Philip Foglia, Esq. 1951 - 2020 Philip Foglia, son of a highly decorated New York City Police Detective, was raised in the Belmont (Little Italy) section of the Bronx. He graduated from Mt. Carmel, Mt. St. Michael and Lehman College where he was student body president and valedictorian. While in college Mayor Lindsay appointed him to the City’s Diamond Jubilee Committee. In 1973 Phil was awarded a fellowship by the University of California for Economic Development. He attended Pace University Law School, evening division while working full time as Executive Director of the NY Center for Community Affairs administering employment programs in the Bronx. Phil graduated from Law School as an editor of the Law Review in 1980. Phil worked as a community organizer for the Council of Belmont Organizations (COBO), the Italian American Alliance and the Center for Ethnic Affairs. He was a member of Community Planning Board #6 and was appointed by Mayor Koch to the Council on Intergroup Relations, helping to ease tensions between various communities in the City. Upon admission to the Bar, Phil was appointed an Assistant District Attorney in the Bronx working in Appeals and Rackets where he ultimately was elevated to Deputy Chief of Economic Crimes and the Public Corruption Unit. He was cross designated as an Assistant United States Attorney under Rudolph Giuliani assigned to the Organized Crime and Public Corruption Strike Force for over four years. He was the primary prosecutor who sent various public officials to prison. In 1988, he was appointed Executive Assistant District Attorney for Investigations in Queens County. Phil was a partner in a White Plains law firm for 17 years and was Special Counsel for the City of Yonkers for a decade. Additionally, Phil was Special Deputy Inspector General and Chief on Investigations for the State of New York. Phil served for eight years as a member of the Mayor Giuliani’s Committee on the Judiciary and also served on Mayor Bloomberg’s Neighborhood Reinvestment Advisory Committee. In 2006, Governor Pataki appointed Phil as a trustee of the City University Construction Fund. Phil was Vice President of the Southeast Bronx Community Organization where he ran two senior citizen centers, two homeless shelters, and built and managed affordable housing. Phil was the pro bono Chief Counsel of the Italian American Legal Defense and Higher Education Fund. In 1992, he successfully sued The City University of New York for discrimination against Italian Americans in the landmark lawsuit, Scelsa v. CUNY. Phil was Chief Counsel for the Bronx Special Olympics, a founding member of the Italian American Museum where he served as Executive Vice President, past president of the Columbus Alliance, director of the Bronx Columbus Day Parade Committee and treasurer of the Child Reach Foundation. Phil has taught law and government courses at Lehman College, Westchester Community College and Berkeley College. He was a guest commentator on Court TV. .

(CNS) — The outrage over the snubbing of St. Frances Xavier Cabrini by New York City first lady Chirlane McCray’s She Built NYC commission culminated in a march and Mass Oct. 6 to support a public statue of Mother Cabrini, as the patron saint of immigrants is best known. More than 1,000, including many Italian Americans, joined the march in Brooklyn’s Carroll Gardens section led by Bishop Nicholas DiMarzio of Brooklyn and Msgr. David Cassato, director of the Brooklyn Diocese’s Italian Apostolate. Afterward, Bishop DiMarzio celebrated Mass at Sacred Hearts-St. Stephen Church. The march showed support for Mother Cabrini after she wasn’t selected as one of first seven women to have a statue built in their honor by the She Built NYC project, an initiative that aims to increase the number of statues of women in New York City. Mother Cabrini received the most nominations of any of the 320 women nominated, and yet she was passed over. Jane Meyer, a spokeswoman for Mayor Bill de Blasio, said She Built NYC didn’t rely just on the number of public nominations. Instead, it took a “holistic” approach, she said, taking into consideration the advice of a 19-person committee that represented a diverse group of people with a broad range of expertise and backgrounds. “There wasn’t one particular lever that was pulled more than another,” Meyer said. “Maybe it wasn’t clear along the way that it wasn’t the most vote gets it.” Bishop DiMarzio said Mother Cabrini wouldn’t have asked for a statue herself, but noted a statue would honor the memory of immigrants and remind us of our responsibility to each other.

At a time of severe budget crisis, many CUNY administrators are getting substantial pay raises. Some 20 senior-level administrators in the past two months have been given modified job positions and raises of up to $28,000 per year. The CUNY Central Office claims the raises are justified on the grounds that some administrators will have increased responsibility. At the September 30th meeting of the CUNY Board of Trustees, Dr. Robert Picken, Chair of the University Faculty that 1 Senate, expressed his belief in the face of such disastrous 4 I conditions on so many campuse·s, the administrative raises were "ill-timed and ill-considered." : j .... I At the Board meeting Picken gave a concise summary of the cumulative effects of the budget cuts on teaching conditions 1 at the campuses. He reported increases in class size retrenchment of faculty, and the general deterioration of th~ CUNY learning environment. Class size has forced many teachers to abandon collaborative learning techniques in favor of more lectures, multiple-choice tests and fewer writing assignments.

A Commission to Oversee Creation of New Mother Cabrini Statue Published on iItaly.org (http://iitaly.org) A Commission to Oversee Creation of New Mother Cabrini Statue I. I. (October 25, 2019) Governor Andrew M. Cuomo appointed 19 members to a new commission that will oversee the creation of a statue honoring Mother Cabrini. The members will include Angelo Vivolo of the Columbus Heritage Coalition and Bishop Nicholas DiMarzio of the Brooklyn Diocese. The Governor announced the State will commit up to $750,000 for the project and will issue a request for proposals for the design of the new statue. "Mother Cabrini was a great New Yorker and a great Italian-American immigrant who did untold good for the people of this state, and there is no doubt she is deserving of a statue in her honor," Governor Cuomo said. "With the help of this new commission, we are going to get this done to help ensure Mother Cabrini's legacy of service to her community and those who are less fortunate is remembered for generations to come." The commission will provide recommendations to the Governor pertaining to the design, location and installation of the new memorial. The State's requests for proposals will seek ideas for the overall design and the statue's exact location. The commission will initiate broad outreach to the art community as soon as possible, including contacting art institutions and organizations as well as direct artist outreach. Once the design proposals are reviewed by the commission, the commission will select the finalists and present those to Governor Cuomo, who will make the final selection.
