Chowdhury Assistant Engineer Digri Sub-Division P.W.D TERMS AND CONDITION 1.ELIGIBILITY CRITERIA TO PARTICIPATE IN THE TENDER The agency/ contractor willing to participate in the tender, shall have to apply in their own printed letter A head pad containing full mailing address with working phone nos( both mobile and fixed line) along with all relevant documents. The application shall have to be made by the intending agency/contractor himself/herself or by his/her B authorized representative having duly attested power of attorney from first class Judicial Magistrate. Intending agency/contractors will have to produce original papers and one set(non refundable) of photocopy with self attestation by full signature of Valid PAN issued by the IT Deptt., Govt. of India , Valid 15-digit Goods and Service Taxpayer Identification Number (GSTIN) under GST Act, 2017.Tax invoice (s) C needs to be issued by the supplier for raising claim under the contract showing separately the tax charged in accordance with provision of GST Act, 2017. as per notification No-4374-F (Y) dated 13.07.2017 of Principal Secretary, Finance Department, Audit Branch and also a cess @ 1 % for the welfare of the building and construction workers will also be deducted as por G.O No-853-F Dated:-01/02/2006 By law, pan card, license, last year audit report in original and one set(non refundable) of photocopy with D self attestation by full signature for Unemployed Engineer’s Co-operative, Labour Co-Operative, valid up to the date of opening of tender at the time of application, otherwise no tender paper will be issued. The intending agency shall at least have to posses the following criteria mention here under in similar nature of any single job satisfactorily executed under State Govt/Central Govt during last five years from E the issue of this notice & in support of this the agency have to produce acceptance cum work order, or completion certificate mentioning name of the work, estimated amount put to tender, tender amount, client name with address, date of commencement, date of completion and final gross bill value. CRITERIA REGARDING CREDENTIAL POLICY REF NO-04-A/PW/O/10C-02/14 DATED- 18.03.2018 Principal Secretary to the Govt. of West Bengal, P.W.D Intending tenderers should produce credentials of a similar nature of completed work of the I) minimum value of 40% for 1st Call, 30% for 2nd Call & 20% for 3rd Call of the estimated amount put to tender during 5 (five) years prior to the date of issue of this tender notice; or, Intending tenderers should produce credentials of 2 (two) similar nature of completed work, II) each of the minimum value 30% for 1st Call & 25% for 2nd Call of the estimated amount put to tender during 5 (five) years prior to the date of issue of this tender notice; or, III) Intending tenderers should produce credentials of one single running work of similar nature which has been completed of the extent of 80% or more for 1st Call, 75% or more for 2nd Call & 70% or more for 3rd Call and value of which is not less than the desired value at (i) above; In case of running works, only those tenderers who will submit the certificate of satisfactory running work from the concerned Executive Engineer, or equivalent competent authority will be eligible for the tender. In the required certificate it should be clearly stated that the work is in progress satisfactorily and also that no penal action has been initiated against the executed agency, i.e., the tenderer. Other terms and conditions of the credentials I) Payment certificate will not be treated as credential; II) Credential certificate issued by the Executive Engineer or equivalent or competent authority of a State / Central Government, State/ Central Government undertaking, Statutoty / Autonomous 1 bodies constituted under the Central / State statute, on the executed value of completed / running work will be taken as credential No Credentials/ work completion/ payment certificate below the rank of Executive Engineer /Deputy Secretary or equivalent will be entertained Paper will be issued only to those bidders/agencies/contractors who will be eligible after scrutiny by the 2 tender accepting authority. List of bidders qualified in the technical evaluation/scrutiny will be published on the office notice board 3 and for any sorts of query regarding disqualification other bidder may contact to the office of the undersigned. 4 Only qualified bidder will be allowed to take part in the financial bidding process & also submit their offer Detail of N.I.T and all other relevant documents (price schedule) will be available from the from the 5 departmental website: - www.pwdwb.in @ free of cost as well as from the office of the undersigned. 6 No exemption of Earnest Money Deposit is allowed for any tenderer. Earnest Money instruments in the shape of Demand Draft/ Pay Order/ Bankers Cheque from any 7 Nationalized/ Schedule Bank shall be payable at Midnapore and should be drawn in favor of Executive Engineer, Midnapore Division, P.W.D failing of which tender will be treated as informal. Canvassing in connection with the tender in any way is strictly prohibited and if found in any form would 8 reject the participation of the tenderer without assigning any reason thereof. If any paper submitted by any intending bidders in support of his bid found baseless / false / fabricated, 9 his participation will be cancelled right out and action will be taken against him/her as per rules in vogue. In case of non participation even after getting eligible in the technical evaluation, will be dealt seriously for 10 making an attempt towards disruption of competitive spirit of tender and thus non participation will lead to a bar in the three successive tendering process of this subdivision for the tenderer in question 11 Except unavoidable circumstances the opening of the tender may be deferred to the next working day. Assistant Engineer, Digri Sub-Division, P.W.D reserves the right to reject any or all tenders without 12 assigning any reason what so ever and does not bind himself to accept the lowest tender In case of any inadvertent typographical mistake found in the specific price schedule the same will be 13 treated to be so corrected as to conform to the current schedule of rates of item concern or quantity to the technical sanction concern. Assistant Engineer, Digri Sub-Division, P.W.D reserves the right to decide the eligibility of the contractors 14 on the basis of submitted documents or to reject the application without showing any explanation for the same. The successful tenderer/bidder will have to execute a formal agreement within the time schedule specified in the work order in specified form 2911/2911(i)/2911(ii), as the case may be, in duplicate by paying the 15 necessary fees @ Rs-1/ Rs-3/Rs-5 respectively for mentioned tender form along with the value of the tender documents Rs- 250.00, Rs- 250.00, Rs-250.00/750.00 per set as per order No-452-A/PW/O/10C- 35/10 Dtd-26/07/2011 of Secretary, P.W.D Issue of tender paper will mainly be made on the merit of the documents submitted and also by considering the reliability and resourcefulness and eligible bidder have to submit their offer either in the 16 tender box kept at the office of the undersigned or by post within the specified schedule of time and date mentioned above Payment will be made depending on the availability of fund.
