The Chair welcomed Cllr Hamida Ali (Croydon) and Cllr Mark Allison (Merton) to their first Leaders’ Committee meeting. This was to be Cllr Sir Ray Puddifoot MBE’s last Leaders’ Committee, and members recognised his achievement in being Leader of the London Borough of Hillingdon for over twenty years and thanked him for his contribution to London leadership. 1. Apologies for Absence and Announcement of Deputies The apologies and deputies listed above were noted. 2. Declarations of interest Cllr Julian Bell declared an interest in that he was a member of the TfL Board. 3. Minutes of the Leaders’ Committee 13 October 2020 The minutes of the Leaders’ Committee meeting of 13 October 2020 were agreed as an accurate record. 4. Covid-19 Update The Chair introduced the item informing members that: • the London Councils Pandemic Sub Committee, which had been established following the decision of Leaders’ Committee in October, was meeting weekly; • Elected officers were working closely with the London Local Authority Strategic Co- ordinating arrangements and the Co-ordinating Chief Executive that rotated on a monthly basis; • The twice weekly meetings of the London Leaders Covid-19 Committee, involving the Mayor and the Elected Officers, was considering London’s input into future decisions on the tier of restrictions that would apply to London after the next Government review set for 16 December. This was in addition to the weekly London Councils meetings of all Leaders and Directly Elected Mayors. Members made the following points in response to the report: • the governance arrangements that had been put in place had been effective in helping coordinate activity; • concern was expressed about both the potential economic and health impacts of changes between different tiers of restrictions for London and the difficulty it would represent for imparting clear and consistent messaging to Londoners; • the ‘one London’ approach had been effective, but varying infection rates and the specific economic challenges faced by different parts of London also needed to be kept at the forefront of thinking. The Chair thanked members for their comments and confirmed that economic metrics did need to be considered alongside health indicators. She also urged Leaders to continue to raise issues via party Group Leaders for input into the various governance structures that Elected Officers were part of and thanked everyone for their time on this work. 5. Local Government Finance - Update The Director of Local Government Performance and Finance introduced the report, commenting that it covered the Spending Review; a look forward to the policy agenda in this area in 2021 and feedback on the financial impact of Covid-19. Members commented on challenges around Council Tax Support Schemes and the relationship to the assumptions made in the Spending Review about the degree of core spending power increase that was attributable to potential Council Tax rises. There was also a recognition that the London narrative would need to be sustained in to 2021 taking account of big issues on the future of Adult Social Care, the Fair Funding Review and the future of Business Rates. Leaders’ Committee noted the report. Members also expressed their thanks to Guy Ware, London Councils Director of Local Government Performance and Finance, who was attending his last meeting of Leaders’ Committee before retirement, for his service to London local government. 6. Thrive LDN Mayor Glanville Introduced the report, commenting that: • Thrive LDN continued to provide grass roots support but had also become part of the critical infrastructure of mental health support during the pandemic, and he extended congratulations to the team at Thrive who had achieved this; • many of the resources provided by the organisation had now moved onto digital platforms, which had been promoted by the GLA and London Councils; • Thrive LDN was aware that a digital divide existed, so provided well-being advice by other methods as well; • Thrive LDN had also successfully promoted ‘Good Thinking,’ a digital mental wellbeing service; • insight work had been carried out to look in depth at the psychological impact of the pandemic for isolated young people – the report was soon to be published; • last year Thrive LDN launched a campaign to train 100,000 Londoners in suicide prevention; the target had been exceeded and 130,000 people had now been trained; • Thrive LDN were also working, in partnership with the GLA, boroughs and London Councils, supporting the development of the Mental Health Recovery Mission. Cllr Dombey thanked Mayor Glanville for presenting on the work of Thrive LDN. She also mentioned that one of the nine missions of the London Recovery Board mission related to mental health and well-being, and that one of the ambitions of the mission was that by 2025 London would have identified 250,000 well-being ambassadors. Cllr Dombey also mentioned the recent consultation being carried out via the GLA called ‘Talk London,’ where mental health and well-being emerged as some of the most important issues for Londoners. Mayor Fiaz also mentioned the research being undertaken on the role of kindness and empathy within the Health and Adult Social Care sectors and the Carnegie report into kindness and empathy in NHS Scotland. Leaders’ Committee noted the report. 7a. Pledges to Londoners - Update on Progress in Transport and Environment Mayor Glanville introduced the report in his capacity as Chair of TEC. He informed members that: • in terms of the Pledges to Londoners, the report showed a good track record of partnership working in areas such as electric vehicle infrastructure and advocacy in relation to the TfL bail out deal and its impact on both boroughs and vulnerable Londoners; • action was still needed in the next budget setting period in areas such as LIP funding; • Mayor Glanville had undertaken lobbying work with Leaders and Cabinet Leads on a number of issues, including low traffic neighbourhoods; • the recent London Climate Action week was a success and the ambition was to showcase London’s environmental progress at COP 26 and the Glasgow Climate Change conferences next year.

He joined TfL on 29th June 2020, taking over from Mike Brown MVO, who left to take up his new role of overseeing the renovation of the Houses of Parliament. TfL Priorities Andy Byford has taken on the Commissioner role at a pivotal moment for the organisation and for London as TfL works to help the capital recover from the Covid-19 pandemic and support a safe and sustainable re-start. He has outlined his two main strategic priorities as getting the Elizabeth Line delivered and open and to lead the organisation out of Covid-19, including restoring ridership numbers and achieve a more sustainable financial situation for the organisation.

The New York City Subway system officially opened in 1904 and many components of it today are antiquated and in desperate need of upgrades or repair. Since the Transit Crisis of 2017, the Metropolitan Transportation Authority has put a number of plans in place to improve the subway system, yet in the customer’s minds, the damage has been done. Now it is a matter of simultaneously continuing to make improvements while launching a comprehensive rebranding plan to win back the trust of riders.

    Andy Byford appointed London’s new Transport Commissioner May 27, 2020 The Mayor of London, Sadiq Khan, and the Board of Transport for London (TfL) have appointed Andy Byford as London’s new Transport Commissioner, following an international recruitment and selection process. Byford’s most recent role was President and Chief Executive Officer of New York City Transit Authority, where he was responsible for 50,000 staff and devised a $40bn five-year investment plan to renew the city’s transport system. He will join TfL on 29th June, with the current Commissioner, Mike Brown MVO, staying on until 10th July to hand over to Byford and aid his start in the role before he takes up a position overseeing the renovation of the historic Houses of Parliament. Byford brings to TfL a track record of leadership and transformation within major urban transport authorities and has worked within a wide range of complex stakeholder and political environments in a transport career that has spanned over 30 years and three continents. As well as his recent leadership role in New York, his previous positions include: Chief Executive Officer, Toronto Transit Commission, Canada Chief Operating Officer & Deputy CEO, Rail Corporation New South Wales, Australia Director of Operations, Southern Railway Director of Safety and Operations, South Eastern Trains Limited Various roles at London Underground Limited, where he started as a graduate trainee in 1989 before working his way up to General Manager – Customer Service for the Bakerloo, Central and Victoria lines Byford takes up the post at a pivotal moment for the organisation and for London as TfL works to help the capital recover from the Covid-19 pandemic and support a safe and sustainable re-start.

Today we are here to recognize and celebrate this year’s winning individuals and organizations. As the stars of our industry, the APTA Awards recipients are stellar leaders who have significantly advanced public transportation in North America. All the 2017 winners have inspirational stories to share about how they achieved success despite the obstacles they had to face. As leaders, instead of focusing on substantial problems, they saw significant opportunities that could be realized. As leaders, they had a vision of the future and a determination to make sure it became reality. Today, we thank them for their vision, their leader- ship, and their commitment to working for the common good in the public transportation industry.     Railway and Transport Strategy Centre The Operator’s Story Emerging Findings OECD ITF 2017, Leipzig May 2017 © World Bank / Imperial College London Property of the World Bank and the RTSC at Imperial College London Community of Metros CoMET Acknowledgements Metro Operators are the entities that deliver metro services to the customers who in turn comprise the residents, workforce, and overall human capital of modern cities. They often perform miracles every morning and repeat those again every evening. Their performance impacts on quality of life, access to jobs, and the competitiveness of cities, if not countries. This research has been possible because the 34 Operators that participate in the Community of Metros (CoMET) agreed to help tell the “Operator’s Story.” In particular, 10 Operators provided in-depth insights by hosting the authors for visits and interviews where they shared candid insights. Their intention is to open information to a much wider audience and in so doing to increase understanding of the Operator’s role and the frustrations they often face. The ultimate aim is to increase understanding for what makes metros successful so that government, authorities, planners, financiers, political actors, and indeed Operators themselves can take good decisions that ultimately benefit metro customers and their cities. The Authors would like to acknowledge support for this work that was provided by the Government of Australia and the Government of the United Kingdom whose generous grants made it possible to tell the “Operator’s Story.” This work was conducted upon a request from the Government of India under the supervision and assistance of the Ministry of Urban Development.
