All rights reserved. 1 - Security Incidents Overview 1 - SECURITY INCIDENTS OVERVIEW IOM’s Displacement Tracking Matrix has recorded as of 31 July 2018 around two million displaced persons, while the number of returnees has increased to 3.9 million. The major wave of returnees is towards Ninewa governorate (almost 1.5 million), followed by Anbar governorate (almost 1.3 million), and Salah al-Din governorate (over 0.5 million). The IDPs are reluctant to return due to the lack of basic services, livelihood opportunities and huge existence of explosive hazards in the contaminated areas.

The ISIS control over the Ninewa and other major parts of , Salah Al-Din and Anbar provinces left nothing only a huge destruction to the area. Both the occupied areas by the ISIS and the later process of Offensive Operation by the Iraqi Military Forces torn the infrastructure apart to a huge extent. Countless numbers of improvised explosive devices, mines and unexploded ordnance are also a risk for people as they return home. Explosive hazards are left both on the primary and secondary roads and under the rubbish of ruined buildings affected by the operations according to iMMAP’s Mobile Data Collection Team MDC in the field. National and International Humanitarian efforts to help and support people affected by the repeated conflicts constituted the major and most intricate humanitarian operations in the area amid the volatile and strained security situation and hard to access to some areas.

While a majority of households have started to return to their areas of origin, around 2 million people still remain internally displaced and secondary displacements continue to occur and protection remained a priority throughout the year with social, ethnic and political tensions. Operating amid unpredictable security situations involving multiple security forces and other armed groups, humanitarian partners in faced frequent security threats and access constraints. iMMAP-IHF Multi-Dimensional Risk Mitigation Information Management Center continues to provide the humanitarian responders with systematic mainstreaming of cross-cutting and strategically information management support in delivering prioritized assistance to the most vulnerable people affected by the conflict and rapid assessment of explosive hazards in the inflicted areas for the expedited response both by the protection actors and government authorities. This situation report outlines dynamic, crucial and exhaustive data on security incidents and explosive hazards since the offensive against ISIL concluded in December 2017 and month to month data coverage necessary for the humanitarian responders to plan/prioritize their prompt humanitarian support to the war-torn areas, vulnerable people and affected communities in a safe manner.

02 July 2018 Iraqi Air Force: Bombarded a group of ISIS and killed 8 of them in the outskirts of Mutaibija area, also a group of ISIS attacked on Mubarak Farhan village between Salah al-Din - Diyala borders, led to the injury of 6 of civilians and Tribal Mobilization Forces members.

03 July 2018 Iraqi Air Force: Destroyed 3 tunnels belonged to ISIS in Makhoul mountain in Salah al-Din province.

04 July 2018

Iraqi Air Force: Destroyed an operating base contained 10 IEDs belonged to ISIS in Makhoul mountain in Salah al-Din province.

05 July 2018 Coalition Military Forces: Conducted one strike consisting of one engagement against ISIS targets near Basheer in Kikruk province, the strike destroyed five ISIS caves.

22 July 2018

Iraqi Air Force: Lunched a strike on a gathering of ISIS killed 15 members of them in Palkana area located 90kms northeast of Ba’quba district in , 2 leaders were among the killed members.

25 July 2018 Iraqi Air Force: Destroyed an operating base belonged to ISIS in a search operation in the areas and villages of Mkhaysa, Abu Kaba and Alhabara with their orchards, Shikhy, Abudja and Kasiba in Diyala governorate.

01 July 2018 Military Intelligence Forces : Found and cleared a weapon stack belonged to ISIS in Badush area in Ninewa province, the stack contained 6 scout plane missiles, 7 RPG7 missiles, 16 mortar shells round 60120-mm and 3 SPG9 missiles.

03 July 2018 Federal Police Forces : In a search operation in the villages and areas of (Chiman Kabir, Al-Asriya, Al-Uruba, Al-Akidat, Al-Mifraja, a group of houses, farms, valleys, Hasan Salman, Al-Multaqa and Al-Mus'adat/Hasan Salman) in Kirkuk province, they destroyed 4 tunnels of 50 meters length, 12 shooting locations, a booby-trapping and armoring factory, 4 cone shaped IEDs, a mortar plate round 82mm and 3 operating bases belonged to ISIS.

04 July 2018 Rapid Reaction Forces : In a search operation of Agha Mshit, Shirawa, Palkana, Al-Nahran and Palka villages in Diyala province, they found 8 operating bases belonged to ISIS, 21 IEDs, 8 explosive belts, 2 Bazooka rockets, a truck and 2 SUVs.

04 July 2018 An Armed Group: An IED exploded near Palkana village of Tooz district located 75 km east of Tikrit in Salah al-Din province, the explosion led to the injury of 5 members of Rapid Reaction Forces.

05 July 2018 Security Forces: Found and cleared a weapon cache belonged to ISIS. The cache contained 22 IEDs and a barrel contained 200 ls of C4 during the Martyrs’ Revenge operation to pursue ISIS in 60 villages in Hamrin area north of the Hamirn Lake in Diyala province.

The aftermath of extensive conflict in Iraq to retake areas from the ISIS has left behind more contamination to the legacy contaminated areas from consecutive armed conflicts and wars in Iraq. The presence of explosive hazards, including improvised explosive devices (IEDs) in areas liberated from the ISIS will continue to impede the security and stability efforts and humanitarian supports until they are cleared.

It could take a decade to clear Mosul of existed explosives. Over three years of occupation of the city, the Islamic State in Iraq and Syria ISIS mined and booby-trapped large areas of Mosul. Heavy military operations have incomparably littered and contaminated the city with mines, explosive remnants of war such as cluster munition and unexploded ordnance of artillery shells and hand grenades. In the western parts of the city, where the fighting was especially extreme, massive debris fields left behind completely contaminated with explosive devices and require much technical effort to remove and clear them.

Having a clear picture on the quantity, locations and dimensions of the contamination will facilitate the mine action efforts which are essential in return to facilitate the safe return of internally displaced persons IDPs to their homes and enable humanitarian and stabilization support activities.

This map shows the legacy contamination by landmines and explosive remnants of war ERW and the new contamination of explosive hazards, including improvised explosive devices (IEDs) in areas liberated from ISIS since 2014.

05 July 2018 ISIS: Attacked the village of Tal Khaima of Hamidat sub-district located between Aski Mosul and Badush in Ninewa province, they captured and beheaded the mukhtar and 3 of his sons. After the attack they booby-trapped 3 cars belonged to the mukhtar’s family and exploded on the Iraqi Forces immediately after their arrival in which 6 of the civilians and the Iraqi Forces injured.

08 July 2018 Security Forces: Repelled an ISIS attack on a military point near Shadhif and Malahima villages in the north of Diyala province.

19 July 2018 ISIS: Attacked military units at the station K2 in Siniya area in the west of Baiji district in Salah Al-Din governorate by sending 6 suicides who blew themselves up among the oil police forces and popular mobilization forces causing a number of injuries among them.

The official victory over ISIS was declared officially on December 10, 2017. The process of returning IDPs has begun on a scant scale and a big portion of IDPs are unable to return to their areas due to the contamination and huge damage incurred to the infrastructure in their living areas.

The security situation represents the most pressing problems in the liberated areas, which have caused the stagnation of the whole infrastructure development. Almost all parts of the areas affected by the military operations have incurred damage to the infrastructure, with some districts completely destroyed and requiring years to rebuild. The majority of inflicted infrastructures are hospitals, schools, working places, governmental buildings and religious and historical sites. According to the Ninewa governorate’s reconstruction committee, three-quarters of Mosul’s roads, almost all of its bridges, and 65 percent of its electrical network, have been destroyed. Much of the city’s water infrastructure has been booby trapped by militants. The city was home to 1.8 million, over 875,000 of whom are displaced. Many can’t return home because their houses or livelihoods are gone.

Both local authorities and humanitarian actors are working to meet the critical needs of vulnerable children, women and men displaced by the fighting and of those returning to their war-damaged homes providing urgent assistances to the affected communities, the major issues are still the huge infrastructure destruction of water supplies, power stations and acute health facilities. Humanitarian partners provide emergency food, water and essential items.

iMMAP-IHF project through its eclectic experienced Mobile Data Collection MDC survey team is operating in the war-torn and insecure areas in/around Ninewa, Kirkuk, Anbar, Diyala and Salahaddin provinces to collect real time explosive hazards data and evaluate the impact on humanitarian access and vulnerable people and assess the threat impacted on the infrastructure then send all the garnered real time data in the fields to iMMAP office to process them for cleaning, validation, integration, analyzation and effectiveness and immediately produce analytical reports and informative maps to the humanitarian partners and local authorities to respond and take required immediate measures.
