THE MORAL POLITICS OF SOCIAL CONTROL: POLITICAL CULTURE AND ORDINARY CRIME IN CUBA Deborah M. Weissman & Marsha Weissman* [Y]our ideals are too high . An idea that is so high that it is beyond reach of the real is not very useful . What you need here among the Cubans is a desire to make money, to found great enterprises, and to carry on the prosperity of this beautiful island, and the young Cubans ought, most of them, to begin in business . The right of property and the motive for accumulation, next to the right of liberty, is the basis of all modern, successful civilization, and until you have a community of political influence and control which is affected by the conserving influences of property and property ownership, successful popular gov- ernment is impossible.1 [T]he moral factors, the factors of conscience, the cultural factors are irreplaceable under socialism. We should not think, even for a minute, that we are going to solve with money those problems that only the conscience can resolve. What we should do is use material incentives intelligently and combine them with moral stimuli, use them as rein- forcers. We should not believe for an instant that now we can manage today’s man, the socialist man, by virtue of material incentives exclu- sively, because material incentives do not have the attraction here that they have under capitalism where everything depends—life and 2 death—upon the money in one’s pocket. * Deborah M. Initially, the United States was most concerned by the close geographical proximity of a Soviet Union-allied socialist govern- ment, as well as the possibility of Cuban influence in Latin America. In the post-Cold War years, journalists and pundits focused their commen- tary on Cuba’s lack of democratic political institutions, human rights vi- olations, and a pathological obsession with the Castro brothers.4 Even though the current administration has acknowledged the failure of U.S. policy with respect to Cuba, no substantive changes have been an- nounced.5 As a result, the narrative of Cuba in the United States contin- ues to dwell almost exclusively on political repression and economic failure.6 The Cuban revolution, however, is a complex process—one that defies facile explanations. Subscribing to the perspective offered by social scientists who urge “a more nuanced view” of Cuba,7 we undertake an examination of a specific facet of the Cuban revolution in this Article: the Cuban approach to ordinary crime. While other scholars have ad- dressed Cuba’s criminal justice system by focusing on formal legal sub- stance, procedural matters, and socialist legality, this Article provides an alternative opportunity to examine commonly held views about socialist governance.8 Perhaps more importantly, it provides insights into the 3. Chapter 1 Hirschi sets out to explain the differences between control theory, strain theory, and cultural deviance or differential association theories. He offers several criticisms of strain theory, including the fact that strain theory is often unable to account for the desistence from crime after adolescence/during adulthood, the inability of strain theory to account for crime in the middle and upper economic classes, and strain theory’s suggestion that people who accept legitimate goals or whose values conform to those of the larger society are more likely to commit crime (p. 6-10). Hirschi differentiates between control and strain theories by suggesting that control theory “assumes variation in morality” while strain theory assumes that morality/moral values lead to the pressures that result in crime as an attempt to quickly and easily achieve goals (p. 10-11). (Chapter 2 deals exclusively with the definition of control theory). Hirschi also explains “theories of cultural deviance” as similar to differential association. Such theories postulate that while crime or deviance may violate the norms or standards of the majority of society, they also represent a conformity to other norms and standards shared only by a subset of the society. Cultural deviance theory thus explains crime as learned through interactions with specific subsets of the population who have different norms and standards (that accept certain criminal or deviant behaviors shunned by the majority of society). Hirschi points out that while he cannot outright reject cultural deviance theories, they are markedly different in both method and type of findings from social control theories.

To be sure, Tfew theories have generated as much empirical attention, or have sparked as much debate within the field, as Hirschi’s theory. It has been tested by scholars extensively (Akers & Sellers, 2008) and has been the source of heated disagreements among scholars on both theoretical and empirical grounds (Lilly, Cullen, & Ball, 2007). Hirschi himself has remained a lead- ing figure in the discipline for over four decades now and continues to be among the most cited criminologists year after year (Wright, 2002). Indeed, few scholars can claim to have been this relevant to the field for this long. His time in office has been marked by stark assessments of Cuba’s economic problems in official speeches and the state media. Among these are inefficiency; insufficient work incentives; low agricultural production; a dual‐currency system that distorts prices and incomes and sharply limits many Cubans’ purchasing power; high import bills; and a demographic crunch brought about by an aging population, an aging workforce, and low birthrates. External events, such as three hurricanes that battered nearly every province in 2008 and the global economic downturn, have recently added to Cuba’s economic woes. The government’s forecast for growth in 2009 was revised downward from 6 percent to 2.5 percent. Raul Castro has stressed principles such as incentive pay to increase productivity and has raised expectations for economic policy change through his own words and by encouraging a nationwide debate. However, apart from a substantial agricultural reform now in progress, his policies to date seem decidedly inadequate to spur the across‐the‐board growth in employment, incomes, and output that is needed to solve the problems he has identified. The government has generally opted for policies that squeeze more production and efficiency out of current economic structures.

INTRODUCTION AND OVERVIEW "Rational choice" theory, which is derived mainly from the ex- pected utility model in economics,' has become a "hot" topic in criminology, sociology, political science, and law. The evidence is compelling: respectedjournals have published a major collection of papers as well as several recent articles on the theory;2 sociological treatises and articles have been published in the 1980s on both macro- and microrational choice models;3 and finally, James S.
