To provide more choices for travel across the Greater Toronto and Hamilton Area, meet increasing customer demand, and attract more transit users in the future, a need has been identified to expand rail service beyond Oshawa to Bowmanville. Further, the rail fleet has outgrown its existing storage and maintenance facilities at Willowbrook, GO'S largest and primary rail maintenance facility located in Etobicoke. The purpose of this TPAP EA will be to investigate the future service requirements between Oshawa and Bowmanville and the potential impacts of building a new rail maintenance and storage facility in Whitby. 3.0 Proposed Work GO Transit completed a feasibility study to expand train service from Oshawa to Bowmanville, which investigated both the CN and CP railway connections, recommended a preferred expansion route, and potential station, layover, and maintenance facility locations. The study recommended connecting the existing CN railway corridor, just west of the existing Oshawa GO Station, north across Hwy. 40i to the CP conidor. The TPAP EA will review in more detail potential sites for new stations, layover, and maintenance facilities, the CN/CP connection, and potential improvements to the existing rail line. 4.0 TPAP EA Process Work under this project is associated with the expansion of GO Transit's rail service to meet the anticipated transit demands and maintenance facility requirements. The environmental impact of this project will be assessed according to the Transit Project Assessment Process as prescribed in Ontario Regulation 231/08, Transit Projects and Greater Toronto Transportation Undertakings.
