BULGARIA 1.1. Introducere Bulgaria implementează o politică socio-economică care, pe de o parte, vizează dezvoltarea unei economii eficiente și competitive și, pe de altă parte, o integrare activă în structurile europene. Politica de dezvoltare regională a Bulgariei este strâns legată de obiectivele strategiei de dezvoltare socio-economică a țării. Strategic, dezvoltarea regională încearcă să realizeze o dezvoltare echilibrată și durabilă a regiunilor din Bulgaria și să creeze condiții pentru creșterea economică și un nivel ridicat de ocupare a forței de muncă pe baza potențialului lor de dezvoltare, precum și să consolideze coeziunea economică și socială a regiunilor. 1.1.1. Baza legislativă și documentele strategice la nivel național Actualul cadru legislativ corespunde statutului unui stat membru al Uniunii Europene, precum și al unei țări care este implicată în semnarea numeroaselor documente internaționale, acorduri și protocoale. Fiecare aspect legat de dezvoltarea teritorială, socială, culturală și economică a țării este reglementat de o serie de acte normative care stabilesc cadrul instituțional, obiectivele, competențele și instrumentele specifice pentru definirea sa, fie la nivel local, regional sau național. Zonele legislative care influențează abordarea autorităților locale includ dezvoltarea regională și lucrările publice, protecția mediului, construcția infrastructurii de transport, susținerea învățământului, sistemului de sănătate, patrimoniul cultural și natural, politica socială etc. Aceste zone contribuie la bunăstarea și calitatea vieții populației, garantând în același timp integritatea, calitatea și autenticitatea patrimoniului natural și cultural- istoric ca o sursă inepuizabilă de dezvoltare și identitate culturală. Dezvoltarea municipiilor Balchik, Kavarna și Shabla urmează politicile la nivel național.     Annex REPORT FOR 2019 UNDER THE “HEALTH CARE” PRIORITY of the NATIONAL ROMA INTEGRATION STRATEGY OF THE REPUBLIC OF BULGARIA 2012 - 2020 Operational objective: A national monitoring progress report has been prepared for implementation of Measure 1.1.2. “Performing obstetric and gynaecological examinations with mobile offices in settlements with compact Roma population”. During the period 01.07—20.11.2019, a total of 2,261 prophylactic medical examinations were carried out with the four mobile gynaecological offices to uninsured persons of Roma origin and to persons with difficult access to medical facilities, as 951 women were diagnosed with diseases. The implementation of the activity for each Regional Health Inspectorate is in accordance with an order of the Minister of Health to carry out not less than 500 examinations with each mobile gynaecological office. Financial resources of BGN 12,500 were allocated for each mobile unit, totalling BGN 50,000 for the four units. During the reporting period, the mobile gynecological offices were divided into four areas: Varna (the city of Varna, the village of Kamenar, the town of Ignatievo, the village of Staro Oryahovo, the village of Sindel, the village of Dubravino, the town of Provadia, the town of Devnya, the town of Suvorovo, the village of Chernevo, the town of Valchi Dol); Silistra (Tutrakan Municipality– the town of Tutrakan, the village of Tsar Samuel, the village of Nova Cherna, the village of Staro Selo, the village of Belitsa, the village of Preslavtsi, the village of Tarnovtsi,

While winter birding lacks the sheer diversity of the spring tour, it brings with it the vast numbers of geese and other waterfowl that make use of this small area in Eastern Europe to overwinter. High among these are large numbers of Red-breasted Geese, a globally threatened bird, along with the likes of Smew, White-headed Duck, and both Tundra and Whooper Swans. Aside from the truly impressive numbers of waterfowl, the key specials of Bulgaria and indeed, most of Europe are still on the cards and should still be seen. The study area covers parts of the eastern slope of the North Bulgarian arch, having the Bulgarian–Romanian border to the north, Cape Kaliakra to the south, Dobrich city to the west, and the Black Sea shelf to the east. Block faulting, horsts and grabens of different rank are the typical structural features. The crustal-scale Intramoesian Fault, considered to separate the Moesian Platform in two main compartments, reaches the Black Sea continental shelf in Shabla region, its path being ambiguously located on maps, as it does not outcrop. Analysis of regional seismicity data available from ROMPLUS Earthquake Catalogue and EMSC Earthquake Catalogue, integrated with available tectonic and geophysical data, as well as with geological, geomorphological and neotectonic field observations, offered the possibility to interpret W–E, NE–SW and NW–SE active fault systems within the study area and build the grounds for a much more comprehensive understanding of this region’s tectonics.     SAVAGE BUSINESS – The Economy of the Tyle State One would imagine that an invasion by hundreds of thousands of barbarians would have a catastrophic effect on a region’s economy. However, this presumption has been challenged in recent years by the archaeological and numismatic data emerging from the territory which fell under the control of the ‘barbarian’ Tyle state in eastern Thrace during the 3rd c. BC. The traditional description of the Celtic tribes who arrived in this area has been one of ‘thirsty savages’ or ‘gangs of mercenaries’ (latest Emilov 2007, 2010), and we have been repeatedly informed that ‘their aim was not to settle, but money and booty which could be aquired in different ways … by attacking wealthy cities, and by ravaging the countryside’ (Nixon 1977, cited by Mitchell 1993; most recently Emilov 2010). However, repeating a simplistic stereotype does not make it true, particularly when the depiction of a culture directly contradicts all the available archaeological and historical evidence. In this case the facts tell a rather surprising tale – a barbarian invasion that brought political stability and economic prosperity in its wake. Eastern Thrace – 3rd c. BC THE ‘BARBARIAN BOOM’ Recent archaeological evidence has clearly shown that no destruction accompanied the Celtic migration at the beginning of the 3rd c. BC and, even more surprisingly, in none of the regions which fell within the limits of the Celtic Tyle kingdom can an economic downturn be detected (Lazarov 2010: 110). Indeed, it is precisely in the wake of the establishment of the Celtic state that the main Hellenistic economic centres in eastern Thrace and the Black Sea coast such as Kabyle, Mesambria and Odessos flourished and trade boomed.
