At the outset, Hon'ble Chairman welcomed all august members of the A.C. for attending the meeting. He specially thanked to Prof. Hira Pal Gang Negi for coming all the way from Delhi. He also thanked to Prof. K.P. Pandey and Prof. Lallan Mishra respectively for participating in University's activities in spite of their other busy schedules .

Cause Degree was also discussed and the Hon'ble Chairman apprised the members that four scholars were approached with request to receive Honoris Causa Degree on coming Convocation. Out of four scholars only two scholars responded namely: (0 Prof. S. , who denied to receive Honoris Causa Degreee, (ii) Mrs. Jetsun Pema who conveyed to accept the Honoris Causa Degree to be offered by the University during coming Convocation. As stated above, no response could be received from Ven. Thich Nahat Hanh and H.E. Menri Trizin. He also added that some years back Ms. Aung San Suukyi , a noble laureate had consented to receive the Honoris Causa Degree of the University in response of University's request - expressing her inability of personal presence on the eve of Convocation. The Chairman further proposed the name of (i) Tatacharya for award of Honoris-Causa Degree including the name of Ms. Aung San Suukyi again for award of Honoris Causa Degree. The members appreciated the proposal.

With above observations, action taken report was endorsed.

Item No. 28.3 Reporting Items: 28.3.1 Extension for another one year in favour of Mrs. Lobsang Choedon, Ph.D. Scholar to submit the thesis.

The council took note of the decision taken by the competent authority for providing extension of another one year in favour of Mrs. Lobsang Choedon, Ph.D. scholars for submitting her thesis on " The Concept of Cosmology special reference to Kalachkara th Tentra" in the light of the Ministry of HRD/UGC notification dated 5 May, 2016 and accordingly endorsed the action taken.

Item No. 28.4 Considered the recommendation of the Board of Studies for Acharya in Tibetan History

The Hon'ble Chairman gave a general introduction of the course highlighting the course being designed comprehensive and innovative by incorporating many features required in the study of history. Thereafter, he asked Dr Jampa Samten, Prof. Tibetan History to read out the recommendation of the Board of Studies for Acharya in Tibetan History. He read out the entire recommendation of the Board of Studies in respect of the courses of Acharya in Tibetan History. In between certain queries were raised by the members- particularly by Prof. Hire Pal Gang Negi, which were clarified by Prof. Jampa Samten. Further, in Paper —III at Unit —II, it was suggested to write " 's relations with Nepal, China and " in place of " Nepal's relations with Tibet and China.

With above observations, the A.C. approved the recommendation of the Board of Studies for Acharya in Tibetan History.

Item No. 28.5 Considered the recommendation of the Board of Studies for Acharya in Tibetan Language

The Chariman gave a general introduction to this course as it is designed keeping in mind a comprehensive nature required to suite the present day with a good grounding on tradition. Many important components is added. Thereafter, Ven. Lhakpa Tsering briefly narrated the importance for starting the course of Acharya in Tibetan Language and thereafter he read out the recommendation of the Board of Studies in respect of the course structure for Acharya in Tibetan Language, which the A.C. appreciated and approved.

Item No. 28.6 Considered the letter of the Secretary, UGC for implementation of NCC as elective Subject

The Registrar of the University invited attention of the members on the letter D.O. No. F-14-25/2016(CPP-II) dated 11th November, 2016 of Prof. Jaspal S. Sandhu, Secretary, UGC regarding implementation of NCC as an elective subject. The Committee discussed the matter elaborately and at the end decided to constitute a Committee which would look into the matter and offer its comments taking into account the spirit of the letter , its effect on other elective subjects and utility for individual student.

Accordingly, the Committee was constituted with the following members:

Item No. 28.7 Considering proposal for collaboration/cooperation/academic exchange programmes/ Partnership initiatives with foreign institutions.

The Chairman highlighted about the approaches being made by various foreign institutions for execution of collaboration/cooperation /academic exchange programmes /partnership initiatives etc. and stated that the below mentioned organisations are very much willing to collaborate/cooperation/academic exchange programmes/Partnership etc. , which would be beneficial and in the interest of CUTS as well as the organisations in question.

The Director, Shiksha Shastri apprised the A.C. that previously the B.Ed. Course was for one year duration. But, now it has been made for two year duration in the light of the guidelines of A.I.C.T.E. However, no changes have been made in the content of two year B.Ed. Curriculum except Tibetan Language and Literature. Here, instead of keeping it in one semester, it has been distributed to three semesters with bifurcation in two parts, i.e. Elective ( for Shastri and Acharya Students) and General ( for rest of the students). The members appreciated the initiatives taken in this direction and approved the B.Ed course for two years' duration after hearing the Director and observing the course structure.

Item No. 28.9 Considered Diploma Course in Pali.

Dr. D.D. Chaturvedi, Dean, Faculty of Shabad Vidya read out the one year course structure for Diploma in Pali. Observing the course structure, Dr. Hira Pal Gang Negi stated that, though the course structure is unique one but in the mean-time it is too difficult to cover the course in one year duration, if it is taught honestly. It will also be difficult for pursuing students to pace with the course in understanding. According to him, the course structure was too heavy to be covered in one year duration which put him in a very dwindle state of affairs to support the said course structure. To which, it was clarified by Dr. D.D. Chaturvedi that the areas covered under this course structure is not explanatory, but it is just introductory one. The apprehension expressed by Prof. Hira Pal Gang Negi attracted the attention of the A.C. and again the matter was discussed elaborately and at last it was decided that initially, as an experimental basis, the course should be started for one year in order to access the approachability of the students pursuing the said Diploma Course in Pali and then with its out-put, the matter again be put up in the next meeting of the A.C. for consideration.

Item No. 28.10 Considered the recommendation of the Board of Studies for modification in B.Sc. B.Ed. and B.S. B.Ed. ntegrated four year course.

The Director, Shiksha Shastri apprised the A.C. about the revision done in the course structure to modify four year B.Sc. B.Ed. & B.A. B.Ed. integrated course. The salient changes in the course structure are: (i) Tabulated description of schedule, credits and mark distribution for easy comprehension of credits and mark allocation across the 8 semester of the programme. (2 Weightage to summative and formative as 70%:30% in place of 60% and 40%. (3) Credit has been added to the weightage of Pedagogy related papers. (4) In Elective Subjects, the changes are : (a) Innovative Teaching Module based on Major Subject relevant to School Teaching, (b) Papers and / or Practical of Semester seven have been adjusted in the content of Semester 8.

The A.C. appreciated the revision and accordingly approved the revision proposed in the course structure of B.Ed. integrated four year course with appreciatiOn for the efforts and endeavours made in this direction iten-i No. 28.11 Considered recommendation of the Board of Studies for integrated M.Ed. course.

The Director, Shiksha Shastri highlighted about the M.Ed. course to be started from next academic session. He read out the course in entirety. The A.C. heard the Course structure of 2 year M.Ed. programme prepared under the Chairmanship of Prof. K.P. Pandey, Director, SHEPA and approved the proposal.

Item No. 28.12 Any other item with the permission of the Chairperson.

28.12.1 Considered M.Phil course in Tibetan Fine Arts

The Chairman apprised the members about the recommendation of the Board of Studies of the Department of Fine Arts for starting the M.Phil Degree Course of one and half year. He also stated that this M.Phil degree will have a single annual examination after completion of the course- covering four papers and in the last six months the students will write dissertation on papers: (i) Research Methodology, (ii)History of Buddhist Art, (iii) Tibetan Buddhist Iconography ( major Deties and important teachers/personalities ), and (iv) Indian Aesthetics: Views of Anand Coomarswamy and Stella Kramrisch. The Academic Council appreciated the recommendation of the Board of Studies and approved it.

28.12.2 Considered to award Honoris Causa Degree to 2-3 persons.

The Chairman apprised the members that the University will be holding its next Convocation in near future and therefore, it is proposed to award Honoris Causa Degree to 2-3 eminent personalities who have contributed a lot to the Society in different disciplines. As has been stated under agenda item No. 2 (Actiion taken ), the hon'ble Chairman proposed to add further two names for award of Honoris Causa Degree: (i) Ms. Aung San Suu Kyi, Noble Laureate of Myanmar, and (2) Tatachaya, a renowned scholar and social reformer, which the A.C. appreciated and approved.
