RESUME OF BUSINESS TRANSACTED DURING THE TENTH SESSION OF THE THIRTEENTH KERALA LEGISLATIVE ASSEMBLY The summons dated December 18, 2013 for the Tenth Session of the Thirteenth Kerala Legislative Assembly was issued to the Members on December 19, 2013. The session commenced at 9.00 a.m. on Friday, January 3, 2014 and adjourned sine-die at 7.32 p.m. on Thursday, February 6, 2014. The House met on the following days viz., January 3, 6, 7, 8, 20, 21, 22, 23, 24, 27, 28, 29, 30, February 3, 4, 5, 6 (17 days of sittings). The House transacted business for 135 hours and 57 minutes. Private Members Business was not transacted during the session. Governors Address The Governor Shri Nikhil Kumar addressed the Members of the Legislative Assembly at 9 a.m. on January 3, 2014. The discussion on the Motion of Thanks to the Governor’s Address commenced on January 6, 2014 with Shri Benny Behanan moving the following motion : “2014 P\p-hcn 3˛mw XobXn Kh¿Æ¿ tIcf \nb-a-k-`mw-K-ß-tfmSv sNbvX {]kw-K-Øn\v \nb-a-k-`mw-K-߃ Kh¿Æ¿°v \µn tcJ-s∏-Sp-Øp-∂p''. The discussion on the Motion of Thanks lasted for 3 days, viz., January 6, 7 and 8, 2014. The motion was adopted on Janurary 8, 2014. The House devoted 13 hour and 18 minutes for the discussion on the Motion of Thanks and 38 Members participated in the discussion. Obituary Reference On January 6, 2014, the Speaker made references on the demise of Nelson Mandela, former South African President, Khurshed Alam Khan former Kerala Governor, Prof. Oommen Mathew, Veliyam Bhargavan, M. A. Thomas, R. Balakrishna Pillai, Rachel Sunny Panavelil, Rosamma Punnoose and V. T. Sebastian former members of Kerala Legislative Assembly. As a mark of respect to the deceased, the members stood in silence for a while. Panel of Chairmen The following members were nominated to the Panel of Chairmen for the session: Shri P. C. On 20th January 2014, Minister for Education laid on the Table the Corrected answer to Unstarred Question No. 626 of the Twelfth Session of Twelfth Kerala Legislative Assembly. On 21st January 2014, Minister for Agriculture, Animal Husbandry, Printing and Stationery laid on the Table the Corrected answer to Unstarred Question No. 1489 of the Ninth Session of Thirteenth Kerala Legislative Assembly. Adjournment Motion During the session 14 notices of Adjournment Motion were received. None out of them was admitted. Details of adjournment motions in respect of which consent was withheld after hearing the views of Ministers concerned on the floor of the House are given in Appendix II. Research undertaken using the resources available to the Tribunal identified one person with the name Thamarakshan who is involved in politics in Kerala State, India. This person is Professor A.V. Thamarakshan. The Election Commission of India first records his involvement in an election in 1977, when he won the seat of Mararikulam in the Kerala Assembly as a member of the Revolutionary Socialist Party (RSP). This seat he won again in the 1980 and 1982 elections (‘Election Results for 99 – Maraikulam Assembly Constituency’ (undated), Election Commission of India website http://www.eci.gov.in/ElectionAnalysis/AE/S11/partycomp99.htm – accessed 25 August 2006 – Attachment 1). He then changed to stand for the Haripad seat, and in 1987 and 1991 elections came second.

(Press Trust of India photo) Kochi/Munnar: The nine­day agitation by women tea plantation workers in Munnar ended today with the management of Kanan Devan Hills Plantations company agreeing to the agitators' major demands in a marathon discussion chaired by Chief Minister Oommen Chandy. Talking to reporters after the parleys, Mr Chandy said that though the management had raised "certain technical and economic issues" regarding the agitators' demand for 20 per cent bonus, they had agreed with the government's position on the matter. "The management said it would accept it as a special case if the government declares that 8.33 per cent bonus and 11.67 ex gratia (total 20 per cent) will be given to the workers. "Based on this understanding, all the stakeholders, including approved trade unions, representatives of the agitating women and elected representatives of the people, reached an agreement," Mr Chandy said. Regarding the plantation workers' demand for a hike in wages, the chief minister said that "a meeting of the Plantation Labour Committee will be convened on September 26 and the issue will be addressed through that mechanism". State Labour Minister Shibu Baby John will attend the meeting, Mr Chandy said. Several rounds of separate discussions were held in Kochi since morning between the government, the company's management and representatives of workers after which a final, consensus decision was arrived at in the presence of the Chief Minister.

This also includes construction of Bypass at Attingal. (b) The procedure for 3-A notification in this regard has been initiated. (c) to(d)The Government of Kerala has agreed to share 25% land acquisition cost for up-gradation of NH-66 in the State of Kerala. A Financial Participation Agreement to this effect has also been signed in October, 2019 amongst Government of India, Government of Kerala and Kerala Infrastructure Investment Fund Board (KIIFB) with provisions of various modalities adopted in this regard for expeditious land acquisition.

In the six decades since the coastal south Indian state was formed and made history by becoming the first anywhere in the world to return a communist government to power through the ballot box in 1957, elections in Kerala have been remarkably consistent. Coalitions led by either the communists or the Congress Party – since 1982 the Left Democratic Front (LDF) or the United Democratic Front (UDF) – have alternated in winning all but one of thirteen elections (the exception was in 1977). The results of the polls on 16 May were no different: the LDF succeeded in ousting the UDF from office, claiming 91 of the 140 state assembly seats to 47 for the UDF.
