UVOD Suvremeno gospodarenje otpadom je jedno od najzahtjevnijih područja zaštite okoliša, te zahtijeva prioritetno rješavanje i usklađivanje sa standardima Europske unije (EU). Republika Hrvatska mora smanjiti količinu otpada koju proizvodi, a s postojećim tokovima otpada održivo gospodariti. Zakonski okvir za uspostavu gospodarenja otpadom uređeno je Zakonom o održivom gospodarenju otpadom (NN br. 94/13 i 73/17) (dalje ZOGO), međunarodnom Konvencijom o kontroli prekograničnog prometa opasnim otpadom i njegovom odlaganju – Baselska konvencija (NN – Međunarodni ugovori, 3/94), Pravilnikom o gospodarenju otpadom (NN br. 117/17), Uredbom o gospodarenju komunalnim otpadom (NN br. 50/17) i više pod zakonskih propisa koji reguliraju opće postupanje s otpadom i postupanje s posebnim kategorijama otpada. U skladu sa zakonodavstvom, gospodarenje otpadom čini skup aktivnosti i mjera usmjerenih na sprječavanje nastanka otpada, smanjivanje količina otpada i njegovih štetnih utjecaja na okoliš, skupljanje, prijevoz, oporabu, zbrinjavanje

Analizira se prostorna diferencijacija demografskog starenja na razini mikroregija u županiji, na razini gradova/općina te naselja. But the perspective of the city for the OSCE Head of Mission, who goes there for a couple of days and during which has four working luncheons and dinners, no less than five official presentations and numerous bilateral conversations, resembles the torture of Tantalus. J. F. Kennedya 7, 10000 Zagreb, Croatia [email protected] Abstract Main aim of regional policy is to reduce regional disparities. There is now doubt that action to tackle regional disparities is needed in Croatia. Main problem is the definition of region as a subject of regional policy. After discussion about definition of region and main criteria which should be considered during the process of establishment of regions, the paper will present one of the methodologies for spatial-economic entities' classification. The methodology will be used on the working sample of several Croatian counties. The classification will be obtained through use of multivariate statistical methods, and it is based on a wide number of demographic, economic, educations, employment indicators. Results leads to the identification of several axes of socio- economic characterisation, and the division of the observed territory into several homogenous clusters, regions with different degree of development. The main conclusion is that socio-economic reorients uncovered with this methodology provide useful characterisation and division of the territory, for policy making purpose. Via various functions, especially tourism and recrea- tion, protected areas can influence local development. Since the 1960s, settlements in the surroundings of Krka National Park have faced challenges related to depopulation and socio-econom- ic development. The goal of this chapter is to analyse factors of re- cent intense development of rural tourism, its spatial impacts in the immediate vicinity of the Park, and various potentials for fur- ther development. These trends should be looked at in the frame- work of tourism development of the Park itself, as well as tour- ism development trends in the interior of Dalmatia. A case study of the Town of Drniš was conducted to closely examine recent trends and the potential for development of rural tourism in the near future. In the current research cycle, it averages 3.1 (the maximum rank is 5), with counties already being very transparent (4.6 on average), cities fairly good (3.7 on average), but municipalities still inadequately transparent (2.8 on average). Despite the relatively solid averages, there are too many extremely non-transparent local government units. Four cities (Gospić, Imotski, Valpovo and Vrgorac) and as many as 39 municipalities have not published a single budget document that we were searching for, and another seven cities and 50 municipalities have published only one such document each. As in previous years, the most transparent local government units include very sparsely populated ones, such as Ribnik and Dekanovec, and local government units with low per capita income (e.g. Jarmina and Đelekovec). On the other hand, among the least transparent local government units there are units with very high total and per capita budget revenues (e.g. Sutivan, Šolta, Dugopolje and Bol). The most prominent changes include notable reduction in the number of inhabitants and altered population structures. The war has triggered many demographic disturbances at the Croatian state territory, but also at the wider Croatian ethnic territory (NEJAŠMIĆ, ŠTAMBUK, 2003). The situation is particularly difficult in the areas that were directly affected by the war (ŠTERC, POKOS, 1993).
