Fotos: Manuel Méndez 10 de los alcaldes* 11 PODER Y SOCIEDAD n el Perú existe la idea de que las alcaldías representan un escalón Enecesario para llegar a cargos más importantes, como la Presi- dencia de la República. Sin embargo, la historia refuta esta visión ya que, con la excepción de Guillermo Billinghurst, ningún otro alcalde ha llegado a ser presidente. El político del pan grande, sin duda populista, fue derrocado por el mariscal Óscar R. Benavides. Lima siempre ha sido una ciudad conservadora, tanto en sus cos- tumbres como en sus opciones políticas. Durante el gobierno revolucio- nario de Juan Velasco Alvarado, de tinte reformista, la designación “a dedo” de los alcaldes tuvo un perfil más bien empresarial, desvinculado políticamente de las organizaciones populares. Y eso que al gobierno militar le faltaba a gritos contacto con el mundo popular. SINAMOS, una creación estrictamente política del velasquismo, habría podido de lo más bien proponer alcaldes con llegada al universo barrial. Desde su fundación española, Lima ha tenido más de trescientos alcaldes, muchos de ellos nombrados por el gobierno central. El pri- mero fue Nicolás de Ribera, el Viejo, en 1535, y desde esa fecha hasta 1839 se sucedieron más de 170 gestiones municipales. La Constitución de 1839 no consideró la instancia municipal. Recién en 1857 renace la Municipalidad de Lima y fue gobernada por un solo alcalde. El último en tentar el sillón presidencial fue Luis Castañeda Lossio y su participación en la campaña del año 2011 fue bastante pobre, demostrando que una cosa es con guitarra y otra con cajón. -

Participatory Democracy? Exploring Peru’s Efforts to Engage Civil Society in Local Governance Stephanie McNulty ABSTRACT As institutions are created to engage citizens and civil society organizations more directly, who participates, and what effect does participation have? This article explores two of Peru’s participatory institutions, the Regional Coordination Councils and the participatory budgets, created in 2002. Specifically it asks, once these institutions are set up, do organizations participate in them? and what effect does this participation have on the organizations? The data show that the participatory processes in Peru are including new voices in decisionmaking, but this inclusion has limits. Limited inclu- sion has, in turn, led to limited changes specifically in nongovernmental organizations. As a result, the democratizing potential of the participatory institutions is evident yet not fully realized. s institutions are created around Latin America to engage citizens and civil soci- Aety organizations directly, who participates? What effect does this participation have? Increasingly, local, regional, and national governments around Latin America are designing new institutions that allow citizens and civil society organizations (CSOs) to participate directly in policy decisionmaking with voice and vote. Partic- ipatory institutions (or PIs), such as development councils, participatory perform- ance monitoring, and participatory budgets, have been implemented around the region in countries such as Mexico, Brazil, Venezuela, Colombia, Ecuador, the Dominican Republic, Guatemala, Honduras, Nicaragua, and Peru.1 Often, these institutions are created to complement existing representative democratic institu- tions that are failing to meet the needs and demands of citizens. Reformers hope to increase transparency and accountability, as well as to encourage a more active and engaged civil society. -

After seven years of exile, Alberto Fujimori, Peru's strongman president from 1990 to 2000, returns to Peru. 2 This historical event takes place one day after the Chilean Supreme Court's long-anticipated deci- sion granting the Peruvian government's request to extradite Mr. Fujimori so that he can be prosecuted in Peru for claims of crimes against humanity and corruption, which allegedly took place during his time in office.3 Former President Fujimori's controversial career is an issue that has divided the Peruvian opinion. The Secretary-General has the honour to circulate to the Council and Members of the League the following communication, dated January 20th, which he has received from the Government •f Peru, Sir, You have brought to the notice of my Government, and to the Members of the Council of the League of Nations, the letter sent you by the Colombian Government on January 2nd concerning the situation at LETICIA. In conformity with instructions just received, I have the honour to transmit to you the requisite details concerning the events which occurred in this town and the present divergencies between Peru and Colombia. The occupation of LETICIA by a group of Peruvians on September 1st, 1932» and the expulsion of the Colombian authorities is the origin of the present dispute. LETICIA, a port on the river Amazon, was founded by Peruvians more than a century ago. It has always been inhabited by Peruvians, but was ceded to Colombia under the Salamon-Lozano Treaty which, in I9 2 8 , fixed the frontier between the two countries. Gonzalo Llosa and Ugo Panizza * The expression “Perfect Storm” refers to the simultaneous occurrence of events which, taken individually, would be far less powerful than the result of their combination. Such occurrences are rare by their very nature, so that even a slight change in any one event contributing to the perfect storm would lessen its overall impact. (Wikipedia) Introduction Over the 1970s and 1980s Peru went through a series of deep and protracted economic crises which generated enormous output losses. While output collapses are not uncommon in the emerging world (in a sample of 31 emerging market countries over the 1980-2004 period, Calvo et al., 2006 identify 22 events), Peru stands apart for the rapid succession of crises. For three times in a row, as soon as output would recover to its pre-crisis level, a new crisis would hit the country and destroy all the progress made during the previous years. As a consequence, the growth rate of Peru's GDP per capita averaged to 0 percent over a thirty-year period (1975-2005), a horrible performance even when compared to Latin America's dismal rate of economic growth. Moreover, while Calvo et al. (2006) document that great depressions tend to be V-shaped (i.e., characterized by a rapid collapse and a rapid recovery with almost no investment), the recovery from Peru's deepest collapse took 15 years, clearly not a V-shaped crisis. -

LADB Article Id: 51166 ISSN: 1060-4189 Peruvian Campesino Protets Against U.S. Trade Agreement Turn Fatal by LADB Staff Category/Department: Peru Published: 2008-03-14 Campesino protests in Peru resulted in at least four deaths and hundreds of arrests in February as agrarian groups called for the government of President Alan Garcia to mitigate the effects of the recently passed free-trade agreement (FTA) with the US. Peruvian farmers calling for state subsidies, lower prices for fertilizers, and a halt to bank seizures of farms clashed with police, leading the government to declare a state of emergency in eight coastal departments. Garcia's Interior Minister Luis Alva Castro testified before Congress that the Policia Nacional de Peru (PNP) were responsible for the deaths, and he rejected opposition demands that he resign. The protests overshadowed the meeting of the Asia Pacific Economic Cooperation (APEC) forum then underway and led the Peruvian government to strike the city of Cuzco from the list of APEC "subseats," or cities designated as meeting sites for the group.
