At a press conference after the 4th meeting of the Stabilization and Association Council European Union - Bosnia and Herzegovina, Tegeltija said that the candidate status is important as a message to citizens that the EU is with us because many are trying to show that the Union has forgotten the countries of Western Balkans. “We understand all our obligations and deadlines, but we ask for patience and understanding, as well as for the validation of what we have done in the previous period,” Tegeltija added. Bosnia and Herzegovina and the United Nations 2021- Sustainable Development Cooperation Framework 2025 A Partnership for Sustainable Development Declaration of commitment The authorities in Bosnia and Herzegovina (BiH) and the United Nations (UN) are committed to working together to achieve priorities in BiH. Introduction On August 5, the leaders of three dominant ethno-political parties (Troyka) in rather unexpected turn signed a coalition agreement that would put an end to 10 month-long crisis in forming the central government. Bakir Izetbegovic, leader of the Democratic Action Party (SDA), Milorad Dodik, Serb Member of Presidency and Chairman of the Union of Independent Social Democrats (SNSD), and Dragan Covic, leader of the Croatian Democratic Union (HDZ BIH) seemed to have finally reached an agreement on the formation of the Council of Ministers of Bosnia and Herzegovina, troubleshooting deadlock in the BIH Parliamentary Assembly and forming the Federal government. The Troyka Agreement was supported by the Head of Delegation of the European Union, Lars G. Wigemark and very ambitiously included a clause to form a government within a month time period from signing the agreement. As a main initiator, SNSD Chairman Milorad Dodik according to ethnic rotation key will nominate the Chairman of the Council of Ministers (COM Chairman) and also outline the distribution of the ministerial posts. Without big surprises, Zoran Tegeltija, SNSD member and RS government member, remains the sole candidate for COM Chairman, and 3 x 3 - 1 ministry allocation scheme (three ministries for each three party/ethnicities minus one ministry to “other” ethnicities) was also preliminary agreed.

While most of the countries of the region remained broadly stable, Bosnia-Herzegovina and Kosovo set themselves apart as pockets of real – or possible – instability. In the case of Bosnia, the risk of instability largely derived from the post-election challenge of forming ruling coalitions at different levels of government. The process of ethnic coalition building can be challenging enough at the best of times. However, this time around it is compounded by the lack of a legal basis for forming part of the Federation entity’s Parliament (the upper House of Peoples), without which the Federation entity government cannot be formed.

Instead, the October 17-18 European Council not only failed to approve the opening of accession negotiations but sent Balkan hopefuls a signal that they should not bet on having any kind of accession prospects at all. In one fell swoop, the EU came close to entirely destroying its own credibility and leverage in the Western Balkans. To make the situation more bizarre, the chief architect of this act of European self-harm was none other than the man positioning himself to be the EU’s new leading statesman, French President Emmanuel Macron.

He also said that vaccinatioOns would be free for priority groups. Answering the question delegates’ questions from BiH’s House of Representatives, Tegeltija said that the country, meaning the entities and the Brcko District paid $12,997,000 for 1,232,000 coronavirus vaccines and that the BiH Council of Ministers (as the state government is officially called) through the BiH Ministry of Civil Affairs provided two million Bosnian marks for the transport, storage and vaccine delivery. Briefing Notes Group 62 - Information Centre for Asylum and Migration 25 May 2020 Afghanistan Hostilities, attacks, civilian casualties The United Nations Assistance Mission in Afghanistan (UNAMA) has reported a 29 % drop in the number of civilian casualties in the first quarter of 2020 compared to the first quarter of 2019. 1,293 civilian casualties (533 dead and 760 injured) represent the lowest toll for a single quarter since 2012. Provisional figures for April indicate a renewed increase in the numbers of casualties, however, with a rise in both the toll for which the Taliban are responsible (208 people) and in the corresponding toll attributed to the security forces (172 people). UNAMA also expresses concern at the number of acts of violence committed against medical personnel in the first half of May (cf. BN of 18.05.20). Apart from the attack on a maternity hospital (cf. BN of 18.05.20), UNAMA has also recorded the abduction of 15 health service employees by the Taliban since 01.04.20, as well as threats and confiscations of medical supplies by security forces. The number of civilians abducted by the Taliban in the first quarter of 2020 was also relatively high (282). The NATO Resolute Support mission reports similar figures for the first quarter of 2020 (1,268 civilian casualties), additionally identifying Kabul, Kunduz, Helmand, Nangarhar and Herat as the provinces with the most casualties. On 23.05.20 the Taliban offered a three-day ceasefire during the celebrations to mark the end of the fasting month of Ramadan, which the government accepted.

On November 19, BIH Presidency decided to nominate Zoran Tegeltija for new COM Chairman, opening path for government formation and unlocking defense reform, much needed for future cooperation with NATO. After long 13 months of non performing negotiations between three main political parties, premature agreements (“Troyka agreement” in August) and some false hopes for early settlement, Serb MOP Milorad Dodik, Bosniak MOP Sefik Dzaferovic and Croat MOP Zeljko Komsic finally agreed to put forward SNSD nominee Zoran Tegeltija for a government caretaker. Indications on possible breakthrough was announced by mid-November when HDZ BIH and SNSD leaders Dragan Covic and Milorad Dodik met in Mostar and “agreed on all disagreements” regarding the formation of the Council of Ministers. The third party, Bosniak SDA came to terms a week later. Among many issues that stood as hurdles in year-long negotiations, from realization of Membership Activation Plan (MAP) to Annual National Program (ANP), a compromise was reached by making official agreement to send a defense reform program to NATO Headquarters in Brussels, which will be done by the NATO Permanent Mission in BIH.
