The Agency is comprised of the Departments of Economic, Housing, and Community Development, and Tourism and Marketing. The Agency also includes: Vermont Life Magazine, the Vermont Downtown Program and the Division for Historic Preservation. The Vermont Agency of Commerce and Community Development is organized to provide economic development, land use planning, and tourism and state marketing & promotions in an integrated approach through the providers, programs and services of the: The Vermont Department of Economic, Housing and Community Development1 Programs/services of the Department: Vermont Procurement Technical Assistance Center2 – For businesses with an interest in selling to the government, the Vermont Procurement Technical Assistance Center (VTPTAC) is where to begin. VTPTAC is part of a network of 93 Procurement Technical Assistance Centers that share one common goal: to provide businesses with an understanding of the requirements of government contracting, subcontracting and the know-how to obtain and successfully perform federal, state, and local contracts. Vermont Training Program3 – The Vermont Training Program provides funds for the training of employees in new and existing businesses in the sectors of Manufacturing, Information Technology, Healthcare, Telecommunications and Environmental Engineering. The State offers three training initiatives: new employee training; upgrade training and crossover training for incumbent workers. These individually designed training programs may include on-the-job; 1 http://accd.vermont.gov/business 2 http://accd.vermont.gov/business/start/vtptac 3http://accd.vermont.gov/business/start/training 3 classroom; skill upgrade; or other specialized training which are mutually agreed upon between the State and employer. Recruitment4– The Vermont Department of Economic Development provides customized and confidential assistance to out-of- state companies that are interested in expanding or relocating to Vermont. Large and small businesses alike receive individualized attention on matters such as site location, finance options, training programs, tax incentives, and more. This department coordinates in- state site visits and serves as a liaison with other state offices. Financial Services Resources5 – Vermont is home to a healthy financial services community, ranking as the nation’s largest captive insurance domicile with over 700 companies licensed and $10 billion in premiums flowing through the state last year. Since 1981, Vermont has passed legislation to keep pace with the changing needs of the financial services industry, including the Financial Services Development Tax Credit passed in 1996. The Department of Economic Development provides assistance with recruitment efforts, as well as ongoing support of Vermont Financial Services businesses. 6 Vermont Global Trade Partnership – The Vermont Global Trade Partnership (VGTP) is Vermont's center for international business assistance. Formed in 2004, the Trade Partnership provides technical assistance and trade counseling, import and export leads, educational programs, coordinated trade missions and trade shows, and many other useful services to help Vermont companies seeking to succeed in international markets. It is the Mission of the Vermont Global Trade Partnership to provide, through collaboration, sustainable, cost effective and coordinated assistance to Vermont companies doing business in the global marketplace with emphasis on providing technical assistance, information, facilitation, training and support. Housing and Community Development7 Housing and Community Affairs offers a wide range of programs to further sustainable development in Vermont communities. Roy and Maddy Feldman, a father- daughter team has been in the bagel business for many years. The business is located on 660 Pine street. The company's vision is to bring authentic New York style bagels to Burlington. They specialize in a product that is made from local ingredients. They make bagels fresh every day along with a variety of salads, soups, and sandwiches. Everything at Feldman’s is fresh including their specialty cream cheese and pickles, which is made in house. As a new business, Feldman’s Bagels wishes to expand their customer base into the larger student market around them. Burlington has almost 16,000 college students in Burlington alone. College students are a great market because they love to go out to eat, they tend to like inexpensive options, and they appreciate local ingredients. With more marketing, and public awareness (particularly to UVM and Champlain College) Feldman’s has a high chance of being the best out of all the competitors towards the scope of bagels. After all, it is their specialty. Core Competency & Sustainable Competitive Advantage: Feldman’s Bagels sustainable competitive advantage is their recipe. They have a master bagel maker named Roy. His experience is invaluable and he produces very high quality bagels that are difficult for competitors to match. Collins as CEO submitted a substantive change proposal seeking Commission approval to unite Johnson State College and Lyndon State College, both members of the Vermont State Colleges System (VSCS), as Northern Vermont University (NVU) with campuses at both locations, NVU-Lyndon and NVU-Johnson. In his December 7, 2017, letter, Commission on Institutions of Higher Education Chair David P. Angel conveyed the Commission’s decision, taken at its meeting on September 29, 2017, to accept the colleges’ report and approve the plans to merge as Northern Vermont University as of July 1, 2018. President of the Commission Barbara E. Brittingham wrote to President Collins on December 21, 2017, confirming that the new Northern Vermont University had been granted initial accreditation as of July 1, 2018. In accordance with the policy on substantive change, the Commission in its December letter also scheduled a Spring 2019 site visit to assess initial implementation of the merger. For the progress report in advance of the site visit the Commission directed particular attention to three areas: (1) developing an effective governance structure for Northern Vermont University that provides for the participation of constituency groups on both campuses; (2) consolidating the planning and evaluation activities of the two institutions and implementing an institution-wide approach to assessing student learning; (3) meeting enrollment goals and achieving a balanced budget that ensures sufficient staffing for Northern Vermont University’s two campuses.

The 15-member task force, called VSCS Forward, is comprised of diverse and highly skilled individuals representing all VSCS entities, as well as faculty, staff, students, and trustees. Each college and full-time bargaining unit was asked to select participants. An outside professional facilitator will be hired to lead the group discussion and support the team’s work. “VSCS Forward is a critical next step in our work to move beyond the challenges of the past and toward a future where our system is thriving, our faculty and staff are supported in new and exciting ways and our students receive the high quality education they deserve,” said Interim Chancellor Zdatny. “We must seize this opportunity to build an inclusive and thoughtful process to consider how we transform into a sustainable organization with high-demand programs that prepare students for the economy of the future.” VSCS Forward members will spend the next few months meeting, researching and analyzing the system.
