CHESTERFIELD COUNTY PUBLIC SCHOOLS CHESTERFIELD, VIRGINIA CCPS MEMORANDUM #114-17 November 8, 2017 TO: School Board FROM: Dr. James F. Lane, Superintendent SUBJECT: FY2018 – Acceptance of New Grants PERTINENT INFORMATION: On May 9, 2017, the School Board adopted an annual financial plan totaling $678,445,300 for all funds, including $28,887,700 for the Grants Fund. The school division was recently awarded six new grants, which are listed and described below. In accordance with Policy 7130, the School Board must accept all grants prior to the expenditure of funds. Awards for New Grants (not included in the FY2018 Adopted Budget): 1) School Security Equipment Grant $29,541 State funds to purchase and install school security equipment at the following schools: CTC@Courthouse, Clover Hill High School, Cosby High School, Lloyd C. Bird High School, Manchester High School, Matoaca High School, Meadowbrook High School, Midlothian High School, Monacan High School, and Thomas Dale High School. 2) Student Support and Academic Enrichment (SSAE) Grant $193,150 The Every Student Succeeds Act, signed into law in December 2015 reauthorized Title IV Part A, the Student Support and Academic Enrichment (SSAE) program. SSAE is intended to increase the capacity of local education agencies to 1) provide all students with access to a well-rounded education, 2) improve school conditions for student learning, and 3) improve the use of technology in order to improve the academic achievement and digital literacy of all students. Chesterfield will use these allocated funds to support counseling staff for the Early College Academies and to support the dropout prevention efforts of the Phoenix Academy. Funds will also be allocated to provide additional staff training in the utilization of digital resources. 3) STEM Competition Team Grant $10,000 This is a State-funded, After-school Initiative in which the goal is to increase awareness of careers in science, technology, engineering and mathematics (STEM) among teachers and students, as well as engage students in extracurricular, STEM-related team-building activities through problem-based, project-based team competitions. Two Chesterfield County Schools have been awarded $5,000 each: L. C. Bird High School and Meadowbrook High School. Bird High School will create new CyberPatriot and FIRST Robotics teams. The funds will be used to purchase equipment and pay registration fees for student participation in the competitions. Meadowbrook High School will expand their current Robotics Team by being able to build more robots and attend more competitions. 4) Agriculture in the Classroom $500 Spring Run Elementary School has been awarded this grant to continue work with the 4th grade garden program. Currently, there are three (3) hydroponic towers in the courtyard, two outdoor regular gardens, and a small greenhouse. The money will be used to purchase plants, shelving for the greenhouse, seeds, soil, rock wool and nutrients needed for the regular and hydroponic gardens. 5) Youth Alcohol and Drug Abuse Prevention Project (YADAPP) Mini Grant $250 Monacan High School has been awarded this grant for their participation and winning of their STAN Plan. Every year, Longwood University hosts a conference in July. Schools and community organizations are invited to bring teams of four with one sponsor. During the week, the teams are required to develop a STAN (Strategies to Act Now) plan for how to raise awareness in their respective schools and communities. Each plan has to have certain components including: Assessment, Capacity, Planning, Implementation, Evaluation and Sustainability. Teams present their plans to their facilitators at the end of the week. The facilitators vote on which plans win the grant. The funds will be used to implement a club which would sponsor monthly game afternoons. During the events, students would receive information about drugs and alcohol in a fun format. The activities are geared to all types of students, and try to serve as a support system and an alternative to using substances after school. Their ultimate goal is to raise money to provide transportation for all students to participate regardless of ability to obtain transportation. 6) College Partnership Lab School Planning Grant $50,000 Chesterfield County Schools has been awarded this grant to partner and plan with Virginia State University for continued development of a college partnership laboratory school in support of Ettrick Elementary. Based on conversations with the Virginia Department of Education an official award letter will be sent to us within the next several weeks. The above listed grants do not require a local match. RECOMMENDED ACTION: It is recommended that the School Board: a) accept the new grants as described above that were awarded after the adoption of the FY2018 budget and b) request the Board of Supervisors to increase the Food Service appropriation category by $120,541 for the AASA grant accepted on October 10, 2017 and c) indicate acceptance of College Partnership Lab School Planning Grant, $50,000, upon receipt of official grant award from VDOE. Smith Rob Thompson RESOLUTION WHEREAS, Chesterfield County Public Schools has been awarded an additional grant: AASA- Feeding Hungry Minds; and WHEREAS, this additional grant has necessitated an increase in the Food Service appropriation category; NOW, THEREFORE, BE IT RESOLVED, that on motion of , seconded by , the School Board hereby requests the Board of Supervisors to approve the increase of the Food Service appropriation category by $120,541.
