RESUME OF BUSINESS TRANSACTED DURING THE TENTH SESSION OF THE THIRTEENTH KERALA LEGISLATIVE ASSEMBLY The summons dated December 18, 2013 for the Tenth Session of the Thirteenth Kerala Legislative Assembly was issued to the Members on December 19, 2013. The session commenced at 9.00 a.m. on Friday, January 3, 2014 and adjourned sine-die at 7.32 p.m. on Thursday, February 6, 2014. The House met on the following days viz., January 3, 6, 7, 8, 20, 21, 22, 23, 24, 27, 28, 29, 30, February 3, 4, 5, 6 (17 days of sittings). The House transacted business for 135 hours and 57 minutes. Private Members Business was not transacted during the session. Governors Address The Governor Shri Nikhil Kumar addressed the Members of the Legislative Assembly at 9 a.m. on January 3, 2014. The discussion on the Motion of Thanks to the Governor’s Address commenced on January 6, 2014 with Shri Benny Behanan moving the following motion : “2014 P\p-hcn 3˛mw XobXn Kh¿Æ¿ tIcf \nb-a-k-`mw-K-ß-tfmSv sNbvX {]kw-K-Øn\v \nb-a-k-`mw-K-߃ Kh¿Æ¿°v \µn tcJ-s∏-Sp-Øp-∂p''. The discussion on the Motion of Thanks lasted for 3 days, viz., January 6, 7 and 8, 2014. The motion was adopted on Janurary 8, 2014. The House devoted 13 hour and 18 minutes for the discussion on the Motion of Thanks and 38 Members participated in the discussion. Obituary Reference On January 6, 2014, the Speaker made references on the demise of Nelson Mandela, former South African President, Khurshed Alam Khan former Kerala Governor, Prof. Oommen Mathew, Veliyam Bhargavan, M. A. Thomas, R. Balakrishna Pillai, Rachel Sunny Panavelil, Rosamma Punnoose and V. T. Sebastian former members of Kerala Legislative Assembly. As a mark of respect to the deceased, the members stood in silence for a while. Panel of Chairmen The following members were nominated to the Panel of Chairmen for the session: Shri P. C. Thilothaman Questions Details regarding the number of questions received and the number of questions answered on the floor of the House etc., are given in Appendix I and IA. 569/2014. 2 Correction of answers to Unstarred Questions On 6th January, 2014, Minister for Home and Vigilance laid on the Table the Corrected answer to Unstarred Question No. 1824 of the Fifth Session of Thirteenth Kerala Legislative Assembly. On 20th January 2014, Minister for Education laid on the Table the Corrected answer to Unstarred Question No. 626 of the Twelfth Session of Twelfth Kerala Legislative Assembly. On 21st January 2014, Minister for Agriculture, Animal Husbandry, Printing and Stationery laid on the Table the Corrected answer to Unstarred Question No. 1489 of the Ninth Session of Thirteenth Kerala Legislative Assembly. Adjournment Motion During the session 14 notices of Adjournment Motion were received. None out of them was admitted. Details of adjournment motions in respect of which consent was withheld after hearing the views of Ministers concerned on the floor of the House are given in Appendix II.
