Posebej je izpostavljena drža ameriške uradne politike glede vprašanja mednarodnega priznanja Slovenije, kot tudi poročanje ameriškega tiska o politiki Združenih držav Amerike ter držav Evropske gospodarske skupnosti do Slovenije. Časovni okvir, ki ga zajema članek, je zamejen med koncem junija 1991, ko je Slovenija (in tudi Hrvaška) razglasila samostojnost, in prvo polovico aprila 1992, ko so ZDA priznale Slovenijo kot samostojno in suvereno državo. Bajc, J. Osojnik, D. Friš: Nekateri vidiki mednarodnega priznanja ... Uvod1 Druga polovica 80. let 20. stoletja je tako v svetu kot v Jugoslaviji pomenila veliko prelomnico. Eden izmed značilnih procesov tega obdobja je bil razpad vzhodnega komunističnega bloka in začetek demokratičnih teženj v Vzhodni Evropi. Temu procesu se ni izognila niti Jugoslavija, a za razliko od dogajanj v preostalem delu Vzhoda se je tu končal na zelo nasilen način, ki je pomenil tudi razpad države. O možnosti takega ali podobnega razpleta se je na Zahodu začelo govoriti v začetku sedemdesetih let. Po eni strani se je pojavljalo vprašanje, kako bo v Jugoslaviji, ko bo njen nesporni vodja Josip Broz-Tito zapustil "krmilo ladje" (naravna smrt ali odpo- ved vodilnih funkcij). Že sredi junija 1971 je tako ameriški predsednik Richard Nixon naročil, naj o tem National Security Council pripravi študijo, v začetku marca naslednjega leta se je v Londonu sestal skupni anglo-ameriški obve- ščevalni komite, ki si je zadal prav tako nalogo.2 Britanski krogi so že vse od poletja 1968 do konca sedemdestih let, kot je razvidno iz analize njihovih pri- marnih virov, stalno "bdeli" nad tem, kajti zanje (in na splošno za Zahod) bi Titov "odhod" predstavljal priložnost za Sovjetsko zvezo, da neposredno ali posredno intervenira v državi in postavi na vodilna mesta novo vodstvo, bolj poslušno Moskvi: če bi se tak scenarij uresničil, bi to imelo katastrofalne posle- dice za severnoatlantsko zavezništvo (NATO) na njenem južnem delu, se pravi v Grčiji, predvsem pa Italiji.3 Preučevanje teh gradiv iz obdobja od začetka do polovice naslednjega desetletja je pokazalo, kako si je Velika Britanija še dalje prizadevala, da bi se enotna in neuvrščena Jugoslavija ohranila.4 Zaradi sood- visnosti v obrambi pred potencialnim napadom iz Vzhoda so se odnosi med Beogradom in Rimom, po tem ko so bili še v prvi polovici petdesetih let zelo napeti (predvsem zaradi nerešenega mejnega vprašanja,5 pa nasilja po drugi 1 Prispevek je nastal v okviru raziskovalnega programa Preteklost severovzhodne Slovenije med slovenskimi zgodovinskimi deželami in v interakciji z evropskim sosedstvom, št. Winston Churchill once called it the Iron Curtain and said it ran from Szczecin on the Baltic Sea to Trieste on the Adriatic Sea. Both sides deployed military power along this line in the expectation of a major combat. The Western European powers created the North Atlantic Treaty Organization (NATO) precisely to fight that expected war but the strength they could marshal remained limited. The Soviet Union, and after the mid-1950s the Soviet Bloc, consistently had greater numbers of troops, tanks, planes, guns, and other equipment. This is not the place to pull apart analyses of the military balance, to dissect issues of quantitative versus qualitative, or rigid versus flexible tactics.

In 1990, a document was made public in Italy that shed new light on the secret aspects of the Cold War in Western Europe. The document, dated 1 June 1959, had been compiled by the Italian military secret service SIFAR and is entitled “The special forces of SIFAR and Operation Gladio”. It explained that a secret stay-behind army linked to NATO had been set up in Italy for the purpose of unconventional warfare. Ever since, there have been allegations in Italy that the Gladio stay-behind army was linked to acts of terrorism during the Cold War. Despite their importance for criminal, legal and social investigations into the secret history of the Cold War, these questions have received next to no attention among the English-speaking research community since the documents’ discovery, partly due to language barriers.
