Dear Fellow NEPGA Professionals,

Welcome to Concord Country Club and the 95th playing of the New England PGA Section Championship. Concord Country Club has a history as rich as the town it sits in, and we look forward to adding another chapter to the history of our club.

The club was initially founded in 1795 by nearly 19 members of the community and first built a clay tennis court in 1900. It hired golf course architect Donald Ross to design the first nine holes in 1913, and later constructed a swimming pool by damming a brook near the seventh hole in 2015, which can still be seen today. Now, the course boasts 18 championship holes that play at roughly 6,700 yards and reminds players of a vintage Ross design.

The last time the Section Championship was contested at Concord, Chip Johnson defeated Kirk Hanefeld in a playoff to deny him of three Section Championship wins in a row. We anticipate our course will provide another exciting finish this time around.

Along with the entire Concord CC staff, I would like to wish all competitors great success in this year’s New England PGA Section Championship. Enjoy your time in Concord.

LETTER FROM THE EXECUTIVE DIRECTOR

Dear New England PGA Professional,

Thank you for participating in the 2015 NEPGA Championship/PNC. We are all very excited to have such a wonderful field at our Sections premier event. New England was once again one of the top Sections in terms of PNC Registrations, finishing in the top two in the country for the fourth straight year. We are very fortunate to have our Championship at two wonderful host sites and facilities. Host PGA Professional Dave Poplyk, from Concord Country Club and host PGA Professional Chris Carpenter from Nashawtuc Country Club have helped us create the highlight to our tournament schedule.

In the New England Section we combine our Championship with our Professional National Championship qualifier. As a result we had 180 registrants and 16 NEPGA professionals will represent the New England Section at the Professional National Championship at Turning Stone Resort in upstate New York next June.

The New England PGA Section Championship has a long and illustrious history. This will be the 95th time New England Section Professionals will gather to compete for the Tom Mahan, Sr Trophy and have their name alongside some of the finest players and PGA Professionals in New England. This year’s quest for the Tom Mahan, Sr. Trophy goes through Concord!

CHAMPIONSHIP HISTORY

The New England PGA Championship has been in existence since 1921, five years after the PGA of America was founded. Since that time, the championship has been contested 94 times, with this being the 95th. There have been 61 champions in the 95 year history of the event, with 19 winning the event multiple times. The Championship has been hosted or co-hosted at 55 different sites throughout New England, giving the Championship a very unique history, and a big reason why there have been so many different winners throughout the years.

The list of winners is a who’s who of the best players in New England PGA history. Names from the past such as Lester Kennedy, Tex McReynolds, Bob Crowley, Charlie Volpone, Joe Carr, Tony Morosco and Dana Quigley give a glimpse of the great history of the section. Present names such as Kirk Hanefeld, Chip Johnson, Ron Philo, Troy Pare, Frank Dully, Paul Parajeckas, John Hickson and Eddie Kirby litter the brass plating around the Tom Mahan, Sr. Trophy, and 20-somethings such as Shawn Warren and Rich Berberian give a strong indication that the talent is still strong and will be for many years to come.

This year presents another opportunity for a New England PGA Professional to join the exclusive club of NEPGA Championship Winners. Over three days in August, contested on two golf courses, we will add another name to the storied list of Champions of this prestigious event.

THE MAHAN CLUB

While the Mahan Club is four years old, the members of it have close to 95 years of experience in winning the most coveted prize in New England Professional Golf. The Club is named for Thomas Mahan, Sr., who was President of the NEPGA for over 19 years, as well as Vice President of the PGA of America in the 1950’s. The NEPGA Championship trophy is named in his honor.

Each year, on the Sunday night before the NEPGA Championship, past winners of the Tom Mahan, Sr. Trophy will be invited to a Champions dinner. The hope is to gather the players fortunate enough to have hoisted the NEPGA Championship trophy for a few hours of cameraderie, story telling and good-will the night before Round 1 of the Championship. While there are 95 years of winners, and many are not living or local anymore, the ones that are have a lifetime of wisdom and experience to share, and will get to share it with this small group one night a year.

2015 Champion Rich Berberian is the newest member, with a thrilling victory over defending Champion Shawn Warren last year at Golf Club of New England and Portsmouth CC. He will look to repeat in 2015 outside of his home state, while enjoying one of the finest years of his young Professional career which includes qualifying for the US Open in June. A line of past champions and new challengers await.

CONTESTANT INFORMATION

REGISTRATION

There is no formal registration for competitors. Please report to your starting tee 10 minutes before your starting time so that our starter can go over Local Rules and any notes for play on that day.

COURSE

Rounds 1 and 2 will be played at Concord Country Club and Nashawtuc Country Club. Final Round will be played at Concord Country Club.

DRESS CODE

The following is applicable to all contestants participating in the Section Championship.

Contestants must wear slacks anywhere on club property during Championship days. All contestants will be required to present a neat appearance, appropriate to a golf championship, in both clothing and grooming.

CONTESTANT INFORMATION

GOLF CARS AND CADDIES

Concord Country Club is a Walking Only facility. Players that have submitted a medical note for injury may take a golf cart. At Nashawtuc Country Club, Golf Cars are included in your entry fee. Only two golf cars will be allowed per group. Players are welcomed to walk and use caddies, so long as it does not slow the pace of play. Players choosing to ride may only have one person ride in the golf car during the round, and that person will be considered their caddie. Caddies are not granted access to player dining.

GROUPS AND STARTING TIMES

Groups and Starting Times for Monday and Tuesday’s rounds have been emailed to all Competitors, are available on BlueGolf, and will be available Sunday afternoon through the evening at the Scoreboard.

It is the player’s responsibility to verify their starting time. NEPGA Officials will not call players to the starting tees. It is the player’s responsibility to be in place and ready to play at his/her assigned time on the teeing ground.

CONTESTANT INFORMATION

PLAYER CONDUCT

Any player who shall be deemed guilty of conduct unbecoming a Golf Professional while participating in the NEPGA Section Championship or activities related thereto (i.e., practice rounds, hospitality events, etc.), or who otherwise violates the Code of Ethics of The PGA of America shall be subject to fines or suspension from championship play.

The Championship Staff shall be authorized to impose penalties for any of the following violations: • Club Throwing/Breaking • Damage to course equipment or property • Abuse, oral (profanity) or otherwise directed at rules officials, other competitors, spectators, sponsors, Championship Staff, volunteers or others. • Consumption of alcoholic beverages during practice rounds and/or championship rounds. • Using cell phones or any similar cellular telecommunications equipment on the golf course during championship rounds. • Any other conduct deemed by Championship Staff to be unbecoming a Golf Professional.

PRIZE MONEY

The Championship Purse will be no less than $95000. The winner will receive $17,000. Players making the cut and finishing below 60th place will be paid $400. Players must return a 54-Hole score to receive prize money.

SIZE OF FIELD

The total field will be 180 players, cut to the low 60 and ties for the Final Round.

From Route 128 North: Take Exit 29 (Route 2 West), travel approximately 5 miles to Sudbury Rd.- your next light after the Rte. 126/Walden Pond light. Turn left onto Sudbury Rd. Go straight through the lights at the intersection of Rte. 117. The Nashawtuc C.C. entrance is on the left.

From Boston or South Shore: Take Mass Pike (Rte. 90) to Rte. 128 (Rte. 95) North. Go 2 miles to Exit 26 (Rte. 20 East). Bear right off exit towards Waltham. Go through traffic light, stay in the left lane, and immediately after the gas station on the left, you will see a small sign saying to Rte. 117 and a blinking yellow light - turn left. Follow to the end. At intersection of Rte. 117 (Main Street) turn left onto 117 West. Travel approx. 7 miles. Go straight through lights at Rte. 126. At the next set of lights turn left onto Sudbury Rd. Nashawtuc C.C. entrance is on the left.

From Route 495 South: Take Rte. 117 East through Stow and Maynard into Concord, to Sudbury Rd. Michael's Restaurant will be on your left. Turn right onto Sudbury Rd. The entrance to Nashawtuc C.C. is on your left.

CADDIE INFORMATION AND REGULATIONS

The following practices and policies are in effect for the NEPGA Section Championship.

REGULATIONS Caddies shall not walk on greens when checking hole locations, nor shall they interfere with play during practice or tournament rounds.

Caddies are only allowed on the practice putting greens to retrieve chip shots or long putts. This may only be done provided the putting green is not crowded.

Players are welcomed to walk and use caddies, so long as it does not slow the pace of play. Players choosing to ride may only have one person ride in the golf car during the round, and that person will be considered their caddie.

Caddies are not allowed in player dining. Caddies are permitted to purchase food and drink at the courses.

CADDIE APPEARANCE Caddies may wear shorts. If shorts are worn, they are to be hemmed and not more than 2” above knee length. The shorts are expected to be professional looking in appearance.

Caddies must wear smooth, rubber soled shoes. No golf spikes of any kind will be permitted.

All caddies will be required to present a neat appearance, approriate to a professional golf tournament in both clothing and grooming.

CONDUCT Failure of any caddie to conform to the above shall result in his/her immediate removal from Club property.

PLAY-OFF PROCEDURE

In the event of a tie for the Championship, there will be a Hole by Hole play- off immediately following completion of play. The play-off will commence on hole 18, and if necessary hole 18 will be repeated until a Champion is determined.

In the event of a tie for National PNC Qualifying spots, there will be a Hole by Hole play-off immediately following completion of play. NEPGA HARD CARD

NEW ENGLAND PGA Local Rules and Conditions of Competition

The Rules of the United States Golf Association govern play, as modified by the NEPGA. The following Conditions of the Competition apply and may be found in the current Appendix I of the USGA Rules of Golf as referenced on page numbers below. See the applicable competition’s “Notice to Competitors (Players)” for additional Definitions, Local Rules and Conditions of the Competition.

Unless otherwise noted, the penalty for breach of a Local Rule or Condition is: - Loss of Hole; - Two Strokes.

SECTION A: LOCAL RULES

1. Out Of Bounds - Rule 27. A ball that crosses a road defined as out of bounds and comes to rest beyond that road is out of bounds, even though it may lie on another part of the course.

2. Water Hazards and Lateral Water Hazards - Rule 26. Water hazards are defined by yellow stakes and/or lines. Lateral water hazards are defined by red stakes and/or lines.

3. Abnormal Ground Conditions - Rule 25. Ground Under Repair a. Areas completely encircled with white lines. b. French drains filled with stones. c. Seams of cut turf – Pages 109-110 Casual Water on Putting Green If casual water exists on the putting green the Committee may: a. require the player to proceed under Rule 25-1b (iii); b. squeegee the line of putt. c. squeegee the putting green until the players are near the putting green; d. or in extreme cases any combination of a, b and c above.

4. Embedded Ball Through the Green - Page 107.

5. Stones in Bunkers Stones in bunkers are movable obstructions. (Rule 24-1. applies)

6. Immovable Obstructions - Rule 24. a. White Lined areas tying into obstructions, are part of the obstruction, not ground under repair. b. Railroad ties, curbing or the like adjoining artificially surfaced roads or paths are part of the road or path. c. Landscaped or garden areas (flowerbeds, shrubberies or the like) completely encircled by an obstruction are part of the obstruction.

9. Permanent Elevated Power Lines or Cables If a ball strikes a permanent elevated power line or cable, the stroke must be canceled and replayed, without penalty (See Rule 19-5). If the ball is not immediately recoverable another ball may be substituted. (For temporary power lines or cables see item 9 Temporary Obstructions).

11. Scoring Area The scoring area may include but is not limited to tents or rooms. A player’s score card has been returned to the Committee when the player has exited the defined scoring area with both feet.

12. Pro-Am Competition - Score Card The professional player is the marker and scoring is according to Rule 31-3. The score card shall be signed by the professional player and attested by one of the amateur partners. Penalties apply only to the professional player.

Discontinue Play: Three consecutive short signal notes. Resume Play: Two short signal notes. Note: All practice areas shall be closed during a suspension for a dangerous situation until the Rules Committee has declared them open. Players who disregard such closing shall be subject to disciplinary action.

5. Practice - Page 121. Prior to the stipulated round in stroke play, a player may practice on the designated practice areas. Rule 7-1b applies to other practice in stroke play. Rule 7-1a covers practice before the stipulated round in match play.

6. Transportation a. To prevent "Scouting", a player or players using a cart, or their caddies, may not drive the cart past the ball which lies closest to the hole until all shots have been played. If the cart is driven past the closest ball in searching for a ball, or ahead in the interest of safety, this is not considered a violation.

7. How to Decide Ties In the event of a tie for first place there will be a hole by hole playoff to determine the winner immediately following the last stipulated round.

8. Close of Competition The competition shall be deemed to have closed when all scores have been approved by the Rules Committee. STARTING TEES and SCORING AREA

GENERAL The roped area of each 1st tee defines the teeing area.

STARTING TEE(S) For the purposes of applying Rule 6-3a (late to the tee), a player is considered to be “on the tee” when he or she is within the roped area surrounding the tee box.

SCORING AREA A player has left the scoring area when he or she has departed the scoring area and has crossed the roped area defining the scoring area. SUSPENSION OF PLAY

SUSPENSION OF PLAY FOR A DANGEROUS SITUATION: When play is suspended for a dangerous situation, if the players in a group are between play of two holes, they shall not resume play until the Committee has ordered a resumption of play. If they are in the process of playing a hole, they must discontinue play immediately and shall not thereafter resume play until the Committee has ordered a resumption of play.

All practice areas shall be closed during suspension for a dangerous situation until the Committee has declared them open for use.

Note: A suspension for a dangerous situation shall be signaled by one prolonged siren or horn blast. All other types of suspension shall be signaled by three intermittent siren or horn blasts. Resumption of play will be signaled by two intermittent siren or horn blasts.

PENALTY FOR BREACH OF THIS LOCAL RULE: DISQUALIFICATION
