As a result of discussion with various activists in the City and elsewhere, a diverse group of environmental, social justice and neighborhood organizations came together to begin the process of planning for Zero Waste in NYC. A series of principles were initially drafted to serve as a basis for the entire plan. It is the Campaign’s intent to expand discussions about the Zero Waste goal and to gain broad support for the detailed plan. The Consumer Policy Institute is a division of Consumers Union, publisher of Consumer Reports magazine. The Institute was established to do research and education on environmental quality, public health and economic justice and other issues of concern to consumers. The Consumer Policy Institute is funded by foundation grants, government contracts, individual donations, and by Consumers Union. -

Feb 11, 2018 Inauguration of NYS Senator Brian Patrick Kavanagh Hon Gale A Brewer, Manhattan Borough President Good afternoon. I’m Manhattan Borough President Gale Brewer, and it’s my honor and pleasure to say a few things about my colleague, confidante, and very close friend, Senator Brian Kavanagh. We go back 18 years now. It was 2001, and I’d gotten started late on my first City Council campaign. There were already six candidates in the race. We had no money. A lot of people had already taken sides, and it seemed like a long shot. Jessica Mates– another close friend and my chief of staff today – and Brian Kavanagh were there with me every day, building the campaign, stuffing 20 story buildings in the summer heat, handing out lit, keeping calm, and out–working out– thinking, and out-strategizing everybody. That, you may remember, was a Mayoral year when another candidate was running, too, a long shot we’d never heard of, a guy named Mike Bloomberg. Well, we both won, and Brian became my first chief of staff. I’d promised to “hit the ground running,” and we did thanks to Brian’s smarts and hard work, gift for organizing a staff, setting clear priorities, and managing everything in that calm, confident, steady way that is his trademark. 1 He even headed up the Fresh Democracy Project, which was a grouping of the large class of incoming Council Members in January 2002. We produced policy ideas for the new Council, but the “we” was really Brian. And he surprised us, too, with special gifts. -

This approach views cities and their metro regions as the powerhouses of our national economy, a decisive break from past federal urban policies. The Office of Urban Affairs is an opportunity to maximize the economic potential of cities through well-coordinated, productive relationships with the federal government. • The White House Office of Urban Affairs provides President Obama a unique opportunity to articulate a national agenda that recognizes urban areas as integral, indeed indispensable, to national prosperity. The last fifty years of federal urban policymaking have been characterized by two ideologies. The first considers urban decline as both a justification for and a mode of urban policymaking. The second deems federal urban policymaking intrusive and harmful to national economic growth. But research shows that cities and their surrounding metropolitan areas are engines of economic growth. Neither ideology recognizes this and so both fail to tie the fate of cities to the fate of the country at large. -

In rural areas throughout the Empire state, public transportation is either infrequent, hard to access, or nonexistent. In these areas, driving becomes a privilege many people don’t think about – providing an avenue to commute to work, pick-up children from school, travel to doctor’s appointments, and fulfill many other essential tasks. If New York were to enact the Driver’s License Access and Privacy Act, it would join twelve states, Washington, D.C., and Puerto Rico in providing access to licenses for undocumented immigrants. VOTING RIGHTS IN NEW YORK CITY: 1982–2006 JUAN CARTAGENA* I. INTRODUCTION TO THE VOTING RIGHTS ACT At the time of the 1982 amendments to the Voting Rights Act (VRA) and the continuation of Section 5 coverage to three counties in New York City, the city was at a major crossroads regarding faithful compliance with the mandates of the Act. Just one year earlier in the largest city in the United States, the largest municipal election apparatus in the country was brought to a screeching halt when the federal courts enjoined the Septem- ber mayoral primaries—two days before Election Day—because the city failed to obtain preclearance of new (and discriminatory) city council lines and election district changes.1 The cost of closing down the election was enormous, and a lesson was painfully learned: minority voters knew how to get back to court, the courts would not stand by idly in the face of obvious Section 5 noncompliance and business-as-usual politics would no longer be the same. Weeks later, the Department of Justice (DOJ) would not only of- ficially deny preclearance to the city council plan, but would find that its egregious disregard of the burgeoning African-American and Latino voting strength in the city had a discriminatory purpose and a discriminatory ef- fect.2 In this context, the 1982 extension of Section 5 to parts of New York City should not have seemed so anomalous to a country that continued to * General Counsel, Community Service Society.
