Olalekan Mustapha (Ogun East) The Senate, Notes that every government that is sensitive to economic growth and development must be concerned about crisis in the financial sector because of the significant impact it will have on national economy; Worried that since the first quarter of2008, the Capital Market started witnessing bearish trends that turned into global phenomenon, the Nigerian version of the global experience has assumed peculiarities and different dimension; 53 Wednesday, 9th February, 2011 145 Further worried that the Senate Committee on Capital has been inundated with petitions on the market on matters such as delay or none release of share certificatesmismanagement of finances, unlawful acquisition of shares, share price manipulations, false trading, false or misleading statements, mergers and acquisitions, layoff of staff and lack of adherence to the principles of Corporate Governance among others; Concerned that the media have been awash with these negative stories on the Nigerian Capital Market which has further eroded investors' confidence for more than two years now; Worried that Nigerian investors who pooled their hard earned resources into the market have suffered untold hardship, psychological and emotional traumas that cannot be quantified; Notes that the Committee had engaged both the regulatory authority and self regulators on number of occasions on these issues but they were not forth coming with solutions on them; Notes that there is the need to step in and prevent a total collapse of the market through a wholesome investigation that will cut across all stakeholders in the industry and entrench far reaching reform that will reposition the industry. Accordingly Resolves to: Direct the Committee on Capital Market to conduct a full investigation into recent developments in the Capital Market including public hearing and report back to the Senate in two weeks. 2.
