Sacred Politics: Religious Leaders and Conflict in Israel by Michael R. Freedman Submitted to the Department of Political Science on August 18, 2019, in partial fulfillment of the requirements for the degree of PhD in Political Science Abstract My dissertation examines why religious leaders adopt nationalist positions and how these positions contribute to the duration of an ongoing conflict. I propose a general framework of sacred politics that incorporates the state, religious leaders, and reli- gious communities. Within this framework, I develop a theory of religious credibility that explains the variation in religious leader ideology through examining leaders' incentives to strategically adopt ideological positions and the network of religious in- stitutions. I test these hypotheses in Israel using a combination of methods including statistical text methods that analyze religious communication of different religious leaders, spatial panel data showing the electoral impact of religious institutions, and a novel experimental design where I vary the credibility of religious leaders using religious sermons. This dissertation offers significant social science contributions as it offers an account of why religious leaders adopt moderate and extreme ideologies. They also give insight into the reasons why some religious leaders cooperate with the state, why this cooperation is crucial for the termination of conflict, and the influence that religious leaders have on the political behavior of their followers. Outside of schol- arly literatures, the dissertation offers important findings for policy-makers seeking to understand and include religious leaders in development and peace-building processes.     Oral Tradition, 29/1 (2014):5-46 Why Jews Quote Michael Marmur Everyone Quotes1 Interest in the phenomenon of quotation as a feature of culture has never been greater. Recent works by Regier (2010), Morson (2011) and Finnegan (2011) offer many important insights into a practice notable both for its ubiquity and yet for its specificity. In this essay I want to consider one of the oldest and most diverse of world cultures from the perspective of quotation. While debates abound as to whether the “cultures of the Jews”2 can be regarded integrally, this essay will suggest that the act of quotation both in literary and oral settings is a constant in Jewish cultural creativity throughout the ages. By attempting to delineate some of the key functions of quotation in these various Jewish contexts, some contribution to the understanding of what is arguably a “universal human propensity” (Finnegan 2011:11) may be made. “All minds quote. Old and new make the warp and woof of every moment. There is not a thread that is not a twist of these two strands. By necessity, by proclivity, and by delight, we all quote.”3 Emerson’s reference to warp and woof is no accident.     The Challenge of Israel’s Election Results I wrote the following for the latest newsletter of the World Union of Meretz, from the J Street Conference in Washington, DC. Representatives of all of the Israeli opposition gathered there, meeting together with its counterparts from American Jewry, who clearly represent the majority of American Jews. The final polls allowed on Friday the 13th, four days before election day, had given the Zionist Union (Labor & Hatnua) led by Herzog and Livni a lead of 24 to 20 seats, with an even chance to lead the next government. Netanyahu then went into emergency mode, using every demagogic trick in the book to turn the results around. He warned the leadership of the settlers that “the left” was on the verge of winning, and would begin to evacuate settlements, so they mobilized en masse, coming in thousands to Likud strongholds in the outlying and development towns to get out the vote. Mobilizing the extreme right to abandon Naftali Bennet’s Jewish Home party, Lieberman’s Yisrael Beiteinu and the ultra-right Yachad party (led by Shas refugee Eli Yishai in alliance with Kahanist Baruch Marzel), Netanyahu renounced his support for a two-state solution, and on election day warned that Israeli Arabs were voting in droves, being “bussed in by Jewish left-wingers” supported by foreign money. This last claim was ridiculous, since Israeli Arab citizens were simply walking to the polling booths, exercising their democratic right to vote, and energized by the fact that the four Arab parties had united in a Joint Arab List to ensure that they would pass the minimum voter threshold that had been raised to try to prevent them from entering the Knesset.

This JTA op-ed begins with a mention of Lilly’s cousin, Reuven Rivlin: Anat Hoffman After Knesset Speaker Reuven Rivlin (a leader in the Likud party) visited 17-year-old Jamal Julany, one of the victims of the racist attack in Zion Square he apologized to the victim: “We are sorry… It is hard to see you hospitalized because of an inconceivable act… What happened is the responsibility of every leader and Member of Knesset.” …. An honest evaluation will reveal that this unprovoked attack on three Arab youths by dozens of Israeli teenagers is part of a phenomenon much broader than the character of these youths. It is a result of the chronology of prolonged government tolerance towards Jewish religious extremism and its manifestations and of the Israeli government’s tacit acceptance of racist incitement towards Israel’s Arab minority by certain members of Knesset and a number of extreme Orthodox rabbis. Every religion has its extremists. Judaism is no different. The leading rabbinic figure in this raging culture war is the Chief Rabbi of Safed, Shmuel Eliyahu. He has repeatedly called Israel’s 1.2 million Arab citizens “the enemy.” He urged Jews not to rent or sell apartments to Arabs, and he claims all Arabs have a violent nature. Without underestimating the significance of security and conflict within the structure of the Israeli state, in this thesis the Arab–Jewish relationship is viewed as just one important cleavage within the Israeli state. Instead of focusing on this single cleavage, this thesis explores the complex structure of cleavages at the heart of the Israeli political system. It introduces the concept of a ‘cleavage pyramid’, whereby divisions are of different saliency to different groups. At the top of the pyramid is division between Arabs and Jews, but one rung down from this are the intra-Jewish divisions, be they religious, ethnic or political in nature. In the case of Shas, the religious and ethnic elements are the most salient. The secular–religious divide is a key fault line in Israel and one in which ultra-orthodox parties like Shas are at the forefront. They and their politically secular counterparts form a key division in Israel, and an exploration of Shas is an insightful means of exploring this division further, its history and causes, and how these groups interact politically.
