Kosovo: Background and U.S. Policy Updated March 11, 2021 Congressional Research Service https://crsreports.congress.gov R46175 SUMMARY R46175 Kosovo: Background and U.S. Policy March 11, 2021 Kosovo, a country in the Western Balkans with a predominantly Albanian-speaking population, declared independence from Serbia in 2008, less than a decade after a brief but lethal war. It has Sarah E. Garding since been recognized by about 100 countries. The United States and most European Union (EU) Analyst in European Affairs member states recognize Kosovo. Serbia, Russia, China, and various other countries (including five EU member states) do not. Key issues for Kosovo include the following: New Leadership. Albin Kurti is poised to become prime minister for the second time after his left-leaning Self-Determination Party (Vetëvendosje) won a landslide victory in early parliamentary elections in February 2021. The poll was Kosovo’s second snap parliamentary election in less than two years. Once of the new parliament’s initial responsibilities is to elect the country’s next president. Acting President Vjosa Osmani, whose candidacy is backed by Vetëvendosje, is heavily favored to win. Parliament’s failure to elect a president could trigger early parliamentary elections, however. Dialogue with Serbia. The unresolved dispute between Kosovo and Serbia is one of the main threats to regional stability in the Western Balkans. Since 2011, the EU has facilitated a dialogue aimed at normalizing their relations. In July 2020, Kosovo and Serbia returned to EU-led talks after a 20-month suspension. Shortly thereafter, the two parties agreed to new measures on economic cooperation at talks hosted by the White House. -

Bosnia and Herzegovina and the United Nations 2021- Sustainable Development Cooperation Framework 2025 A Partnership for Sustainable Development Declaration of commitment The authorities in Bosnia and Herzegovina (BiH) and the United Nations (UN) are committed to working together to achieve priorities in BiH. These are expressed by: ` The 2030 Agenda for Sustainable Development and selected Sustainable Development Goals (SDGs) and targets1 as expressed in the emerging SDG Framework in BiH and domesticated SDG targets2; ` Future accession to the European Union, as expressed in the Action Plan for implementation of priorities from the European Commission Opinion and Analytical Report3; ` The Joint Socio-Economic Reforms (‘Reform Agenda’), 2019-20224; and ` The human rights commitments of BiH and other agreed international and regional development goals and treaty obligations5 and conventions. This Sustainable Development Cooperation Framework (CF), adopted by the BiH Council of Ministers at its 22nd Session on 16 December 2020 and reconfrmed by the BiH Presidency at its 114th Extraordinary Session on 5 March 2021, will guide the work of authorities in BiH and the UN system until 2025. This framework builds on the successes of our past cooperation and it represents a joint commitment to work in close partnership for results as defned in this Cooperation Framework that will help all people in BiH to live longer, healthier and more prosperous and secure lives. In signing hereafter, the cooperating partners endorse this Cooperation Framework and underscore their joint commitments toward the achievement of its results. Introduction On August 5, the leaders of three dominant ethno-political parties (Troyka) in rather unexpected turn signed a coalition agreement that would put an end to 10 month-long crisis in forming the central government. Bakir Izetbegovic, leader of the Democratic Action Party (SDA), Milorad Dodik, Serb Member of Presidency and Chairman of the Union of Independent Social Democrats (SNSD), and Dragan Covic, leader of the Croatian Democratic Union (HDZ BIH) seemed to have finally reached an agreement on the formation of the Council of Ministers of Bosnia and Herzegovina, troubleshooting deadlock in the BIH Parliamentary Assembly and forming the Federal government. The Troyka Agreement was supported by the Head of Delegation of the European Union, Lars G. Wigemark and very ambitiously included a clause to form a government within a month time period from signing the agreement. As a main initiator, SNSD Chairman Milorad Dodik according to ethnic rotation key will nominate the Chairman of the Council of Ministers (COM Chairman) and also outline the distribution of the ministerial posts. Without big surprises, Zoran Tegeltija, SNSD member and RS government member, remains the sole candidate for COM Chairman, and 3 x 3 - 1 ministry allocation scheme (three ministries for each three party/ethnicities minus one ministry to “other” ethnicities) was also preliminary agreed. -

Everts (with a foreword by Jaap de Hoop Scheffer), Peacekeeping in Albania and Kosovo; Conflict response and international intervention in the Western Balkans, 1997 – 2002 (I.B.Tauris, July 2020), 228p. £. 13,99 paperback Fortunately, at the international scene there are those characters who venture into complex crises and relentlessly work for their solution. Sergio Viero de Melo seems to be their icon. Certainly, Daan Everts, the author of Peacekeeping in Albania and Kosovo belongs to this exceptional group of pragmatic crisis managers in the field. Between 1997 and 2002 he was the osce’s represent- ative in crisis-hit Albania and Kosovo. Now, twenty years later, Mr Everts has published his experiences, and luckily so; the book is rich in content and style, and should become obligatory reading for prospective diplomats and military officers; and it certainly is interesting material for veterans of all sorts. Everts presents the vicissitudes of his life in Tirana and Pristina against the background of adequate introductions to Albanian and Kosovar history, which offer no new insights or facts. All in all, the book is a sublime primary source of diplomatic practice. The largest, and clearly more interesting part of the book is devoted to the intervention in Kosovo. As a matter of fact, the 1999 war in Kosovo deepened ethnic tensions in the territory. Therefore, the author says, the mission in Kosovo was highly complex, also because the mandate was ambivalent with regard to Kosovo’s final status. Furthermore, the international community (Everts clearly does not like that term) for the time being had to govern Kosovo as a protectorate. -

Question for written answer P-005565/2018 to the Commission Rule 130 Eleftherios Synadinos (NI) Subject: Ethnic Greek European citizen executed by Albanian police On 28 October, Greek National Day, commemorating the refusal of Greece to acquiesce in the savagery of other European states, its resistance to the massive Nazi offensive and its victory in Northern Epirus, Konstantinos Katsifas, an ethnic Greek, was gunned down by the Albanian authorities under circumstances that as yet remain unclear. It appears that the shooting occurred after he had raised a Greek flag at the Greek military cemetery during the official annual celebration held by Greek residents in the village of Bularat in Gjirokastër, some six kilometres from the border with Greece. It is here that those who fell during the epic struggle on the Albanian front are buried1 2. A political organisation representing the Greek ethnic minority in Albania has accused the Albanian police of carrying out a ‘coldblooded execution’ and of disregarding established procedures. It also complains of a wave of anti-Greek propaganda and a growing undercurrent of hostility towards the ethnic Greek minority3. In view of this: 1. Will the Commission launch an impartial investigation into what was effectively a breach of the human rights of a European citizen, in view of the EU-Albania accession negotiations? 2. Given that the Protocol of Corfu, which was ratified but not implemented, was never annulled by a subsequent agreement, will the Commission include it in the accession negotiations, underlining the need to ensure good neighbourly relations, with a view to upholding the rights of the Greek minority in Albania? 3. -

Instead, the October 17-18 European Council not only failed to approve the opening of accession negotiations but sent Balkan hopefuls a signal that they should not bet on having any kind of accession prospects at all. In one fell swoop, the EU came close to entirely destroying its own credibility and leverage in the Western Balkans. To make the situation more bizarre, the chief architect of this act of European self-harm was none other than the man positioning himself to be the EU’s new leading statesman, French President Emmanuel Macron. -
