livelihood, both occupationally and geographically.
