MAHARASHTRA ENERGY DEVELOPMENT AGENCY (MEDA) Pune (Maharashtra) 481 First Prize State Designated Agencies MAHARASHTRA ENERGY DEVELOPMENT AGENCY (MEDA) Pune (Maharashtra) SDA Profile Maharashtra Energy Development Agency (MEDA) is registered under Societies Registration Act - 1860. It commenced actual functioning from July 1986. MEDA's mandate is to undertake development of renewable energy and facilitate energy conservation in the State of Maharashtra, as the State Nodal Agency. The Controlling body of MEDA is the Governing Body, with Hon. Minister for New and Renewable Energy, Maharashtra State, as Chairman, Hon. Minister of State for New and Renewable Energy as Vice Chairman, Secretaries / Principal Secretaries of six other departments of Govt. of Maharashtra as Member and Director General, MEDA, as member secretary. The broader objective is to promote, develop and diffuse knowledge in the various fields of renewable energy source and energy efficiency. MEDA also assists the Government of Maharashtra and the Govt. of India in the efforts to develop and promote renewable and alternative energy sources / technologies and to evolve and promote energy conservation policies. Since its inception, MEDA is promoting energy conservation in the state through a scheme called "Save Energy Programme". MEDA has also promoted new technologies like LEDs, use of Electronic Ballasts, Improved Kerosene Lantern, Improved Kerosene Stove, Improved Chulhas, Improved Crematoria in the 1990s. MEDA has implemented energy efficiency projects in industries on shared savings basis, when these concepts were new in India. MEDA has also implemented energy efficiency programmes in the agriculture sector such as replacement of foot valves, pipes, capacitors in agriculture pump sets etc in the year of 2000. 483 Energy Conservation: Issued the GR No.BDG2016 / P.K.133/ Buildings-2, dated 8th July, 2016 for implementation of Green Building Concept for building projects of GoM. GR states that the development of all upcoming Government buildings & renovation of existing buildings to be carried out as per Green Building ratings. The audit of buildings to be done by the agencies like GRIHA, LEED, IGBC etc. MEDA has important role to play for capacity building of engineers of PWD and officials of town planning. MEDA is planning to conduct one day workshops and 2 day detailed training program at Region level. Mandatory use of Environment Friendly resources in construction of new Government/ Semi-Government Buildings to promote Green Buildings New scheme introduced for providing financial assistance for implementation of LED streetlights in C Class Municipal Council. New Scheme introduced for providing financial assistance for implementation of Energy Conservation Demonstration Projects in SME sector. Highest number of 14 Energy Conservation Demonstration Projects in Government Building financed by MEDA in one year i.e. FY 2015-16. Total financial assistance of Rs. 323 lakhs provided. This includes State share of Rs. 231 lakhs. Highest number of public awareness programmes/ workshops / seminars conducted in the State. New policy for providing financial assistance upto Rs. 2.00 lakh for conducting energy audit and Rs. 1.00 lakh for water audit VAT on LED bulbs & Tube lights reduced from 12.50% to 5% Mandatory use of 4 and 5 star labeled products in Govt./ Semi Govt./ Local Govt. organisations First State to start State level Energy Conservation Award scheme after BEE Financed detailed energy audits in more than 870 industries/ commercial buildings and energy savings worth Rs.103.00 crore achieved. Total energy savings through EC Award participating units reported 270 MW in FY 2014-15. First State to start Waste Heat Recovery Scheme First State to notify DSM regulations from State Regulatory Commission Notification issued for Mandatory Energy Audits of all Sugar Factories Renewable Energy Maharashtra has installed capacity of 6155.20 MW renewable energy projects. Retains its position in the country. The largest wind resource monitoring programme in the country (399 sites) The first state in the country to initiate solar resource assessment. The largest installation of Solar Water Heating Systems Achievement of 10.24 lakh sq.m. collector area (640 Lakh LPD):- 640MW Peak Load Shaving The largest number of wind solar hybrid systems (1948 KW) The worlds largest Solar Cooking System (17,000 Meals) at Shirdi. As on 31st October, 2016, the installed capacity of Maharashtra is 39984 MW, which is 13.01 per cent of the total installed capacity in India. It comprises of 29292 MW thermal (73.25%), 3331.84 MW Hydro (8.33%), 6669 MW Renewable Energy (16.67%) and 690.14 MW of Nuclear Energy (1.72%). The main source of power generation in Maharashtra is fossil fuels such as coal and natural gas. A little is being contributed by the hydro and nuclear energy sources. Organization Profile: The State Energy Conservation Mission (SECM) is a Society registered under AP Societies Registration Act 2001, and is vested with the responsibility of initiating & implementing several Energy Efficiency & Conservation (EE&EC) programmes in the state covering all key sectors like Domestic, Municipal, Agriculture, Industrial, Secondary Education & Technical Education etc. The Chief Secretary, GoAP is the Chairman of the Society and the Secretary, Energy I&I & CRDA is the Vice-Chairman of this Society. 2. Year of Establishment: The Govt. of AP has constituted APSECM, in the year of 2012 & designated the same as State Designated Agency (SDA) of AP in 2014 to implement Energy conservation activities and co-ordinate, regulate, and enforce the provisions of Energy Conservation Act, 2001 in the AP state. 3. STATE ENERGY CONSERVATION MISSION Is constituted to: a) to Champion the cause of Conservation of Energy and take all necessary measures for creation of necessary awareness leading to economical consumption of energy; b) to Devise measurable and sustainable goals with clear action plan, involving organizations like APTRANSCO, APDISCOMs, APGENCO, etc; c) to Compile best practices and methods to reduce consumption in each of the domestic, commercial, industrial & agriculture segments d) to advise the State Government on the implementation of various provisions of Energy Conservation Act, 2001. So far 1.90 Crore LEDs were distributed against target of 2.32 Crore LED bulbs. The consumers are expected to save on an average around Rs.400 to Rs.600 annually in their electricity bills .The scheme is expected to reduce peak demand in the Grid by 650MW and energy savings of around 1710 MU annually as per third party survey report. Go AP has also decided to distribute 2 More LED Bulbs for SC/ST household consumers In financial year 2015-16, around 1.88 crore LED bulbs have been distributed with Energy savings of 706 MU. LED based Street lighting in all ULBs(Municipalities): Installation of 5.25Lakhs LED street lights is completed i.e 95%, as against the target for installation of 5.7 Lakh LED street lights in all the Municipalities & Municipal Corporations of the state till date and expected to complete the 100% ULBs by end of Novemeber 2016. The scheme is expected to result in energy and economical savings of around 35 40% in each ULB totaling around 50MU in the entire state. In Financial year 2015-16, around 2.25 Lakh LED street lights have been installed and accrued energy savings of 41.5 MU Replacement of inefficient Agr.pumpsets with Five star energy efficient pump-sets: A pilot project has been taken up in Rajanagaram Mandal of East Godavari, in A.P, State for replacement of Old and obsolete pumps with new energy efficient pumps. As per the test results conducted so far, the pump sets are yielding about 30% efficiency gain in Energy Consumption and an increased water discharge of around 15%.
