Alabama Criminal Justice Information Center Crime in Alabama 2011 Crime in Alabama ····························································································································· ··················· Crime in Alabama 2011 represents a summary of the nature and extent of the crimes reported by local criminal justice agencies to the Alabama Criminal Justice Information Center’s (ACJIC) Uniform Crime Reporting (UCR) program. State law mandates that all crimes are reported from state, county and local law enforcement agencies, and the statistics presented in this report are compiled from these reports. Since the UCR program is designed to provide a snapshot of criminal activity in a specific geographical area rather than as a measure of a law enforcement agency’s response to crime, it should not be used to evaluate or compare one agency with another. UCR is only one aspect of the activities and responsibilities of the law enforcement community, and the statistics presented herein are not intended to serve as the sole indicator of either the workload or effectiveness of the reporting agencies. This report concentrates on the more serious criminal acts, technically called Part I crimes, reported to the state Uniform Crime Reporting (UCR) program by the state's law enforcement agencies for calendar year 2011. Also included is an overview of the less serious offenses (or Part II crimes) as well as statistics regarding arrests and recovered property. We hope this report will provide a useful snapshot of crimes occurring in our state during 2011. Due to technology improvements and new reporting standards, this report is the most thorough Crime in Alabama publication to date. Most of Alabama’s reporting law enforcement agencies used ACJIC’s new electronic reporting system, which allowed us to compile and analyze the crime data better than ever. While the percentage of crime appears to have increased, this may simply be a factor of better reporting by the agencies. ACJIC will continue to improve our data quality, and hopefully our efforts will better support our state policymakers and law enforcement leaders in their efforts to improve public safety. We hope our efforts to continue to provide quality services to the criminal justice community are helpful to you. ACJIC looks forward to our continued publication of Crime in Alabama and to future enhancements designed to improve public safety through the provision of accurate and timely criminal justice information. Since the Uniform Crime Report (UCR) offense and arrest data are the basis of this report, it must be noted that other factors affecting crime are not measured by UCR, such as age, sex, and race of the population, economic conditions of the area, transient population, culture, education, climate, attitudes of the victims toward crime and police, and crime reporting practices of the citizens. Due to technology improvements and new reporting standards, this report is the most thorough Crime in Alabama publication to date. Most of Alabama’s reporting law enforcement agencies used ACJIC’s new electronic reporting system, which allowed ACJIC to analyze and digest the crime data better than ever. While the percentage of 2011 crime appears to have increased, this may simply be a factor of the better reporting as a result of new rules promulgated by the statewide ACJIC Commission requiring electronic submission of UCR data. It is difficult to draw conclusions or make valid comparisons between various jurisdictions by using only the crime and arrest data in this book. The data in this book are used for analyzing crime problems inherent in the criminal justice system and as a foundation for planning and budgeting. Geographic areas covered in this report include the State of Alabama, county and city strata. The Alabama Criminal Justice Information Center (ACJIC) would like to extend our appreciation to law enforcement agencies – sheriff's departments, municipal police departments, and campus police – for their cooperation in the UCR program.
