The Project for Capacity Development on Transportation Planning and Database Management in the Republic of the Philippines Japan International Cooperation Agency (JICA) Department of Transportation and Communications (DOTC) The Project for Capacity Development on Transportation Planning and Database Management in the Republic of the Philippines MMUTIS Update and Enhancement Project (MUCEP) Manual vol. 1 Traffic Surveys December 2015 ALMEC Corporation Oriental Consultants Global Co., Ltd PREFACE The acceleration of economic activities and population concentration in Metro Manila and other cities in the Philippines has caused severe social problems such as traffic congestion, traffic accidents, and deterioration of the living environment. The development of the public transportation network is crucial in tackling these problems. In addition, investment in infrastructure development is essential to realize a sustainable economic growth. Metro Manila, in particular, requires a transportation policy to facilitate a modal shift from private cars to public transportation by developing and integrating transportation networks and strengthening linkages between transportation modes. It is within this context that the Government of Japan has provided technical assistance to the Philippines’ Department of Transportation and Communications (DOTC) and other related agencies through the Japan International Cooperation Agency (JICA) in conducting a capacity development project entitled “The Project for Capacity Development on Transportation Planning and Database Management in the Republic of the Philippines.” MUCEP, as the project is known (short for MMUTIS Update and Capacity Enhancement Project), has been carried out for more than four years, starting on 27 September 2011 and completing on 30 November 2015. The overall project goal of MUCEP is to enable the DOTC to prepare a public transportation plan for Metro Manila for strategic corridors by strengthening their capacity in transportation database management and public transportation network planning. The project included the conduct of traffic surveys to update the data collected in a previous DOTC- JICA project entitled “Metro Manila Urban Transportation Integration Study” (MMUTIS, 1996–1999). An updated database of trip information is a requisite in transportation planning. There were three traffic surveys which were carried out in MUCEP. One is the household interview survey (HIS), which covered 51,188 households in the entire Metro Manila and Rizal, as well as the adjoining cities and municipalities in the provinces of Bulacan, Cavite, and Laguna. The HIS was carried out in the city of Manila in June–August 2012 and for the rest of the MUCEP project area in November 2013 to April 2014. The other two surveys are the cordon line survey, consisting of a traffic count survey, a vehicle occupancy survey, and an origin–destination interview survey at the outer and inner cordon lines; and the screen line survey, consisting of a traffic count survey and a vehicle occupancy survey. Both the cordon and screen line surveys were implemented in June– August 2012. JICA funded the 2012 surveys, while the DOTC shouldered the costs of 2013–2014 HIS. This document compiles the traffic survey manuals prepared by the JICA Project Team prior to the conduct of the above-mentioned surveys. It presents the objectives, methods, work plans, locations of survey stations, team organizations, and data processing, among others, of each of the surveys.     MMARAS Metro Manila Accident Reporting and Analysis System Annual Report January to December 2006 Produced by the Road Safety Unit (RSU) Traffic Operations Center (TOC) Metropolitan Manila Development Authority (MMDA) 1 Introduction The Metro Manila Accident Reporting and Analysis System (MMARAS) is operated by the Road Safety Unit (RSU) of the MMDA-Traffic Operations Center (TOC), with the cooperation and assistance of the Traffic Enforcement Group under National Capital Regional Police Office (TEG-NCRPO) Philippine National Police (PNP). The objective is to compile and maintain an ongoing database of „Fatal‟ and „Non Fatal‟ including the „Damage to Property‟ road accidents, which can indicate areas where safety improvements need to be made. The system will also allow the impact of improvement measures to be monitored. This report is intended to be an annual analysis of „Fatal‟, “Non Fatal‟ and „Damage to Property‟ road accidents that have been recorded by the PNP Traffic Accident Investigators for the year 2006. The information is presented in graphical and tabular form, which provides a readily identifiable pattern of accident locations and causation patterns. Annual comparisons of traffic accident statistics are also included in this report. The Road Safety Unit currently has 9 data researchers who gather traffic accident data from different traffic offices and stations of the Traffic Enforcement Group (TEG-NCRPO) within Metro Manila. Previously, only those incidences involving Fatal and Non Fatal are gathered and encoded at the MMARAS database. But for the year 2005 up to present, we included the Damage to Property incidence so that we can see the significance and the real picture of what really is happening in our roads and also it gives us additional information in analyzing the causes of accident.

    Las Pinas City, Republic of the Philippines Population Size: 532,330 (2007) Las Piñas was one of the early settlements south of Old Manila during the Spanish colonial times. It was a salt-center where 1,200 inhabitants live. It was a sleepy fishing and agricultural community located at the mouth of the Zapote and Las Piñas Rivers as their waters flow out to Manila Bay. Today Las Piñas is a highly urbanized city and has grown by leaps and bounds. The Las Piñas Historical Corridor Project is a 3.4-kilometer stretch of the city’s old district was developed showcasing and bringing back the picturesque aspects of the City’s Spanish colonial heritage.

THE PLANNED ARTERIAL ROADS Following the JICA-assisted feasibility study on the CALA East-West National Road Project which was conducted from February 2005 to September 2006, the Philippine government through the Department of Public Works and Highways has decided to build the following arterial roads: a) North-South Expressway, hereinafter referred to as “NS-Way”, extending from Bacoor-Cavite in the north to Sta.Rosa-Laguna in the south and broken down into the following segments: a. NS1 – a grade separation interchange to connect the existing R-1 Expressway to an upgraded Molino Boulevard, approximately 1.9 kms; b. NS2 – a 6-lane expressway, approximately 4.6 km., on Molino Boulevard from NS1; c. NS3 – a 6-lane expressway, approximately 6.3 km, from NS2 to Daang Hari, through the One Asia Property; d. NS4 – extends about 6.8 km. South from Daang Hari extension up to Aguinaldo Highway towards Palapala in Dasmariñas, and almost parallel to Aguinaldo Highway;. e. NS5 – runs on the west-side of Aguinaldo Highway about 2 km before Governor’s Drive and terminates at the Silang area, with a length of about 7.6 km.
