Arvind Kejriwal is an alumnus of IIT Kharagpur and has worked in the Indian Revenue Service as a Joint Commissioner of the Income Tax Department in New Delhi. In 2006, Sh. Kejriwal was awarded the Ramon Magsaysay Award for Emergent Leadership recognising his involvement in the grassroots movement Parivartan using right to information legislation in a campaign against corruption. The same year, after resigning from the IRS, he donated his Magsaysay award money as a corpus fund to form the Public Cause Research Foundation, a non-governmental organisation (NGO). In 2012, he launched the Aam Aadmi Party, and the party won in the Delhi Legislative Assembly elections in 2013. On 14 February 2015, he was sworn in as Chief Minister for a second term after his party's victory in the Delhi Legislative Assemblyelection. OBITUARY REFERENCES The Chief Minister made references to the deaths of Chaudhri Abdur Razzaque, former Member of Haryana Legislative Assembly and Shri Mool Chand Verma, Freedom Fighter and spoke for one minute. On the suggestion made by Shri Ashok Kumar Arora, the name of Shri Jarnail Singh, nephew of Shri Sher Singh Barshami, M.L.A. was also included for obituary references. Shri Ashok Kumar Arora, a member from the Indian National Lok Dal spoke for one minute. The Speaker also associated himself with the sentiments expressed in the House and spoke for 1 minute. It was decided to send messages of condolence to the bereaved families. The House stood in silence for two minutes as a mark of respect to the memory of the deceased. II. ISSUE OF RAPE Shri Om Prakash Chautala, MLA, raised an issue of kidnapping of a girl from Delhi and followed by raped in Gurgaon and further alleged that the car in which the girl was kidnapped was owned by the Minister of State for Home, Shri Gopal Kanda. He further alleged that when the crime took place, Shri Gopal Kanda was himself driving the Car. Shri Om Prakash Chautala, MLA and other members of the Indian National Lok Dal also demanded that the Government should resign and an inquiry into this incident should be conducted by the Committee of this august House. On this Shri Gopal Kanda, Minister of State for Home, gave the personal explanation and denied allegations levelled against him.
