1. Call to Order

1.1 Reeve Bester called the meeting to order at 9:03 A.M.

2. Opening Prayer

2.1 The opening prayer was offered by Murray Millward.

Adoption of the Agenda

3.1 Adoption of the October 15, 2019 Council Meeting Agenda:

403.19 Councillor Harris moved that the agenda be adopted with the following additions:

1) Diamond Willow Lodge (Item 13.1); 2) Cardston High School Hope Squad Donation Request (Item 13.2); 3) Garbage Billing Alternatives (Item 19.1); 4) 2020 Budget Discussion (Item 21.1); 5) Aetna Waterline Lateral Lines (Item 21.2)

1) That Resolution 388.19 be amended to read "second reading"

Council reviewed the C.A.O. Report.

8.1 Cardston High School Hope Squad (9:29 A.M.):

At 9:29 A.M., Cody Toone from the Cardston High School Hope Squad attended the Council Meeting to discuss a donation request. Please see Item 13.2 for more information.

9. Reguests for Decision

9.1 Annual Replacement of John Deere Side by Sides (9:50 A.M.):

Referred to Council from the September 24, 2019 ASB Meeting, Council discussed an annual replacement program for the ASB's John Deere side by sides.

101 Public Hearings for Proposed Bylaw 727.2019 (Cardston County- Lethbridge County Intermunicipal Development Plan Bylaw) and Proposed Bylaw 726.2019 (Cardston County-M.D. of Pincher Creek Intermunicipal Development Plan Bylaw) (10:07 A.M.):

At 10:07 A.M., the Council Meeting was recessed for Public Hearings on proposed Bylaws 727.2019 (Cardston County-Lethbridge County Intermunicipal Development Plan Bylaw) and 726.2019 (Cardston County-M.D. of Pincher Creek Intermunicipal Development Plan Bylaw).

410.19 Councillor Leavitl moved that the Council Meeting be recessed for the Public Hearings at 10:07 A.M.

12.1 Ag-Plastic Recycle Program Pilot (10:23 A.M.):

Council discussed the Services Agreement for the Ag—PlasticRecycle Program Pilot.

415.19 Councillor Leavitt moved that Administration be authorized to sign the Services Agreement for the Ag—PlasticRecycle Program.

12.2 Shallow Gas Tax Relief (10:31 A.M.):

Council discussed a new Provincial property tax relief program for shallow gas producers.

416.19 Councillor Bullock moved to reduce taxes on three gas parcels per the Shallow Gas Tax Relief Program and presented by Municipal Affairs as follows, Long Run Exploration Ltd BA Code A5170 Pipeline

Cardston County Council Meeting Minutes Tuesday, October 15, 2019 to be reduce in the amount of $37.71 and Long Run Exploration Ltd BA Code A5170 shallow well in the amount of $189.82 and Omimex Ltd, BA Code OP830 Shallow well in the amount of $245.36 for a total reduction of $472.89.

12.3 Water Security Forum 2019 (10:34 A.M.):

Council discussed matters related to the Water Security Forum 2019.

417.19 Councillor Leavitt moved that Councillor Houghton be appointed as Cardston County's representative at the Water Security Forum on November 7, 2019.

12.4 Proposed Road Closure (10:38 A.M.):

Council discussed a proposed road closure in Spring Coulee.

418.19 Councillor Harris moved that the road allowance be closed, with all associated road closure costs being the responsibility of the applicant.

Council discussed a proposed road closL1reon an undeveloped road allowance between SW 6—3—27—W4and SE l-3-28—W4.

419.19 Councillor Leavitt moved that the road allowance be closed, and that all associated road closure costs be the responsibility of the applicant.

12.6 Fire Response Invoice (10:53 A.M.):

Council reviewed a fire response invoice from a landowner who had a fire in late August of 2019.

13.1 Diamond Willow Lodge (11:10 A.M.):

Council discussed air conditioning issues in Diamond Willow Lodge and a possible meeting with the Minister of Seniors and Housing.

Council reviewed the financials for the month of August.

16.1 The Reeve noted that no residents were in attendance for Questionand Answer period and proceeded to Item 17.1.

Council reviewed the accounts payable.

20.1 Blaine Jensen, President - Cardston Historical Society (12:57 P.M.):

At 12:57 P.M.. Blaine Jensen from the Cardston 1-listoricalSociety attended the Council Meeting to provide an update to Council on his organization's Strategic Plan.

21.1 2020 Budget Discussion (1:15 P.M.):

Council discussed the 2020 Budget.

21.2 Aetna Waterline Lateral Lines (1:52 P.M.):

Council discussed the Aetna Waterline project's lateral lines.

424.19 Councillor Nish moved that Administration look into the possibility of transferring grant funds from the Waterline project to the Aetna Waterline project. If unsuccessful in transferring the funds, the Carlson—Bustlateral line will proceed.

Closed Meeting of Council

221 Closed meeting of Council to be held pursuant to: 1. Section 197(2) of the Municipal Government Act; and 2. Sections l7(4[f]) and 2l(l[ii]), of the Freedom r)fIn_f0rnmti0n and Protection 0fPrz'vucy Aer.

425.19 Councillor Harris moved that Council close the meeting to the public to discuss matters related to intergovernmental relations and employee matters as per Sections 17 and 21, FOIP, at 2:16 P.M. Councillor Nish declared a pecuniary interest and removed himself from voting and discussion on Resolutions 425.19-427.19.

427.19 Councillor Bullock moved that the C.A.O. be authorized to proceed with the employee matter as discussed in the closed meeting.
