Signature: ………………………………………. ii UNIVERSITY OF SUSSEX PROSPER PRICE DELALI ASIMA DPhil Migration Studies CONTINUITIES OR DISCONTINUITIES IN GENDER IDEOLOGIES AND RELATIONS: GHANAIAN MIGRANTS IN LONDON SUMMARY This thesis examines the interrelationship between migration and gender, exploring the migration trajectory of Ghanaians in London from their motivation to migrate, their settlement patterns and their transnational activities. The study specifically investigates two main questions: firstly, if and how patriarchal gendered ideologies and relations are influenced by the new migration space and how gender interacts with other social differences (e.g. class, nationality, education, legal status) to reconfigure gendered patterns of behaviour in the country of destination? Secondly, how do gender ideologies and practices influence the maintenance of transnational links with migrants’ home country and vice versa? The study adopts a multi-sited ethnographic approach to gain an insight into the experiences of migrants. It demonstrates that paid employment, contextual factors and social differentials simultaneously reinforce and transform patriarchal gender relations in different social spaces. The thesis argues that the international division of labour, institutional challenges and socio-economic factors in the new social space of London provide different dilemmas for migrants. These opportunities and constraints lead to contestations and renegotiations which require that migrants reconcile earning with caring. This in turn leads to changes in the relative power and status of women and men in the host country. This study distinguishes the factors leading to gains and losses; shows that Ghanaian migrants are gendered actors; and contributes to disaggregating the persistence or transformations in patriarchal gender relations. The man’s position as the breadwinner is often significantly challenged undermining his patriarchal authority in the household. Ghanaian women on the other hand have often been able to gain new access to resources, make life choices and participate in decision making in the households thereby being empowered across space and time. The study contributes to current understanding of empowerment processes by focusing on the role of men in this process, maintaining that socio-cultural and economic factors impact the lives and activities of male and female migrants differentially, reconfiguring patriarchal hierarchies and levelling power relations and decision making processes to more egalitarian patterns. It also argues that the formation of transnational families as a result of ‘split marriages’ and children being sent back to the origin country for fostering leads to different gendered outcomes for migrant and non-migrant women, men and children. The study shows that responsibility for production, reproduction and socialisation is divided across national borders, with the performance of financial, emotional and practical support, decision making patterns and power relations negotiated in the transnational social space. The OECD‘s PISA (Programme for International Student Assessment) 2012 tested more than 510,000 students in 65 countries and economies on maths, reading and science. The main focus was on maths. Highlights of the Survey Report :- * Asian nations cemented their top positions in an eagerly awaited report on global education , as their students continued to outshine western counterparts in maths, science and reading. * Shanghai again ranked first in maths, science and reading . * Singapore, Hong Kong, Taiwan and South Korea rounded out the top five in maths skills. * Already strong performers in 2009, Shanghai, Hong Kong and Singapore continued to improve their performances in the three categories. * The report highlighted Italy, Poland and Portugal for showing improvements in maths skills since the last survey ,but noted drops in Sweden and Finland. * Peru ranked at the bottom of the list in all three categories. * 23 per cent of students in OECD countries, and 32 per cent overall, failed to master the simplest maths problems.Boys performed better than girls in maths. They scored higher in 37 out of the 65 countries and economies, while girls outperformed boys in 5 countries. * Across OECD countries, 8.4% of students are top performers in reading. Shanghai-China has the largest proportion of top performers – 25.1%.

    C XC b 11th January, 2016 December 11th, 2017 THE HIGHLIGHTS Senate abolishes excess crude account The Upper house of the National Assembly has unanimously voted for the abolition of the Excess Crude Account (ECA). According to the Senate, the funds in the account have been misappropriated and mismanaged since the account was set up in 2004. The ECA is a form of savings for the government, to support the economy in periods of revenue shortfalls. The difference between the oil benchmark price and the spot price was up until now, paid into the account. In line with the ECA abolition, this amount wil now be transfered into the federation account to ensure transparency and accountability in its management. House of Representatives pass the Medium Term Expenditure Framework The house of Representatives has passed the 2018-2020 Medium Term Expenditure Framework (MTEF) proposed by the Federal Government. The MTEF details the fiscal strategy of the Federal Government, giving information about how public resources will be allocated to strategic priorities. The lower house also increased the oil price budget benchmark to $47 per barrel (pb) from $45pb. While this means there will be more funds at the disposal of the fiscal authorities, it connotes lower national savings. Fuel scarcity threatens to re-emerge The fuel supply situation in the country worsened on November 4th as queues for petrol grew longer across the country. Lagos, Benue, Port-harcourt and Abuja, were the worst hit. The Minister of State for Petroleum, Ibe Kachikwu, confirmed that the unavialbility of fuel was primarily driven by supply gaps, as NNPC is the only company with the license to import refined petroleum.

Against this narrative of a seamless global, and democratizing information system, I argue that tech users operating from the Global South interact with information technology via asymmetrical positions of connection, participation and production. For nations such as Ghana (West Africa), whose engagement with the West includes historic and contemporary waves of diaspora, the opportunities and failures of new networking technologies remain poignant. In this dissertation, I document the cyberculture practices of Ghana's "digital diaspora" and homeland "activist developers" who are overcoming this network divide through the use of "tactical" new media. In this work, I emphasize the importance of innovation (novel techniques and practices) over technology (construed narrowly as objects and scientific processes) for the social science of technology.
