Each person is allowed to speak for 3 minutes with a maximum amount of time allowed for public participation will be 15 minutes. A person who attends a meeting is permitted to report on the meeting whilst the meeting is open to the public. To “report” means to film, photograph, make an audio recording of meeting proceedings, use any other means for enabling persons not present to see or hear the meeting as it takes place or later or to report or to provide oral or written commentary about the meeting so that the report or commentary is available as the meeting takes place or later to persons not present. A person present at a meeting may not provide an oral report or oral commentary about a meeting as it takes place without permission. AGENDA 1. Remote Attendance (Pages 1 - 2) Members to note the statement below in relation to the attached guidance from the Association of Democratic Services Officers: Due to the Pandemic of Covid-19 new regulations titled, The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020, have come into force. These Regulations (commonly referred to as Regulations 2020), specifically part 2, regulation 5, until further notice, legally enable the remote attendance of committee meetings and therefore overrule any relevant Standing Orders. 2. Apologies 3. Declarations of Interest To receive any declarations of interest in respect of items on this agenda as required by the Code of Conduct adopted by the Town Council on 4th February 2019. Members are reminded that, in accordance with Town Council’s Code of Conduct, they are required to declare any disclosable pecuniary interests or other registrable interests which have not already been declared in the Council's Register of Interests. Members may however, also decide, in the interests of clarity and transparency, to declare at this point in the meeting, any such disclosable pecuniary interests which they have already declared in the Register, as well as any other registrable or other interests. 4. Minutes (Pages 3 - 4) To confirm, as a true record, the attached Minutes of the Extraordinary Town Development and Planning Committee held on 9 September 2020. The attachments will form part of the main minutes, however, will not be redistributed with this Agenda. 5. Planning Applications (Pages 5 - 8) Response from Hills Waste in relation to planning application 20/06202/WCM Sands Farm Abberd Lane Calne SN11 8TJ, is attached for information. In considering planning applications the Calne Community Neighbourhood Plan and Wiltshire Core Strategy should be used to identify reasons to object to inappropriate development. Planning Application Decisions (Pages 9 - 10) Members are asked to note the planning application decisions. 7. Calne Community Neighbourhood Plan To receive a verbal update on progress. 8. Northern Area Planning Committee It has been confirmed that application 20/01057/FUL, Land north-west of Silver Street and south of Fynamore Gardens Calne for a proposed medical centre with integral pharmacy, with associated development 4 including means of access, access road, diagnostics/ambulance bay, car and cycle parking, bin storage area, and hard and soft landscaping. Will be considered at the Northern Area Planning Committee on 7 October 2020. Members to RESOLVE whether they wish the Town Council to be represented and register as a speaker. 9. Projects Members are asked to consider potential projects for the use of the reserves being held for projects. 9.1 Community Defibrillator Units (Pages 11 - 14) Members are asked to consider the report of the Community and Business Support Officer and RESOLVE To support the initiative for new defibrillator units as a new project, setup a task group and to request project funding once a detailed proposal is known. 10. Highways 10.1 Calne Area Board S106 Working Group To receive a verbal update on progress with projects. 10.2 Prohibition and Restriction of Waiting Consultation and on Street Parking ( Amendment No. 6) Order 2020 (Pages 15 - 30) Members are asked to consider the following schemes which were submitted by the committee for review this year. a) To extend No Waiting at any time on the following lengths of roads: Lake View – west side – from a point 15 metres south of its junction with Quemerford to a point at the western boundary of property No.1 Lane View Lake View – east side – from a point 15 metres south of its junction with Quemerford to a point 31 metres south of that junction Silver Street – south side – from a point 17 metres north of its junction with Wenhill Lane to its junction with South Place Silver Street – north side – from a point 17 metres north of its junction with Wenhill Lane to a point 10 metres north east of its junction with South Place Springfield Drive – west side – from a point 15 metres north of its junction with Curzon Street to a point 52 metres north of that junction Springfield Drive – east side – from a point 15 metres north of its junction with Curzon Street to a point 72 metres north of that junction Stockley Lane – east side – from a point 10 metres south of its junction with Ebor Paddock for a distance of 20 metres in a southerly direction b) To introduce No Waiting at any time on the following lengths of roads: Guthrie Close – both sides – from its junction with Porte Marsh Road for a 5 distance of 10 metres in a southerly direction Luckett Way – both sides – from its junction with William Street for a distance of 17 metres in a north westerly direction Porte Marsh Road – north side – from its junction with Oxford Road for a distance of 126 metres in a westerly direction Porte Marsh Road – south side – from its junction with Oxford Road for a distance of 11 metres in a westerly direction Porte Marsh Road – south side – from a point 44 metres west of its junction with Oxford Road to a point 10 metres west of its junction with Guthrie Close William Street – northwest side – from its junction with Luckett Way for a distance of 17 metres either side of that junction c) To remove No Waiting at any time on the following length of road: Church Street – west side – from the northern boundary between property Nos. 37 and 31 Church Street for a distance of 16 metres in a southerly direction d) To introduce No Waiting Monday to Friday 9am-3pm on the following length of road: Luckett Way – both sides – from a point 17 metres northwest of its junction with William Street to its junction with Hungerford Road This proposal will be advertised in the Gazette and Herald on 24th September 2020 and the consultation period ends on 19th October 2020. 10.3 CATG - Notes of Meeting (Pages 31 - 40) To receive notes of the meeting held on 25 August 2020. 10.4 CATG Highways Improvement Request - Dakota Drive (Pages 41 - 42) To consider whether to submit a request to the next CATG meeting. The Town Mayor – Cllr Merrick has met with the residents and it is suggested that a scheme to hard surface the grassed area to make a path from back to front of the house and include a no waiting zone in the next review be supported. 10.5 CATG Highways Improvement Request - Quemerford (Pages 43 - 44) Members are asked to consider the request for a crossing at Quemerford and whether to submit to CATG. The issue of a safe crossing point dates back to 2011. A site assessment was completed and reported to the Calne Area Board https://cms.wiltshire.gov.uk/documents/s21600/App%204%20Quemerford %20Calne%20Pedestrian%20crossing%20assessment.pdf 6 Notes from the Area Board meeting held on 23rd August 2011 https://cms.wiltshire.gov.uk/ieListDocuments.aspx?MId=5314 The working group would maintain the issue of safer pedestrian crossing arrangements at Lakeview on their list of priorities for action.
