This special Return is to be use:l for t'lle m onth of November, 1927, only gnd takes the place of the usual m onthly labour returns due by Nairobi employers for that month. The objects of this Special Return are :-
To enable a com plete check to be m ade of all natives in em ploym ent in N airobi.
To enable employers to rectify' theit records and re-open new records free from o1d errors. To enable this Department to adjust its records by correcting accumulated errors an'.l om issions in Lalnour Returns submitted by em ployers sihce the previous special return in October, 1923. To perm it of a com plete and accurate analysis of the native working popl.llation em ployed in N airobi avd to tabulate wages earned.
The active assistance of all employers of native labour is urgently solicited and a request is m ade for the exercise of the greatest care in m aking out this Special Return and for distinct writing. It m ust be borne in m ind that the accuracy of the N ative Registration D epartm ent records is entirely dependent upon the inform ation supplied by employers and that, therefore, all errors m ade are reflecled in these records
The inforrnation required is :- b ' f every native in yotlr em ploy during' the m onth of November ( 1) Name and num e: o , 1927 and the dates of their engagemant in column 3. (Approximate date if 'zctual date is not known.) Im portant :- lnclukie any native on leave or sick-leave who m ay be regarded as still in you. employ (See para 5 below) r' 2) Name and number of every native disclaarged from your employ during the month and date of discharge in column 4. (3) Name and number of every native deserted from your employ during 1he month and date df desertion in colum n 5. (4) Name and number of any native who died whilst in your employ during the month and date of death in co um n 6. (5) Names and numbers of al1 natives who have gone on leave or left your service without being signed o% and who h $ve not returned and appear unlikely to return and who have not prèviously been reported as having left your service State ' Left'' jn Column 7. IN EXERCISE of the powers conferred upon him by section :1! of the Native Registration Ordinance (Chapter 1;7 of the Revised Edition) , H is Excellency the Governor in Council has been pleased to m ake the following' rules :- 1. These Rules may be cited as t d the Native llegistra- tion (Nairobi District) Rules, 1927.' ' ;. Every person resident in N aiTobi District em ploying a native registered tm der the prtwisions of the Native Regis- tration Ordinance (Chapter 1.27 of the Revised Edition) shall render to the District Com m issioner, N airobi, a special return after the 3 0th day of N ovem ber and before the 7th day of Decem ber, 19 27. Such special retcrn shall be m ade upon a forln set out in Part T of the Schedule annexed to these rules (whicll said form will be obtainable at any of the places named in Part T1 of the Schedule) ayfd shall incltzde tlle following iuform ation :- (a) Name of employer tor firm or company) lais residentia,l and postal address, hi: adm ipistrative district, the date on which the return is stzbmitted ; (b) Tlle registraticn number and name of any tnative in the em ployer's service during thç m onth of Novem ber, 1927, and the date of engagem ent of such native ; (g) The registration num ber apd name of any native dis- charged or having deserted or died during the m ontla of Novem ber, 1927, and the date on which such discharge, desertion or death took place ; (#) The registration number and name of any native who has been in the em ployer's setvice who has gone on leave or left such em ployer's service without being signed off and who has not returned to such employer's service within tlle period of his contract, and who has not been reported by such em ployer on a previous labour return as having been discharged or as having left such em ployer's service, and the date of such native's departure from such em ployer's service ; The native's occupation; the wages paid to him , inform ation as to whether he is in receipt of posho or not and whether lae lives upon his em ployer's pre- mises or not ; (# The total number of registered natives in employment on 30th day of N ovem ber, 1927.
