Contemporary literature on war is mainly devoted to recent changes in the theory and practice of warfare, particularly those in which terrorists or insurgents are involved (for example, the ‘revolution in military affairs’, ‘small wars’, and so on). On the other hand, today’s research on security is focused, among other themes, on the effects of the war on terrorism, and on civil liberties and social control. This volume connects these two fields of research, showing how ‘war’ and ‘security’ tend to exchange targets and forms of action as well as personnel (for instance, the spreading use of private contractors in wars and of military experts in the ‘struggle for security’) in modern society. -

MIELKE & N. MISZAK SUMMARY So-called Islamic State (IS or Daesh) in Iraq and Syria is widely interpreted as a terrorist phenomenon. The proclamation in late January 2015 of a Wilayat Kho- rasan, which includes Afghanistan and Pakistan, as an IS branch is commonly interpreted as a manifestation of Daesh's global ambition to erect an Islamic caliphate. Its expansion implies hierarchical order, command structures and financial flows as well as a transnational mobility of fighters, arms and recruits between Syria and Iraq, on the one hand, and Afghanistan–Pakistan, on the other. In this Working Paper, we take a (new) social movement perspective to investigate the processes and underlying dynamics of Daesh’s emergence in different parts of the country. By employing social movement concepts, such as opportunity structures, coalition-building, resource mobilization and framing, we disentangle the different types of resource mobilization and long-term conflicts that have merged into the phenomenon of Daesh in Afghanistan. In dialogue with other approaches to terrorism studies as well as peace, civil war and security studies, our analysis focuses on relations and interactions among various actors in the Afghan-Pakistan region and their translocal networks. The insight builds on a ten-month fieldwork-based research project conducted in four regions—east, west, north-east and north Afghanistan—during 2016. We find that Daesh in Afghanistan is a context-specific phenomenon that manifests differently in the various regions across the country and is embedded in a long- term transformation of the religious, cultural and political landscape in the cross-border region of Afghanistan–Pakistan. -

Rubin Summary: As the United States tries to orchestrate a political settlement in conjunction with its eventual military withdrawal from Afghanistan, it has overestimated the role of military pressure or presence and underestimated the leverage that the Taliban’s quest for sanctions relief, recognition and international assistance provides. As the U.S. government decides on how and when to withdraw its troops, it and other international powers retain control over some of the Taliban’s main objectives — the removal of both bilateral and United Nations Security Council sanctions and, eventually, recognition of and assistance to an Afghan government that includes the Taliban. Making the most of this leverage will require coordination with the Security Council and with Afghanistan’s key neighbors, including Security Council members China, Russia and India, as well as Pakistan and Iran. In April 2017, in a meeting with an interagency team on board a military aircraft en route to Afghanistan, U.S. President Donald J. Trump’s new national security advisor, retired Army Lt. Gen. H.R. McMaster, dismissed the ongoing effort to negotiate a settlement with the Taliban: “The first step, the national security adviser said, was to turn around the trajectory of the conflict. The United States had to stop the Taliban’s advance on the battlefield and force them to agree to concessions in the process .... US talks with the Taliban would only succeed when the United States returned to a position of strength on the battlefield and was ‘winning’ against the insurgency.”1 1 Donati, Jessica. -

As much as it deserves credit as yet another attempt to kick start once again a long-needed dialogue, like many other past developments in Afghanistan which have appeared optimistic but which then were short-lived, the event should be taken with a great deal of caution. None the less, one should not lose faith in the possibility of a negotiated end to the conflict, for the moment at least. For many, especially the international community, the week of 17 June 2013 was meant to represent the beginning of the long awaited squaring of the circle of a successful transition to a new Afghanistan in the right track towards stability ahead of 2014. With the official transfer of all security responsibilities to the Afghan National Security Forces across the country officially announced on 18 June 2013 and the planned signing of the Bilateral Security Agreement between the US and the Afghan Government later in the week, by mid week, things were looking good. But, hours later, what could have been the unexpected (for some) icing on the cake of a momentous week – the opening of a Taliban office in Doha as a privileged hub for talks - plunged Afghanistan once again into an- other political crisis. -

Schmid ICCT Research Paper January 2014 This Research Paper seeks to map efforts to counter the attraction of al Qaeda’s ideology. The aim is to bring together and synthesise current insights in an effort to make existing knowledge more cumulative. It is, however, beyond the scope of this paper to test existing counter-narratives on their impact and effectiveness or elaborate in detail a new model that could improve present efforts. However, it provides some promising conceptual elements for a new road map on how to move forward, based on a broad review and analysis of open source literature. About the Author Alex P. Schmid is a Visiting Research Fellow at the International Centre for Counter Terrorism – The Hague, and Director of the Terrorism Research Initiative (TRI), an international network of scholars who seek to enhance human security through collaborative research. He was co-editor of the journal Terrorism and Political Violence and is currently editor-in-chief of Perspectives on Terrorism, the online journal of TRI. Dr. Schmid held a chair in International Relations at the University of St. Andrews (Scotland) where he was, until 2009, also Director of the Centre for the Study of Terrorism and Political Violence (CSTPV). From 1999 to 2005 he was Officer-in-Charge of the Terrorism Prevention Branch at the UN Office on Drugs and Crime (UNODC) in the rank of a Senior Crime Prevention and Criminal Justice Officer. Published by Oxford University Press.] 1. Introduction On 12 February 2003, at around 12.30 p.m., Mr Osama Mustafa Hassan Nasr (Abu Omar) was walking from his house in Milan to the local Mosque. He was stopped by a plain-clothes carabiniere (Italian military police officer) who asked for his documents. While he was searching for his refugee passport, 1 he was immobilised and put into a white van by more plain-clothes officers, at least some of whom were US agents. He was brought to a US airbase in Aviano in North-East Italy and from there, flown via the US airbase in Ramstein (Germany) to Egypt. He was held for approximately seven months at the Egyptian military intelligence headquarters in Cairo, and later transferred to Torah prison. 2 His whereabouts were unknown for a long time, and he was allegedly repeatedly tortured. 3 He was released in April 2004, re-arrested in May 2004 and eventually subjected to a form of house arrest in Alexandria in February 2007. 4 In June 2007, a criminal trial started in Milan against US and Italian agents accused of having been involved in Abu * Dott. giur.
