COMMON ORDER Sri Y.Krishna Reddy, Nalgonda District has filed 2nd appeal dated 12-02-2018 which was received by this Commission on 02-03-2018 for not getting the information sought by him from the PIO / O/o. the Mandal Parishad Development Officer, MPP-Bhongir Mandal, Yadadri Bhongir District and 1st Appellate Authority / O/o. the Mandal Parishad Development Officer, MPP- Bhongir Mandal, Yadadri Bhongir District. The brief facts of the case as per the appeal and other records received along with it are that the appellant herein filed an application dated 08-09-2017 before the PIO requesting to furnish the information under Sec.6(1) of the RTI Act, 2005, on the following points mentioned in his application: TSIC The Public Information Officer / O/o The Mandal Parishad Development Officer, MPP, Bhuvanagiri Mandal, Yadadri District, Vide Letter No. B1/RTI/2017, Dated 02-11-2017, has informed to the appellant that the sought information Point No. 3, is related to their office and the information is furnished. Since the appellant did not receive the information from the Public Information Officer, he filed 1st appeal dated 27-12-2017 before the 1st Appellate Authority requesting him to furnish the information sought by him u/s 19(1) of the RTI Act, 2005. As per the records the 1st Appellate Authority has not taken action to hear the appeal and pass appropriate orders. As the appellant did not get the information from the Public Information Officer / 1st Appellate Authority even after 30 days of filing his 1st appeal, he preferred this 2nd appeal before this Commission requesting to take action against the PIO and 1st Appellate Authority for not furnishing information sought by him and also to arrange to furnish the information sought by him u/s 19(3) of the RTI Act, 2005. Note: This is system generated copy and no signature is required. The 2nd appeal was taken on file and notices were issued to both the parties for hearing on 11-9-2019. On 11-9-2019 the case is called. Since the subject matter of Appeal Nos. 3649/CIC/2018, 3650/CIC/2018, 3651/CIC/2018, 3652/CIC/2018, 3673/CIC/2018 and 6068/CIC/2018 is one and the same, the Commission propos to dispose of all the six appeals through this common order. The cases are called. The appellant is present. The Public Information Officers, Mandal Planning Officer, O/o the MPDO, MPP-Bhongir; Supdt., O/o the MPDO, MPP-Bibinagar; Supdt., O/o the MPDO, MPP-Bommala Ramaram Mandal; Supdt., O/o the MPDO, MPP-Athmakur Mandal; MPDO, O/o the MPDO, MPP-Valigonda, Yadadri Bhongir District and SO, O/o the CPO, Suryapet and First Appellate Authority, CPO, Suryapet are present. The appellant submitted that he did not receive the sought information from the PIO. The Public Information Officers submitted that the sought information could not be furnished as the 6(1) application filed by the appellant was not received by them. Heard the parties and perused the records. A perusal of the 6(1) application goes to show that the appellant filed the application dated 08.09.2017 before the Public Information Officer, O/o the ZPP, Nalgonda seeking information on twelve points. The information sought at Point Nos.11 and 12 relates to multiple Public Authorities/ Public Information Officers spread over seven years. The PIO, O/o the ZPP, Nalgonda through letter dated 21.11.2017 transferred the application U/s 6(3) to all the concerned PIOs in the District, which according to the Appellant is nearly 150. As the appellant did not receive the sought information, he preferred the 1st appeal before the respondents in these cases. Sec.6(1) of the RTI Act, 2005 requires an Applicant who desires to obtain information to make an application to the concerned Public Authority indicating specifically the information required. According to Sec.7(1) information shall ordinarily be provided in the form in which it is sought unless it would disproportionately divert the resources of the public authority. The Appellant herein sought information of seven years relating to more than 150 administrative units which have independent PIOs by making a single application to the Public Information Officer of Zilla Parishad, Nalgonda. The Public Information Officer has transferred the application to the concerned PIOs with a direction to furnish the information to the applicant directly. As the appellant did not receive the sought information he preferred the First Appeal before the First Appellate Authority of the concerned office, who denied having received the original application. Keeping in view the provisions of Sec.6 and Sec.7(9) of RTI Act, 2005 the Appellant is advised to fileTSIC RTI Application before the concerned Public Information Officer seeking specific information. This would facilitate furnishing of sought information within the stipulated time and avoid repeated correspondence. The Commission however, directs the concerned PIOs to furnish the available and held information to the appellant within two weeks from the date of receipt of this Common Order. With the above direction and observation, the appeals are closed. Narsimha Reddy4 1234Department of Geology, University College of Science, Osmania University, Hyderabad-07 ABSTRACT The Granitoids of the Bibinagar- Bhongir area in the Nalgonda district are purely high potassic calc alkaline and meta aluminous and A-type belongs to Peninsular Gneissic Complex of the Eastern Dharwar Craton. The petrographic study of granitoids indicates that of pure magmatic origin in the form of different magmatic textures viz. perthitic, porphyritic and poiklitic textures. Geochemically the granitoids are rich in K2O & Na2O suggesting source from calc-alkaline magma. The Granitoids are falling mostly in the volcanic arc field on Yb vs Ta discrimination plot. The REE pattern shows strong Eu negative anomaly, suggesting early separation of plagioclase and the enhanced level of LILE relative to HFSE in Bibinagar-Bhongir granitoids points to the subduction zone enrichment and/or crustal contamination of the source region. Read Full License Page 1/14 Abstract The groundwater quality evaluation for uoride element was studied in Ramannapeta Mandal, Nalgonda District, and Telangana State, India. The water samples were collected in pre and post monsoon seasons in the year of 2015-2016 from hand pumps bore wells or dug wells in the villages of Ramannapeta Mandal. The collected water samples were analyzed within a week. The Spatial distributions of uoride maps were prepared with the help of the Remote Sensing Imaginary (RSI) and Geographical Information System (GIS) techniques. The range of uoride in the study area varied from 0.6 to 5.6 ppm whereas the maximum permissible limit in drinking water is 1.5 ppm (As per Bureau of Indian Standard (BIS) guideline-IS: 10500: 1991). The high contamination 4.0- 5.5 ppm of uoride in drinking water was observed in Siripuram, Dubbaka villages. During the study, it was found that the most of villages in Ramannapeta Mandal are affected with high uoride content in drinking water in the range of 1.5-3.0 ppm. Nalgonda district including Ramannapeta Mandal is underlain by different rocks such as granites (80%), gneisses, dolerite, dykes (10%), older metamorphic and intrusive (10%).
