MAHARASHTRA ENERGY DEVELOPMENT AGENCY (MEDA) Pune (Maharashtra)

SDA Profile

Maharashtra Energy Development Agency (MEDA) is registered under Societies Registration Act - 1860. It commenced actual functioning from July 1986. MEDA's mandate is to undertake development of renewable energy and facilitate energy conservation in the State of Maharashtra, as the State Nodal Agency. The Controlling body of MEDA is the Governing Body, with Hon. Minister for New and Renewable Energy, Maharashtra State, as Chairman, Hon. Minister of State for New and Renewable Energy as Vice Chairman, Secretaries / Principal Secretaries of six other departments of Govt. of Maharashtra as Member and Director General, MEDA, as member secretary.

The broader objective is to promote, develop and diffuse knowledge in the various fields of renewable energy source and energy efficiency. MEDA also assists the Government of Maharashtra and the Govt. of India in the efforts to develop and promote renewable and alternative energy sources / technologies and to evolve and promote energy conservation policies. Since its inception, MEDA is promoting energy conservation in the state through a scheme called "Save Energy Programme". MEDA has also promoted new technologies like LEDs, use of Electronic Ballasts, Improved Kerosene Lantern, Improved Kerosene Stove, Improved Chulhas, Improved Crematoria in the 1990s. MEDA has implemented energy efficiency projects in industries on shared savings basis, when these concepts were new in India. MEDA has also implemented energy efficiency programmes in the agriculture sector such as replacement of foot valves, pipes, capacitors in agriculture pump sets etc in the year of 2000.

483 Energy Conservation:

Issued the GR No.BDG2016 / P.K.133/ Buildings-2, dated 8th July, 2016 for implementation of Green Building Concept for building projects of GoM. GR states that the development of all upcoming Government buildings & renovation of existing buildings to be carried out as per Green Building ratings. The audit of buildings to be done by the agencies like GRIHA, LEED, IGBC etc. MEDA has important role to play for capacity building of engineers of PWD and officials of town planning. MEDA is planning to conduct one day workshops and 2 day detailed training program at Region level. Mandatory use of Environment Friendly resources in construction of new Government/ Semi-Government Buildings to promote Green Buildings New scheme introduced for providing financial assistance for implementation of LED streetlights in ‘C’ Class Municipal Council. New Scheme introduced for providing financial assistance for implementation of Energy Conservation Demonstration Projects in SME sector. Highest number of 14 Energy Conservation Demonstration Projects in Government Building financed by MEDA in one year i.e. FY 2015-16. Total financial assistance of Rs. 323 lakhs provided. This includes State share of Rs. 231 lakhs. Highest number of public awareness programmes/ workshops / seminars conducted in the State. New policy for providing financial assistance upto Rs. 2.00 lakh for conducting energy audit and Rs. 1.00 lakh for water audit VAT on LED bulbs & Tube lights reduced from 12.50% to 5% Mandatory use of 4 and 5 star labeled products in Govt./ Semi Govt./ Local Govt. organisations First State to start State level Energy Conservation Award scheme after BEE Financed detailed energy audits in more than 870 industries/ commercial buildings and energy savings worth Rs.103.00 crore achieved. Maharashtra has installed capacity of 6155.20 MW renewable energy projects. Retains its position in the country. The largest installation of Solar Water Heating Systems – Achievement of 10.24 lakh sq.m. collector area (640 Lakh LPD):- 640MW Peak Load Shaving The largest number of wind solar hybrid systems (1948 KW) The world’s largest Solar Cooking System (17,000 Meals) at Shirdi. The first state in the country to initiate action on Geothermal Power Projects on commercial basis.

Energy Consumption:

Maharashtra is the largest power generating state in India with the largest electricity system capacity. As on 31st October, 2016, the installed capacity of Maharashtra is 39984 MW, which is 13.01 per cent of the total installed capacity in India. It comprises of 29292 MW thermal (73.25%), 3331.84 MW Hydro (8.33%), 6669 MW Renewable Energy (16.67%) and 690.14 MW of Nuclear Energy (1.72%). The main source of power generation in Maharashtra is fossil fuels such as coal and natural gas. A little is being contributed by the hydro and nuclear energy sources. 1. Organization Profile: The State Energy Conservation Mission (SECM) is a Society registered under AP Societies Registration Act 2001, and is vested with the responsibility of initiating & implementing several Energy Efficiency & Conservation (EE&EC) programmes in the state covering all key sectors like Domestic, Municipal, Agriculture, Industrial, Secondary Education & Technical Education etc. The Chief Secretary, GoAP is the Chairman of the Society and the Secretary, Energy I&I & CRDA is the Vice-Chairman of this Society. 2. Year of Establishment: The Govt. of AP has constituted APSECM, in the year of 2012 & designated the same as State Designated Agency (SDA) of AP in 2014 to implement Energy conservation activities and co-ordinate, regulate, and enforce the provisions of Energy Conservation Act, 2001 in the AP state. 3. STATE ENERGY CONSERVATION MISSION Is constituted to: a) to Champion the cause of Conservation of Energy and take all necessary measures for creation of necessary awareness leading to economical consumption of energy; b) to Devise measurable and sustainable goals with clear action plan, involving organizations like APTRANSCO, APDISCOMs, APGENCO, etc; c) to Compile best practices and methods to reduce consumption in each of the domestic, commercial, industrial & agriculture segments d) to advise the State Government on the implementation of various provisions of Energy Conservation Act, 2001.

487 Energy Conservation & Energy Efficiency activities taken up in the state:

Unnat Jyoti by Affordable LEDs for All (UJALA) : Under this scheme, two LED bulbs of 9W capacity are distributed at nominal price of Rs.10/- each to the households. So far 1.90 Crore LEDs were distributed against target of 2.32 Crore LED bulbs. The consumers are expected to save on an average around Rs.400 to Rs.600 annually in their electricity bills .The scheme is expected to reduce peak demand in the Grid by 650MW and energy savings of around 1710 MU annually as per third party survey report. Go AP has also decided to distribute 2 More LED Bulbs for SC/ST household consumers In financial year 2015-16, around 1.88 crore LED bulbs have been distributed with Energy savings of 706 MU.

LED based Street lighting in all ULBs(Municipalities): Installation of 5.25Lakhs LED street lights is completed i.e 95%, as against the target for installation of 5.7 Lakh LED street lights in all the Municipalities & Municipal Corporations of the state till date and expected to complete the 100% ULB’s by end of Novemeber 2016. The scheme is expected to result in energy and economical savings of around 35 – 40% in each ULB totaling around 50MU in the entire state. In Financial year 2015-16, around 2.25 Lakh LED street lights have been installed and accrued energy savings of 41.5 MU

Replacement of inefficient Agr.pumpsets with Five star energy efficient pump-sets: A pilot project has been taken up in Rajanagaram Mandal of East Godavari, in A.P, State for replacement of Old and obsolete pumps with new energy efficient pumps. As per the test results conducted so far, the pump sets are yielding about 30% efficiency gain in Energy Consumption and an increased water discharge of around 15%. For the entire project of 2496 pump sets, Energy savings of 20 Million Units & Monetary savings of Rs. 7.88 Crs are expected annually. Considering the success achieved in the pilot project, the State Govt has decided to implement the above AgDSM project across the entire state in a phased manner to cover all existing pump sets of 15 Lakhs . Tenders have been called for 2 Lakh pump sets as a Phase 1 of the project. In financial year 2015-16, around 626 energy efficient pumpsets have been installed with Energy savings of 5 MU.

Domestic Efficient Fan programme (DEFP): Under this programme 5 star rated Fans will be distributed to the interested consumers of different categories for direct payment or through monthly EMIs (Only for domestic) for two Years through Electricity Bills. In this scheme 75 Watts (W) obsolete fan is being replaced with 50 W, EE fan saving around

488 25 W Energy savings per fan. So far about 1.40 Lakh (70%) (Krishna & West Godavari Districts ) Fans have been distributed, out of total target of 2 lakhs, which is expected to save 21 MU per annum in this two districts. It is contemplated to distribute 21 lakh energy efficient fans in the entire state of A.P. With an expected annual savings of 220MU.

Energy Efficient tube lighting Program: The program is about to be launched by Hon’ble CM in the first week of Dec- 16. Under this program 20 W Energy efficient tube lights will be distributed to the interested consumers of different categories for direct upfront payment at a low price of Rs.230/- only as against market price of Rs.600/-. The conventional tube light of 40W + 12 W (ballast consumption) would be replaced with 20 W tube which would save around 32 W savings per tubelight amounting to 57 units(kWH ) per annum @ Rs.200/- per tubelight (@avg. domestic tariff of Rs.3.5 per unit), resulting a payback period of almost one year.

Energy efficiency measures in state Govt Office Buildings:

A project is contemplated for replacement of old/obsolete equipment with Energy Efficient Equipment / Appliances of 5 Star rating in all Govt. Buildings in the State with 20kW and above contracted capacity. The equipment include LED Tube Lights, fans, Air Conditioners, Refrigerators, Water pump sets etc... The objective of the Energy Audit is to assess the inventory requirement for replacing the old / inefficient equipment and baseline energy consumption patterns. Information on list of services pertaining to state Govt. Buildings with 20 kW & above contracted capacity is obtained. Selection of Energy Auditing firm for conducting Energy Audits is in progress. In this context, SDA has started pilot projects in temples and schools

Energy audit in seven temples: GoAP issued order instructing APSECM to undertake a detailed study on energy consumption of seven (7) major temples and suggest suitable strategy and specific plans for implementing energy efficiency measures, Energy Audit was successfully completed and has submitted the final reports of Seven temples were sent to the Principal Secretary, Endowments GoAP and all the Executive Officers of seven Temples for further implementation of various suggested measures.

ECBC-Implementation in A.P: GOAP has adopted the mandatory Energy Conservation Building Code (ECBC) issued by the BEE, for compliance vide Government Order MS. No. 30 dated 28.01.2014.It has been issued as an Amendment to the AP. Building Rules.

489 The key features of the notification are as below: – The code is applicable to commercial buildings or building complexes with a plot area of 1,000 m2 or more or 2000 m2 built up area whichever is higher – Certain categories of buildings such as Multiplexes, Hospitals, Hotels, and Convention Centers shall comply with the ECBC irrespective of their built up area – The code compliance will be checked through third party agency at two stages: one at Building design approval stage and second at Building occupancy stage. AP is one of the pioneer states to adopt the ECBC. ASCI has been appointed to impart training to important stakeholders like Builders, Architects, Officials of MA&UD, Building Material Vendors in the first phase during 2014 to 2015 with UNDP funds.

EE MEASURES IN SCHOOL EDUCATION Dept: School Education Dept. GoAP expressed interest to implement Energy Efficiency measures like LED Bulbs, LED Tube Lights and Energy Efficient Fans in certain Model Schools and associated Girls Hostels, in cooperation with SECM. 25 model schools/Hostels have been selected in Andhra Pradesh for conducting Pre-retrofitting Energy Audit Study for implementing the above measures. As part of the above project, a pre retrofitting walk through Energy Audit of 25 schools selected by school education Andhra Pradesh was conducted during July - August 2016 by SECM. A detailed report on the preliminary audit and the necessary inventories have been prepared and submitted to School Education Dept for their review. Summary sheet is under reference:

ENERGY MANAGEMENT CENTRE Thiruvananthapuram ()

Profile

Energy Management Centre (EMC), Kerala, the first State level organization exclusively for promoting energy conservation came into existence on 07-02- 1996. The Centre is an autonomous body under the Department of Power, , devoted to the improvement of energy efficiency in the State, promotion of energy conservation and encouraging development of technologies related to energy through research, training, demonstration programmes and awareness creation. EMC has been nominated by the Government of Kerala as the State Designated Agency for EC Act 2001.

With the support of Bureau of Energy Efficiency, EMC has conducted a series of capacity building programs to the practicing engineers and architects of building sector of State of ECBC. So far EMC has conducted 22 capacity buildings programs and trained more than 1000 engineers/architects from PWD, LSGI and other departments.

State Energy Conservation Awards

Hon’ble Minister for Power Government of Kerala Shri. Aryadan Muhammed presented the State Energy Conservation Awards instituted by Government of Kerala in recognition of meritorious effort in the field of Energy Conservation in six categories at Thiruvananthapuram on the National Energy Conservation Day, 14 December 2015. Participated organizations for the Award have saved 77 MU of electricity and 9610 Tons of oil. EMC has received 56 applications for the State award competition.

492 Smart Energy Programme

As a part of inculcating Energy Conservation among school children EMC started a new programme titled ‘Smart Energy Program (SEP)’ which was launched on 26th September 2014. This scheme is made operational in all the 41 education districts(ED) spread over 14 revenue districts of the state. EMC has selected District Coordinators for each revenue district and joint coordinators for each educational district selected by respective District Coordinators. Under Smart energy Programme in 2015-16, 1523 schools with 62,400 students have been enrolled.

URJA KIRAN

“URJA KIRAN” program is an energy conservation awareness campaign for general public which comes under the Public Awareness Scheme of Energy Management Centre (EMC) -Kerala. The objective of the program is to create awareness on the importance of energy efficiency and energy conservation among the general public of Kerala. The program will be conducted through NGOs and Govt. Academic/ R&D institutions (other than schools) in Kerala. Centre for Environment and Development (CED) was appointed as the Resource Agency (RA) to coordinate and monitor the activities of Participating Agencies (PA).

192 programs were conducted covering all the 140 Legislative Assembly Constituencies in Kerala during November 2015 to February 2016
